In July and August 2020, a large flood occurred in the Huaihe River Basin. Affected by the long-term high water level flooding in the river, water seepage occurred at the foot of the outer embankment on the 20.3K-20.7K section of the left embankment in the Huaihe River waterway, posing a threat to flood control safety. In order to solve the flood control risks, our district implemented an emergency repair project for the 20.3K-20.7K section of the left embankment of the Huaihe River waterway in April 2021 to cut off the seepage channel. At 20.5K, the left embankment of the river channel, Zhou Qing inspected the water conditions, emergency repair of embankment damage, etc., and affirmed the implementation of the river chief system work in our district. He pointed out that the waterway into the Huaihe River is the main flood channel in the lower reaches of the Huaihe River. The flood prevention pressure is high. We must base ourselves on preventing major floods, rushing for major dangers, and rescuing major disasters, strengthening the responsibilities of river chiefs at all levels, further investigating and rectifying hidden dangers, improving emergency response plans, strengthening supervision and inspection, and fully protecting the lives and property of the people. As a basin embankment, the embankment of the inlet waterway protects the safety of people's lives and property within the areas south of the irrigation main channel in northern Jiangsu, west of the Grand Canal, east of the Hongze Lake embankment, as well as towns along the river and dike area. Among them, 1.4k of the left embankment of the inlet waterway has been in disrepair due to years of disrepair and water seepage during flooding. In order to ensure the safety of life and property of the people downstream, our district decided to implement a hazard removal and reinforcement project at 1.4k of the left embankment of the river waterway. At present, all civil engineering construction has been completed and greening is underway. After listening to the relevant situation reports, Zhou Qing emphasized that river chiefs at all levels should strengthen their sense of responsibility and do their best to patrol, manage and protect rivers; the River Chief Office and relevant towns should strengthen daily management and law enforcement inspections of rivers and lakes, and consolidate the results of rectification; all relevant departments should work together and take the initiative to implement the responsibilities of "management, governance, and protection", and form a pattern of joint efforts, joint management and joint governance.
