In the past three years, Hainan's foreign investment utilization and foreign trade have increased significantly. The use of foreign investment has increased by an average of 80% per year in the past three years, and the foreign trade has increased by an average of 50%. outward-oriented economy has been at the forefront of the country in many indicators. In the past five years, Hainan's new market entities have exceeded the total in the previous 30 years. Among them, 1 million new market entities were added last year and the two years ago. Shen Danyang said that Hainan's economic growth and the progress of the Free Trade Port have such great changes and speed. The important reason is that Hainan's business environment has undergone very big changes, the government's service efficiency has been significantly improved, the supply of factors has been significantly accelerated, and the legal guarantee capacity has been stronger. Among them, institutional reforms such as "simple approval" and "one seal to manage approval" were adopted, and the online government affairs handling rate in the province exceeded 90%; new systems such as "machine management planning" and "land supermarkets" were created, effectively solving the problem of "projects and other land" and effectively stimulating market vitality.
