"The Implementation Measures have made clear guidance on the transfer of cases and legal supervision in daily law enforcement, the transfer of cases and legal supervision in production safety accident investigation, the collection and use of evidence, and the collaboration mechanism, which will greatly strengthen and improve the connection between administrative law enforcement and criminal justice in production safety." At the same time, Guangdong has also initiated the formulation and revision of 12 safety law enforcement systems, including "Guangdong Province's Discretionary Principles for Administrative Penalty for Safety in Guangdong Province", "Guangdong Provincial Emergency Management Department's Full Process Recording System for Safety Administrative Law Enforcement", and "Guangdong Provincial Emergency Management Department's "Double Random" Supervision and Inspection Implementation Rules". On February 1, 2020, the Guangdong Province Production Safety Law Enforcement Information System was launched. As an information law enforcement platform, the front end of the system fully meets the full process of law enforcement personnel, full coverage of mobile handling supervision and inspection, administrative penalties and other functions through planning management, legal and regulatory inquiry, task execution, evidence collection, review and approval, document issuance and other functions.

According to statistics, since the law enforcement system was launched, the emergency management departments of 21 cities and 202 counties (cities, districts, functional areas, Dongguan and Zhongshan are towns and streets) in Guangdong Province used the law enforcement system to enter 15,826 users, with an average of more than 28,000 logins per day, more than 3.156 million law enforcement inspectors were dispatched, 1.496 million enterprises were supervised and inspected, 1.428 million hidden dangers were rectified, more than 3.838 million law enforcement documents were issued, more than 60,000 administrative penalties were imposed, and the amount of fines was 1.2 billion yuan.
