1. 2. With reference to the "Notice on Further Optimizing the Prevention and Control of the COVID-19 Epidemic in Imported Items" (Guowei Mingdian [2022] No. 270), imported non-cold chain goods refer to imported goods with a transportation temperature above 10°C.

3. Strengthen source control. Imported cargo transportation, ground agents, warehousing, import enterprises and other entities should follow the principle of "whose goods are responsible, and whoever works organizes disinfection" to conduct appropriate sampling testing and preventive disinfection of non-cold chain items from countries with severe epidemics. Carry out sampling nucleic acid testing on imported goods from high-risk countries and low-temperature transportation environments as well as their cargo holds, containers, carriages, containers and cargo storage locations. The frequency of testing and the number of samples can be increased under low-temperature conditions in winter. 4. Complete traceability registration. Imported non-cold chain goods should be registered during customs clearance, storage, transportation and use. 5. Establish personnel ledger. Relevant units importing non-cold chain goods should establish basic personnel information accounts, such as names, mobile phone numbers, detailed current addresses, etc., strengthen internal management, and cooperate with flow control work to ensure that key personnel information can be quickly obtained and control measures taken when an epidemic occurs. measure.

6. Hierarchical and classified management, storage in special areas, and dedicated personnel. In accordance with the requirements of the "Notice on Further Optimizing the Prevention and Control of the New Coronavirus Epidemic of Imported Items" (Guowei Mingdian [2022] No. 270), graded and classified management shall be carried out and measures for graded and classified management shall be implemented. imported non-cold chain goods are divided into low-risk goods and high-risk goods. High-risk imported non-cold chain goods must have no overlap with other goods. Automated and contactless operations should be promoted for the collection, sorting, and delivery of imported goods, and personal protection measures for relevant logistics personnel and disinfection of transportation vehicles should be strengthened. The postal express delivery industry carries out business activities in strict accordance with the State Post Bureau "Recommendations on Production Operation Standards for the Postal Express Industry During Epidemic Prevention and Control."

8. Goods circulation management. For imported non-cold chain goods at land ports, preventive disinfection or release measures will be taken in accordance with the requirements of the "Notice on Further Optimizing the Prevention and Control of the New Coronavirus Pneumonia Epidemic of Imported Items" (Guowei Mingdian [2022] No. 270).For imported non-cold chain goods at air ports, from the time they leave the port at the place of shipment until the owner unpacks the goods for the first time after receiving the goods, it is generally recommended that the use interval for personal goods should not be less than 7 days. For corporate goods and personal emergency goods, they can be used after strict implementation of nucleic acid testing, preventive disinfection and other epidemic prevention measures.

9. Strengthen nucleic acid testing of personnel. Employees involved in all aspects of imported non-cold chain goods should establish a complete nucleic acid testing and health monitoring system. Personnel in high-risk positions who are in direct contact with imported non-cold chain goods should undergo nucleic acid testing and health monitoring in accordance with the requirements of industry authorities to achieve "early prevention, early detection, early reporting, early isolation, and early treatment" and should also undergo standardized training. 10. Strengthen personal protection. actively guides production and operation enterprises, commercial enterprise staff and individual consumers to take scientific protection. When receiving imported non-cold chain goods, it is recommended to wear a mask and perform hand hygiene promptly after handling the goods. Cleaning personnel, sanitation workers, waste recycling personnel, garbage disposal site personnel and other related staff may come into contact with the packaging or waste of imported non-cold chain goods and should implement personal protection at work.

11. Do a good job in health monitoring. Persons who come into contact with imported non-cold chain goods should seek medical attention promptly if they develop fever, dry cough and other symptoms related to COVID-19, and proactively inform the doctor of the relevant epidemiological history.
