Taiwan restarts Nuclear 4HTM4 "referendum" debate ended, but nuclear power safety issues have once again aroused social concern and discussion. At the 26th United Nations Conference on Climate Change (COP26) held in the UK at the beginning of the month, the two "tension" China and the United States unexpectedly issued a joint declaration, promising to jointly respond to climate change issues, which aroused global attention. From the summit, the DPP authorities promised zero carbon emissions in 2050, but their policies and actions went against each other, and their carbon reduction results were too poor, so they were exposed.

COP26 is regarded as the first critical meeting by many countries and regions and environmental groups, because the implementation results and progress of the " Paris Agreement " signed 6 years ago are far inferior to expectations. If more active carbon reduction cannot be taken immediately, it will be impossible to curb warming, and climate disasters and climate refugees will increase significantly in the future.

In this conference, more than 40 countries and regions promised to gradually phase out coal by 2050, and 100 economies promised to reverse the deforestation state by 2030. The United States and the European Union announced cooperation to reduce methane emissions. The two major emitters of China and the United States also issued a joint statement at the last moment, promising to cooperate to reduce carbon, which is called the finale goodwill. Although COP26 is not a success, it is not nothing.

power generation is the main source of greenhouse emissions. Therefore, all economies have listed improving power supply as the focus of carbon reduction, and strive to increase green electricity and reduce thermal power generation with high carbon emissions. Among them, coal-fired power accounts for a high proportion and high emissions, and is also listed as a priority elimination project. European countries have made great strides in the road to "de-coal and electricity".

Taiwan has increased green electricity in terms of policies from the Malaysian authorities to the Tsai authorities. The DPP originally planned to replace emission-free nuclear power with green electricity, but the progress of green electricity was slow, and nuclear power was decommissioned as scheduled. In order to avoid power shortage, Taiwan Power had to increase thermal power units, resulting in Taiwan's thermal power ratio, increased emissions from power supply departments, and worsening air pollution. Taiwan has been ranked fifth from the bottom this year after climate change performance indicators for many years.

is even less optimistic in the long run. Even if green electricity accounts for 20% of the target, this means that thermal electricity accounts for 80%. As electricity demand grows year by year, it is estimated that electricity demand will grow by more than 80% in 2050. Even if coal-fired power accounts for 30% by then, the total coal consumption will still be higher than now, and zero carbon emissions will be achieved.

As long as the DPP is willing to give up its anti-nuclear ideology and restart nuclear 4, the proportion of nuclear power can reach more than 20%, and the proportion of thermal power can be reduced to about 60%. This structure is not only conducive to carbon reduction, but also helpful to "Taiwan security", energy costs and risk dispersion. The public supports restarting the Nuclear Fourth Movement, which will prevent Taiwan from deviating from the global carbon reduction path. As for the security issues mentioned by anti-nuclear personnel, it is actually not a problem at all. The civil engineering, factory and reactor of Nuclear 4 originally had high-standard security designs, and the storage of nuclear waste has a complete plan. The so-called "newly discovered fault" is also untrue. Just look at the information of the authorities' geological survey institute.

supports restarting nuclear 4, which is even more a protest against the DPP's trampling on public opinion. Tsai Ing-wen said whether she met guests or participated in the "referendum" briefing, that restarting the nuclear fourth is not a policy option. The former chairman of the committee, Xie Xiaoxing, even said that he "respected the results of the 'referendum', but the probability of the original candidate agreeing to restart the nuclear fourth is zero."

No matter how the explanation is made afterwards, these words mean that the DPP had a long conclusion: it would never implement the restart of the nuclear fourth. The "referendum" is valid for two years, while the DPP will still have two and a half years in power. In other words, even if more than half of the "referendum" of the nuclear power will be passed if the DPP refuses to implement it, it will be delayed for two years.

This kind of duck dominance that ignores public opinion and tramples the results of the "referendum" has become "illegal", and the people must oppose and protest; if the proportion of the resumption of the nuclear four is only slightly higher than that of the opponent, the DPP will "super" over and ignore the results of the "referendum"; if the supporters are far higher than those of the opponent, "may" can make the DPP slightly scruples to avoid public anger.

DPP and anti-nuclear personnel have always molded waste nuclear into an important environmental issue under the global trend, but advanced economies and major environmental protection groups in the world no longer advocate waste nuclear and anti-nuclearity. The issue of earth warming is the focus; nuclear power has almost no emissions, so it is regarded as helping reduce carbon and is a type of green electricity. Looking at the climate conference outside the island, think about the nonsensical nuclear abortion and anti-nuclearity of the DPP authorities in Taiwan. Restarting the nuclear fourth-level nuclear power is not only conducive to reducing carbon, but also guaranteeing Taiwan's energy supply and security, but also a citizen protest against the DPP authorities.
