This is the first time that Yulin Economic Development Zone has sold industrial land in the "standard land" model, marking the first step in the reform of "standard land" in Yulin Economic Development Zone. This is a substantial first step, and it is also a coordinated application of the vacancy-tolerant approval and commitment-based approval systems of the Economic and Technological Development Zone. It is also a time for Yulin Economic and Technological Development Zone to actively explore and improve the allocation of land resource elements, further improve the level of land conservation and intensive use, and enhance The useful exploration of regional service levels provides Yulin Economic Development’s experience for the province’s “standard area” reform.

"Standard land" refers to a land parcel with land supply conditions within the urban development boundary determined by the land space plan. The government will first complete the regional evaluation of new industrial projects, set control indicators in advance, and realize the start of project construction. Transferable state-owned construction land with necessary basic conditions such as water supply, electricity supply, access roads, ventilation, communications, and land leveling.

In December 2021, the Shaanxi Provincial Government designated Yulin Economic Development Zone as one of the 11 "standard area" pilot counties (districts) in Shaanxi Province. According to the unified deployment of the provincial government and the actual situation of the economic and technological development zone, the economic and technological development zone will refine and decompose the tasks to the corresponding departments. It has successively organized and carried out the "7+N" regional assessment of the Economic and Technological Development Zone. At present, it has completed four regional assessments, including mineral resources overburden assessment, geological disaster risk assessment, regional spatial ecological environment assessment, and soil and water conservation regional assessment. Three regional assessments, including energy conservation assessment, cultural relics and archaeological assessment, and earthquake safety assessment; in accordance with the "5+X" extensional indicator requirements, a "standard land" control indicator system for the economic and technological development zone was constructed, clarifying the industry category, The "5+1" control index system includes fixed asset investment intensity, tax per mu, land use standards, building floor area ratio, and annual comprehensive energy consumption.

The transfer of "standard land" in the Economic and Technological Development Zone will be subject to a commitment system for approval. The land-receiving unit will sign a supervision agreement with the Development Zone Management Committee. The relevant departments of the Development Zone will supervise the project at all stages, issue performance risk reminders for existing problems, and ensure project construction.
