If it is overseas, you need to get the marriage certificate overseas, have the marriage certificate authenticated by consular, and then return to the Civil Affairs Bureau of China for registration. Several regulations on marriage registration between Chinese citizens and foreigners
1. If a Chinese citizen marries a foreigner in the mainland of China, or a mainland resident marries a Hong Kong resident, a Macao resident, a Taiwan resident, or an overseas Chinese in the mainland of China, both the man and the woman must go to the marriage registration authority where the mainland residents have their permanent residence to register their marriage.
2. Chinese citizens and foreigners applying for marriage registration must hold the following documents respectively:
(1) Mainland Chinese residents:
1. My household registration book and ID card;
2. I have no spouse and no direct blood relatives with the other party, and a signed statement of
collateral blood relations among the three generations.
(2) Residents of Hong Kong, Macau, and Taiwan:
1, my valid pass and ID card;
2, a statement notarized by the notary agency at the place of residence that I have no spouse and that I have no direct blood relationship or collateral blood relationship within three generations with the other party.

(3) Overseas Chinese:
1. Valid passport ;
2. Certificate issued by a notary institution or competent authority in the country of residence and approved by the Embassy of the People's Republic of China. A certificate certified by the embassy (consulate) of the country that I have no spouse and no direct blood relationship or collateral blood relationship within three generations with the other party, or a certificate issued by the Embassy (Consulate) of the People's Republic of China in that country that I have no spouse and no direct blood relationship or collateral blood relationship within three generations with the other party.
(4) Foreigners:
1. His or her valid passport or other valid international travel documents;
2. A certificate issued by a notary institution or competent authority in the country where the applicant is located, certified by the embassy (consulate) of the People's Republic of China in that country or certified by the embassy (consulate) of the country in China, or a certificate issued by the embassy (consulate) of the country in China that the applicant has no spouse.
3. The marriage registration authority shall examine the certificates and supporting materials issued by the parties to the marriage registration and inquire about relevant information. If the parties meet the marriage conditions, they shall be registered on the spot and a marriage certificate shall be issued; if the parties do not meet the marriage conditions and the registration is refused, the reasons shall be explained to the parties.

4. If a Chinese citizen and a foreigner voluntarily divorce in the mainland of China, and if a mainland resident voluntarily divorces a Hong Kong resident, a Macao resident, a Taiwan resident, or an overseas Chinese in the mainland of China, both men and women shall go to the marriage registration authority where the mainland residents have their permanent residence to register for divorce.
5. When the marriage registration authority handles marriage registration, it shall not charge any other fees or attach other obligations except for the cost of fees charged to the parties in accordance with the charging standards.
