The "Notice" clearly states that the bidding quotations for housing construction, rail transit, municipal infrastructure and other projects (excluding engineering general contracting) in the province in 2022 are lower than 90%, 88% and 85% of the bid control price , respectively, which are abnormally low prices.
The "Notice" stipulates that the bidders of housing construction and municipal infrastructure projects that must be bid for according to law shall publish the bidding plan at least 30 days before the project bidding announcement is issued. In principle, the preparation documents for
price should be released at the same time as the bidding documents. It is strictly forbidden to illegally increase or lower the bidding control price. Survey and design bidding documents shall specify survey, design fees or billing methods and implement pricing bidding.
The "Notice" clearly states that if engineering procurement projects less than 4 million yuan are suitable for small and medium-sized enterprises, the purchaser shall purchase specifically for small and medium-sized enterprises. Among engineering procurement projects that exceed 4 million yuan, more than 30% of the total budget of of the procurement project should be reserved for procurement specifically for small and medium-sized enterprises, of which the proportion reserved for small and micro enterprises should not be less than 60%.
Extra-large or particularly complex housing construction municipal projects (including engineering general contracting) are subject to consortium bidding, and the bid evaluation method adopts the comprehensive evaluation method. Consortium bids shall not be restricted without legitimate reasons.
Survey and design bidding can be used to bid for survey plans, design plans or survey and design teams according to project characteristics and actual needs.
The Notice requires further improving the technical evaluation standards of the comprehensive evaluation method. The evaluation of honest performance should cover various factors such as enterprise credit evaluation, the results of the certification of the comprehensive strength of the enterprise by the housing and urban-rural construction authorities at the municipal level and above in the enterprise registration.

1. House construction: buildings with a building height of more than 100 meters, a single span span of more than 39 meters, or a single building area of more than 100,000 square meters; large span steel structure projects with a height of more than 75 meters; towering structures with a height of more than 120 meters; deep foundation pits or slope support (if the local excavation area is inconsistent, the area of foundation pits with a depth of more than 10 meters must exceed more than 50% of the total excavation area of the foundation pit); hotels designed according to five-star and above standards; large antique buildings (a single area of more than 1,000 square meters); large public construction projects such as concert halls, museums, stadiums, theaters, terminals, and exhibition centers; house buildings built using prefabricated new technologies.
2. Municipal engineering: tunnel projects with a cross-sectional area of more than 25 square meters or a single hole length of more than 1,000 meters, urban bridges with a single span of more than 45 meters, large-diameter pipe top projects with a diameter of more than 2 meters, sewage pump stations or rainwater pump stations with a diameter of more than 150,000 tons/day, water supply pump stations with a garbage disposal site, high-pressure or sub-high-pressure natural gas field stations and pipeline projects, liquefied natural gas (LNG) storage tank projects, long-distance water transmission tunnels, comprehensive pipeline corridors, deep foundation pits or slope support with a depth or height of more than 10 meters (if the local excavation area is inconsistent, the area of the foundation pit exceeds 10 meters of depth must exceed more than 50% of the total excavation area of the foundation pit).
