On October 25, the "Zhengzhou City Heavy Pollution Weather Emergency Plan (Revised in 2018)" was officially announced. Henan Business Daily reporters noticed that the biggest change in the revised plan is the cancellation of the original blue warning in the fourth-level warning and divide the heavy air pollution warning into three levels.

Comparing the "Zhengzhou Heavy Pollution Weather Emergency Plan (Revised in 2017)", Henan Business Daily reporters found that in terms of orange warning, the new plan must reach the starting conditions of severe pollution in one day during the process of canceling heavy pollution. As long as the daily average of the city's air quality index is predicted to last for 3 days (72 hours) or more, that is, when there is 3 days of heavy pollution, an orange warning can be activated regardless of whether it reaches the level of serious pollution.

To this end, at the Zhengzhou Ecological Environment Protection Conference, the Zhengzhou Pollution Prevention and Control Office issued an emergency work notice to reduce nitrogen oxides.
According to the notice, Zhengzhou will optimize traffic restrictions, specifically: In terms of traffic restrictions on high-emission old vehicles, traffic restrictions will be expanded from National Three heavy-duty diesel vehicles to all National Three diesel vehicles, and the traffic restrictions will be expanded from within the Fourth Ring Road to the west of the Beijing-Hong Kong-Macao Expressway, north of the South Ring Road, east of the West Ring Road, and south of the North Fourth Ring Road, and a full-day ban will be implemented.
In addition, the notice revealed that before November 30, 2018, the Municipal Transportation Commission will take the lead in building at least one temporary logistics distribution center in four directions, southeast, west and north, near the ring expressway, and use new energy vans to deliver to the city.
In terms of vehicle control at construction sites, the notice requires resolute implementation of the "eight 100%" standards and the "one ticket suspension system" at the construction site. Large trucks transporting slag, cement and other materials on construction sites are transported between 3:00 and 15:00 every day, and transportation will be stopped during other periods.
In terms of accelerating the rectification of urban logistics wholesale markets, the notice requires that before the end of October, the wholesale and logistics markets with incomplete land and construction procedures must be banned in accordance with the law; before the end of the year, the relocation of the legal logistics wholesale market with complete procedures must be completed.
