During the just-passed Spring Festival holiday, Yang Jinlong, a member of the National People's Congress and teacher of Hangzhou Technician College, revised the suggestions that were prepared to submit to the National People's Congress many times. The suggestions were about standardizing the recognition of students' academic qualifications in technical colleges.
In 2020, the students reported a problem to their class teacher Yang Jinlong: the graduation certificate of a technical college can only be queried in the National Technical College Graduation Certificate Query System of the Human Resources and Social Security System, and has not been entered into the China Higher Education Student Information Network of the Education System. This makes many students from excellent technical colleges only enlist in the army as high school students, cannot enjoy relevant treatment, and missed better development opportunities.

After learning about this situation, Yang Jinlong reported to the school and found that many students encountered the same problem. "This involves the academic qualification certification of technical colleges and is also a problem that plagues the development of technical colleges across the country." After careful investigation, Yang Jinlong suggested that recruitment work be used as a pilot to promote and popularize the academic qualification query results of human resources and social security systems, and implement the academic qualification certification work of senior workers and other graduates; after the pilot is mature, it can be gradually promoted in other talent selection work to create a fair, just, diverse and inclusive education and employment environment.
"In recent years, the level of high-quality talent training in technical colleges has gradually been recognized by the society, and I am a good example." In 2015, Yang Jinlong won the gold medal in the automobile spray painting event at the 43rd World Skills Competition held in São Paulo, Brazil, achieving a breakthrough in the "zero" gold medal in the Chinese gold medal in this competition. After returning to China, he obtained the Zhejiang Province "0001" Special Technician Certificate. In 2018, after Yang Jinlong was elected as a member of the National People's Congress, he conducted in-depth research on the cultivation of skilled talents and the working environment of front-line technicians, and implemented the " Craftsman Spirit " to the performance of his duties in representatives.

Vocational colleges, workshops, repair shops, and car 4S stores are all places where Yang Jinlong often visits to research. During the survey, whenever he is inspired, he will always remember a memo on his mobile phone or send himself a message, and then systematically sort it out. "Improving the skills evaluation mechanism, improving the treatment of skilled talents, and guiding the whole society to form an atmosphere of respecting craftsmen are the most concerned issues. In recent years, various places have issued many skilled talent incentive plans, but there are still structural gaps in senior technical talents." This made him feel a sense of responsibility.
At the third session of the 13th National People's Congress held in 2020, Yang Jinlong put forward the proposal to establish the "National Craftsman Day". "The spirit of craftsmanship means that workers have a high professional ethics, quality awareness and excellence in their work. At present, the total gap in skilled talents in my country is about 20 million. The establishment of the "Craftsman Day" to promote the "Craftsman Spirit" will help form a social consensus, promote China's manufacturing industry to move towards the middle and high end, and move from a "manufacturing power" to a "manufacturing power." Yang Jinlong was delighted that this suggestion has been paid attention to by relevant national departments and included in the solution plan.
