In recent years, focusing on the ecological protection and high-quality development of the Yellow River Basin, the Hekou Yellow River and River Affairs Bureau has gathered great strength with party building, resolutely shouldered the political responsibility of ecological protection of the Yellow River Delta, and solidly promoted the ecological protection practice of the backup sea-in-the-sea flow path of the Diaokou River in the Yellow River. The Party Group of the Yellow River and River Affairs Bureau of Hekou will strengthen learning as an important prerequisite for carrying out the ecological protection of Diaokou River. Each branch will continuously improve the theoretical quality and political ability of party members and cadres through concentrated learning, exchanges and discussions, thematic preaching and other methods. Taking party building as the "media", we have joined hands with the Hekou District Procuratorate and the Hekou District Emergency Bureau to carry out thematic practical activities such as "Trekking on the Diaokou River, practicing the ecological road", "Enlightenment of the beauty of the Yellow River, and working together to protect the Yellow River"; we have joined hands with the Propaganda Department of the Hekou District Party Committee to hold the 8th Yellow River Delta Wetland Sophora Flower Festival and the " Yellow River Entering the Sea , We Go Home" photography exhibition, highlighting the gathering function of "Yellow River Entering the Sea", using photos to show the achievements of the construction of ecological civilization in the estuary of the Yellow River in the form of photos, and arousing the awareness of the people along the Yellow River to protect the ecology of the Yellow River estuary; in April 2022, we jointly built an "ecological police officer" exhibition hall with the Hekou Public Security Bureau of Dongying Municipal Public Security Bureau to display the achievements of ecological protection of the current flow paths of the Yellow River and the backup flow paths of the Diaokou River, and draw the largest "concentric circle" of ecological protection.
The best way is simple, and practical work is the first priority. As the first alternative to the Yellow River, Diaokou River is of great significance to maintaining the healthy and life of the Yellow River. However, since the Yellow River was diverted from Diaokou River to Qingshui Ditch in May 1976, the main trough of the Diaokou River channel has accumulated and shrunk severely. It has been used as a water channel, sand sink and reservoir for a long time, and the river flow capacity has significantly decreased. In 2019, the Hekou Yellow River and River Affairs Bureau actively sought investment from the Dongying Municipal Government, organized and implemented the Diaokou River control project, and cleared 8.6 kilometers of rivers with the most severe silt; organized and cleared the "bottleneck" bottlenecks such as the Xicui Production Bridge to open up a "green channel" for ecological water replenishment; in 2022, the bureau coordinated with multiple parties to promote the implementation of the Diaokou River Road Remediation Project, and planned to clear 16.8 kilometers of the Diaokou River. After the project is completed, it will greatly improve the flow capacity of the Diaokou River channel.

In order to ensure the greatest results in the ecological water replenishment of Diaokou River, the Party General Branch of the Yellow River River Affairs Bureau of Hekou established the Diaokou River Ecological Water Replenishment Action Branch to carry out uninterrupted law enforcement patrols along the line. The water replenishment route is 52 kilometers long from the water intake entrance Cuijiajie Gate to the entrance of Diaokou River. It is 4 reservoirs, 9 water intake gates and pump stations. There are also "Little White Dragon" who illegally withdraw water from time to time. Party members of the Diaokou River Water Replenishment Action Branch have to patrol this road at least twice a day. It is hot during the day and mosquitoes at night. In order to check the water replenishment, they can drill into thatch more than one person high at any time; the night is shrouded in the flashlight, emitting a glimmer of light, dispelling the darkness around it and illuminating the way to find a water replenishment head. Not only that, party members also need to remove water blocking obstacles from time to time, repeatedly check the opening of river channel control gates and water distribution gates, promptly block areas where water may flood or vent water distribution, and report the progress of water replenishment in real time for superiors to analyze and make decisions. After ecological hydration, every party member became much darker and lost a lot of weight, and the party emblem on his chest shone brightly.
133 hours in 2020, 81 hours in 2021, 50 hours in 2022... Over the past three years, the time for the Diaokou River ecological water replenishment head to reach the tailbone of Diaokou River has been shortened year by year, and ecological water replenishment has been running "accelerated".

Diaokou River ecological protection is not only grasped regularly, but also integrated into daily life.The Party Branch of the Water Government Supervision Brigade of the Hekou Yellow River Bureau and the Party Branch of the Yellow River Police Station of the Hekou Public Security Bureau have worked closely together to build a "party building community", cultivate the "hands hand in hand, and the dual connection of civil and military" party building work brand, and jointly launch the "four ones" system for organizing life together, thematic party days are celebrated together, and the pioneer image has established the "four ones" system, and strengthen political beliefs in the water government supervision team members and police teams, strengthen ecological ideas, and put forward the loud slogan of "working one after another"; joint consultation and analysis, joint patrol and law enforcement have achieved the "two connections between civil and military" and jointly build a pioneer law enforcement team to protect the ecology of the Yellow River. Since the beginning of this year, two wildlife cases have been investigated and handled, one case has been transferred to the procuratorate for review and prosecution, one criminal suspect, and one administrative case has been transferred to the natural resources department.
