Li Baosheng introduced that continuously meeting the people’s needs for a better life is the fundamental driving force for adhering to reform and innovation. Since the beginning of this year, Gaotang County has focused on the provincial party committee's "take the lead and open up a new situation" and the municipal party committee's "six new Liaochengs" construction goals and requirements, insisted on making good use of the "key move" of reform, focused on innovation and "witness to win", and used the power of reform and innovation to gather the momentum of "accelerating the rise and reshaping glory" and strived to make more development achievements benefit the people. Up to now, a total of 64 work experiences in the county have been recognized and promoted at the provincial level or above, and have undertaken 10 reform pilot projects at the provincial level or above. Among them, one was commended by the State Council, one national-level on-site meeting was held, and eight were affirmed and promoted by the state ministries and commissions; one was affirmed and approved by the provincial party committee's main leaders, and one was affirmed and approved by the provincial government leaders; one provincial-level on-site meeting was held, and seven typical speeches were made at the provincial-level on-site meeting; 41 were affirmed and promoted by the provincial departments; 3 were published and promoted by the "Shandong Reform" WeChat public account, and 50 were forwarded and promoted by the "Liaocheng Reform" WeChat public account; four reform experiences of "point menu"-style reform and deepening public resource trading were submitted to the Provincial Party Committee Reform Office as a typical case by the Municipal Party Committee Reform Office.
Since this year, our county has insisted on top-level design and closed-loop promotion, and fully consolidated reform efforts. Innovate and implement a series of reform promotion and implementation mechanisms, guide the whole county to firmly establish reform thinking, form a consensus on reform, and ensure that reform promotes development and benefit people's livelihood. First, implement the "three ones" reform work promotion mechanism. That is: the reform results are scheduled one month, the reform and innovation list is released one month, and the "four struggles and one creation" situation is reported one month, which mobilizes the enthusiasm of "learning and catching up" in reform and innovation at all levels and departments. The second is to establish a "double-flagging card" system. The results of reform and innovation will be included in the quantitative management of the county leadership team's performance behavior, and "hang up the flag and show the sign" every month, and dynamically publicize it to further improve the work mechanism of county-level leaders to lead the promotion of reform and innovation; the units that have not achieved reform results in the quarter will be displayed, and the units that have not achieved reform results for two consecutive quarters will be displayed, and the cumulative situation throughout the year will be used as an important basis for year-end reform assessment. Through the "double-showing card" measures, all levels and departments are fully motivated to pursue reform and promote innovation. The third is to strengthen inspection and effectiveness. The County Party Committee Reform Office regularly conducts special inspections in response to the implementation of reform tasks at all levels and departments, the progress of the "four struggles and one creation" work, and the promotion of the "point menu" reform pilot projects, to promote the implementation of reform tasks in detail, and force all levels and departments to make real efforts in reform and innovation and improve quality and efficiency.
Since this year, our county has insisted on reform and breaking problems and innovation to open up the road, and development momentum is in full swing. Focusing on the main direction of "innovation-led development, construction of a county with industries and manufacturing-strong county with manufacturing", we have deepened the reform of "a mu yield and benefit" evaluation, established a normalized enterprise mechanism for cadres to be included in enterprises, and continuously optimized the new ecology of enterprise development. From January to August, the county's industrial added value increased by 10.2% year-on-year, 2.8 percentage points higher than the city's average and 5.2 percentage points higher than the province's average. Promote the development of industrial clusters and accelerate the construction, extension, supplementation and strengthening of chains. Shifeng Group won the gold medal in Shandong Province's top 50 new materials leading enterprises and the Governor Cup Industrial Design Competition. 8 new provincial " specialized and specialized " enterprises, 2 national specialized and specialized "little giant" enterprises, 1 provincial "gazelle" enterprise, 1 provincial first (Taiwan) technology enterprise, and 1 provincial digital workshop. Focusing on the county economic development pattern, we focus on the reform of the system and mechanism of county development zones, study and formulate the "Ten Measures to Support the High-Quality Development of Development Zones", accelerate the construction of professional parks, start the construction of healthy biotechnology industrial parks and intelligent equipment manufacturing industrial parks, and open up the development space for new industries in the county.Focusing on agricultural and rural reform, we have accelerated the promotion of agricultural modernization and explored and innovated the development model of agricultural social service. The county has completed an area of 601,600 mu of agricultural social service projects. The national agricultural service to 10,000 families series of activities was successfully held in Gaotang . Adhere to the orientation of conservation and intensive development, actively explore new land use models, and promote more efficient land security. In 2022, the amount of cultivated land increased by 7,095 mu year-on-year, ensuring 35 land plots of 1,009 mu for 28 key projects. It was praised by the State Council and supported by the 1,000 mu land use indicators; this experience was approved by the main leaders of the provincial party committee.
Since this year, our county has insisted on taking the lead and benefiting the people, and the happiness index has been greatly improved. Always practice the people-centered development philosophy and let the reform results benefit the general public more widely. From January to September, the county's livelihood expenditure reached a total of 2.089 billion yuan, accounting for 82.9% of the general public budget of and expenditure. In September last year, the province innovatively carried out the pilot work of "point menu" reform. Our county took the initiative and actively strived for it, becoming one of the three pilot counties in the city. We focused on the issues that the masses care about the most and urgently were the pilot work in depth. First, innovatively implement the urban infrastructure discovery-as-a-repair model. Implement market-oriented maintenance and implement the "time-limited case settlement" mechanism. Since the beginning of this year, more than 3,800 urban municipal infrastructure have been repaired, and more than 90% of the repairs completed within 3 days have been accounted for. At the same time, the six roads with high voices from the masses have given priority to the separation of rain and sewage. At present, the project is being concluded and has begun to take effect after the flood season rainfall inspection. The second is to innovate and create a new system of urban grassroots governance. Promote the physical operation of the Red Property Committee, 4 state-owned enterprise property companies paired up to help 45 old communities, and 17 urban communities all established "urban management workstations" to promote urban management services to sink into communities. The third is to innovatively implement the integrated reform of convenient registration of market entities. Focus on optimizing the business environment, deepen the "four-level service" and take the lead in establishing a four-level collaborative operation model of "city, county, town, street, community (village)" in the country; deepen the "one-window acceptance" and "one-chain processing" services, and the materials, links and time limits are reduced by 81%, 71%, and 84% respectively. At the same time, we vigorously promote the construction of the medical insurance policy guarantee system for the benefit of the people, delegate 20 high-frequency business authority to various towns and streets, and build 30 community medical insurance service stations; the level of medical insurance settlement services has been significantly improved, and personal accounts have achieved "one-card pass" within the province, and instant settlement outside the province. Promote the balanced development of compulsory education in , build new branches of the third experimental middle school and the second experimental primary school, implement the township primary school transformation project, and implement the "high-quality school +" compact group-based school running model to achieve management interoperability, teacher sharing, research and training linkage, and quality advancement.
