3 Local minimum wage standards will rise
The so-called minimum wage standards refer to the minimum labor remuneration that employers should pay according to law on the premise that workers provide normal work during legal working hours or within the working hours agreed upon in a labor contract signed in accordance with the law. Different administrative regions within provinces, autonomous regions, and municipalities directly under the Central Government may have different minimum wage standards.
On March 22, the Hunan Provincial Department of Human Resources and Social Security issued the "Notice on Hunan Province's Adjustment of Minimum Wage Standards in 2022" which clarified that starting from April 1, the monthly minimum wage standards in Hunan Province will be adjusted to: 1,930 yuan/month, 1,740 yuan/month, and 1,550 yuan/month.
The minimum wage standards in Chongqing and Fujian provinces will also be raised starting from April 1! According to previously announced information, after adjustment, the monthly minimum wage standard in Fujian is divided into four levels, namely 2,030 yuan/month, 1,960 yuan/month, 1,810 yuan/month, and 1,660 yuan/month; Chongqing is divided into two levels, respectively 2,100 yuan/month and 2,000 yuan/month.

Qinghai and Hebei are planning to raise their minimum wage standards. The "Qinghai Province 2022 Government Work Report" mentions, "Implement tax, social security, transfer payment and other adjustment policies, and reasonably adjust the minimum wage standard." According to media reports, the Hebei Provincial Department of Human Resources and Social Security previously stated that it plans to adjust the minimum wage standard in 2022, and is currently doing evaluation and calculation work.
It is worth mentioning that the Ministry of Human Resources and Social Security issued a document in 2015 clarifying that in the coming period, the minimum wage standard will be adjusted at least once every two years to at least once every two to three years.
China-Singapore Jingwei found that 22 provinces including Beijing, Tianjin, Shanxi, Inner Mongolia, and Liaoning will adjust their minimum wage standards in 2021 or early 2022, and another increase in 2022 may be small; however, the last adjustment in Sichuan and Yunnan provinces was in 2018, and the current standards have been implemented for more than three years.
Sino-Singapore Jingwei called the Yunnan Provincial Human Resources and Social Security Telephone Consultation Service Hotline on the 22nd. The customer service staff confirmed that the standards released in 2018 are still implemented and "there will be no subsequent updates." Subsequently, Sino-Singapore Jingwei called the Sichuan Provincial Human Resources and Social Security Consulting Hotline, but was unable to get through; after calling the 12345 Government Service Convenience Hotline Human Resources and Social Security Hotline in Meishan City, Sichuan Province, the customer service staff said, " Meishan City currently still implements the 2018 (introduced) standard."
Director of the National Economic Research Center of Peking University and professor of the School of Economics Su Jian told Sino-Singapore Jingwei, "According to relevant regulations, Yunnan and Sichuan provinces are more likely to adjust the minimum wage standards in 2022, and the extent of the adjustment will mainly depend on the strength of the local economy."
How does it affect your pocketbook?
Su Jian emphasized, “The minimum wage standard is a protective measure for vulnerable groups. It is certain that the vast majority of people’s wages are higher than it.” But does this mean that the adjustment has nothing to do with you? In fact, many benefits are linked to the minimum wage standard. When the minimum wage standard increases, the relevant benefits will also increase accordingly.
Take Beijing as an example. At the beginning of 2020, the Beijing Municipal Human Resources and Social Security Bureau issued the "Notice on Issues Concerning Maintaining Stable Labor Relations During the Epidemic Prevention and Control Period" which mentioned that during the medical period of employees, companies should pay sick leave wages in accordance with the labor contract or collective contract, and the sick leave wages shall not be less than 80% of the Beijing minimum wage standard.
In addition, the " Unemployment Insurance Regulations " stipulates that the standard of unemployment insurance benefits shall be determined by the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government at a level that is lower than the local minimum wage standard and higher than the urban residents' minimum living security standard .
The "Opinions on Several Issues Concerning the Implementation of the Labor Law of the People's Republic of China" also requires that after the laborer forms or establishes a labor relationship with the employer and provides normal labor during the probation, proficiency, and apprenticeship periods, the employer shall pay him a salary that is no less than the minimum wage standard.(China-Singapore Jingwei APP)
