Second, the "One Plan and Two Outlines" issued by the Central Committee ( Rule of Law China Construction Plan, Rule of Law Government Construction Implementation Outline, Rule of Law Society Construction Implementation Outline) and Shandong Province implementation plan and specific measures are the top-level designs for rule of law construction. How these top-level designs are implemented is also required to be tracked and monitored in practice. On the basis of pilot projects, research and demonstration, and trial evaluation, the Provincial Department of Justice organized the drafting of the "Indicator System for the Construction of a Rule of Law Shandong" and began to carry out quarterly monitoring and evaluation and annual comprehensive evaluation. The index system consists of 10 comprehensive indicators, 45 dynamic monitoring indicators and 6 mass evaluation indicators. At present, the Department of Justice has released 6 quarterly monitoring and evaluation reports and 1 annual comprehensive evaluation report. It is the first province in the country to carry out a comprehensive assessment of the rule of law construction at the provincial level. Judging from all aspects, the indicator system objectively reflects the progress and effectiveness of the rule of law construction in Shandong Province, helps to timely discover shortcomings in the rule of law construction, and can provide timely and effective data support for improving the level of rule of law construction in Shandong Province.
The third is to carry out legal supervision work. Legal inspection is an important institutional arrangement for comprehensively governing the country according to law, and an important tool and important measure to promote the implementation of the task of building the rule of law. Shandong Province has included the rule of law inspection in the inspection plan of the provincial party committee and the provincial government for four consecutive years, and also focused on the application of inspection results to promote improvement through rectification and promote the resolution of a number of "urgent, difficult and anxious" problems for the masses, such as inaccurate application of administrative penalties, irregular hearing procedures, and falsification of environmental impact assessment monitoring data.
