2022 Jinan City Third Government Automobile Consumption Voucher Activities Rules
1. Activity Time: Activity Time is from August 1, 2022 to December 31, 2022. Consumption coupon issuance timeline: After the fifth round of issuance of
, the subsequent round of issuance arrangements will be notified separately through the official website of Jinan Municipal Bureau of Commerce.
Each round of consumption coupons is first come first served, and it will be collected on time. The consumption coupon is valid for 5 days from the date of issuance. If it is not approved for verification within the validity period after collection, the ticket will be invalid and the quota will be returned. It cannot be collected again during the event time. The configuration of consumption coupons is dynamically adjusted according to the pre-issuance situation.
2. Participant : Individual consumers who purchase new energy passenger cars or fuel passenger cars (except used cars) during the event time (according to the list announced by UnionPay) and register for licensees, and meet the following conditions: Yunflash Pay users who receive the coupon register the first license at the Vehicle Management Office of the Traffic Management Brigade of the Public Security Bureau (not limited to regions) before 24:00 on January 10, 2023. The new energy passenger cars here include three categories: pure electric vehicles, plug-in hybrid vehicles (including extended-range vehicles), and fuel cell vehicles. meets any conditions such as the same device, the same registered mobile phone number, the same bank card reserved mobile phone number, the same bank physical card number, the same ID number or the same APP account, and they are deemed to be the same user. Users need to use their electronic devices, APP accounts, bank cards, etc. to participate in it in person.
3. Consumption coupon settings : New energy passenger car (excluding used cars) consumption coupons are divided into 3,000 yuan (used for vehicles below RMB 100,000), 4,000 yuan (used for vehicles 100,000 yuan (including RMB 100,000 to RMB 200,000), 6,000 yuan (used for vehicles 200,000 (used for vehicles above RMB 200,000), and 2,000 yuan (used for vehicles below RMB 100,000), 3,000 yuan (used for vehicles 100,000 to RMB 200,000), 5,000 yuan (used for vehicles above RMB 200,000 (including RMB 200,000) (used for vehicles above RMB 200,000), and 6,000 yuan (used for vehicles above RMB 200,000 (including RMB 200,000) (used for vehicles above RMB 200,000), and 6,000 yuan (used for vehicles above RMB 200,000 (including RMB 200,000)). The vehicle price shall be subject to the amount of the car purchase invoice, and other additional products such as equipment shall not be included.
When consumers use the above consumption coupons, if they purchase new cars with scrapped old cars (except used cars), they can apply for an additional 1,000 yuan.
4. Receive consumption coupons: users need to download the Cloud Flash Payment APP, register with real name and bind UnionPay physical cards issued in mainland China, Hong Kong and Macau to get them. When participating in the event, the APP must be updated to the latest version, and the mobile GPS positioning of the user must be in Jinan City when receiving the coupon. Users log in to the homepage of the "Yun Flash Payment APP" - "Local Zone" - "Jinan Automobile Consumption Voucher" to receive automobile consumption voucher. Each Cloud Flash Payment user can only choose one face value to collect during the event time, and the entire event time is limited to collect and use one consumption coupon.
5. Consumption coupon query : After users successfully receive the consumption coupon, they will generally complete the issuance within 2 natural days from the day of receipt. You can check the coupon status in the "Yun Flash Payment APP" My - Rewards (red envelopes, tickets).
6. Consumption coupon verification : After receiving the coupon, consumers need to go to the store to verify the coupon. They should inform the cashier to use the car consumption coupon. The single payment of the bank card bound by Yunflash Pay is not less than 30,000 yuan, and the consumption coupon is cancelled. UnionPay background record the verification mark (the consumption coupon status of Yunflash Pay APP is "used", and the verification will be successful). For this consumption coupon activity, non-cloud flash payment bound bank cards will not participate in the verification.
7. Application for consumption coupon funds : After the consumer obtains the car purchase invoice and driving license, log in to the homepage of the "Yunflash Payment APP" - "Local Zone" - "Jinan Automobile Consumption Coupons" - "Data Upload", and upload the corresponding information according to the upload template.Including: unified motor vehicle sales invoice, vehicle registration certificate, vehicle purchase user ID portrait, car purchase user ID national emblem face, vehicle purchase tax payment certificate (issued by the Taxation Bureau), vehicle appearance photos (including license plate), car purchase user's own payment card face, payment card face, motor vehicle driving license home page, motor vehicle driving license subpage (new energy vehicles must be marked with "new energy") and POS machine purchase orders for purchase card amount of 30,000 yuan or more. The date of the unified invoice for motor vehicle sales must be within the activity time (August 1, 2022 to December 31, 2022), and the date of the vehicle purchase tax payment certificate and the date of issuance of the motor vehicle driving license must be within the date of August 1, 2022 to January 10, 2023. After the consumer writes off, the corresponding information should be uploaded before 24:00 on January 10, 2023. Failure to upload within the deadline is deemed to be a waiver of acceptance qualification. If the uploaded materials before 24:00 on January 10, 2023 fails to pass the review, they should be uploaded before 24:00 on January 15. If the information has not been re-uploaded or the review is still not passed, the acceptance will not be accepted.
Individual consumers who purchase new cars with scrapped old cars must also submit relevant supporting documents for scrapping of old cars under their name during the activity time, including: scrapped motor vehicle recycling certificate (the number time of the recycling certificate shall prevail, the identity information of the scrapped car owner must be consistent with the identity information of the buyer) and the motor vehicle cancellation certificate, and the uploading of the complete information shall not be before 24:00 on January 10, 2023.
Cloud Flash Payment Coupon Users must be consistent with the information uploader, car buyer and scrapped car original owner, otherwise they will not be accepted. All participants in the event are responsible for the authenticity of the materials provided and will bear relevant legal responsibilities if there is any fraud.
8. Review progress query: After consumers upload information, please log in to the "Yun Flash Payment" APP in time to query and modify it. The specific path is: log in to the homepage of "Yun Flash Payment APP"--"Local Zone"--"Jinan City Automobile Consumption Voucher"--"Jinan City"--"Data Upload"-"View Application Status" window for query.
9. The amount of consumption coupons is issued : The relevant information (desensitization information) that has been reviewed will be announced in batches on the official website of Jinan Municipal Bureau of Commerce in a timely manner, and the announcement period will be 2 working days. If there is no objection to the public announcement in the public notice, UnionPay will issue an equal amount of consumption coupons within the bank card number provided by the consumer within 3 working days, and the arrival time will be 1 working day.

11.Special notes : If an individual consumer who has paid all the purchase price during the event time and before receiving the coupon, he or she needs to verify the purchase price within the valid period of the consumption coupon. Please consult UnionPay customer service or automobile sales company for specific verification methods. If a transaction that is cancelled with
consumption coupons is refunded or revoked, it will be deemed that the user has waived the write-off. The refund amount will be deducted from the written-off discount and then returned to the user's original payment card. The consumption coupons will no longer be issued, and the coupons will no longer be eligible for the entire event period. The amount of consumption coupons received by the car buyer does not match the price of the vehicle, and will not be accepted even if the written off is successful. For example, a consumer received a new energy vehicle consumption coupon of 6,000 yuan (with a card purchase of 200,000 yuan (including) or more) for purchase of a new energy vehicle, but actually purchased a new energy vehicle of 90,000 yuan. Even if the written off successfully, the consumer will not be able to receive acceptance.
Individual consumers participate in the event will be deemed to understand and agree to the details of this activity. If they fail to write off consumption coupons and apply for consumption coupons due to personal reasons, they shall bear the responsibility.
