Around 1992, Taiwan's manufacturing costs increased, and many toy companies moved their production lines outward. In 1992, inspired by Deng Xiaoping's southern conversation, the wave of reform and opening up in coastal cities rose and rose, which made Cai Yucheng strengthened his confidence and decided to find a suitable city in the mainland to build an industrial city. "On September 28, 1992, I set foot on the land of Yuyao for the first time." Cai Yucheng blurted out about this day. "I fell in love with Yuyao at first sight. It is a wonderful place, with a solid industrial foundation and a high cultural quality of the labor force. It is a good place to realize your dreams in entrepreneurship." Cai Yucheng and the Taiwan Toy Industry Association agreed that he would invest more than 20 million US dollars to build an industrial park in Yuyao for toy companies to relocate and build factories in other places.

In the next six months, Cai Yucheng traveled to Yuyao more than 10 trips. At that time, the Shanghai-Hangzhou-Ningbo Expressway had not been opened, and there were no direct flights from Taiwan to Ningbo. It rained all night long. The Asian financial crisis that occurred in 1997 caused the investment promotion work of Far East Industrial City to a halt. "The annual operating expenses require millions of yuan, and there are only six or seven manufacturers entering, so it is inevitable to lose money." But Cai Yucheng has always had a belief that the rapid development momentum of mainland China, the growing market, and the continuous improvement of infrastructure and industrial supporting facilities will make the industrial city better and better.

Cai Yucheng "works hard on internal skills", constantly improving the environment of the industrial city, and waiting for the overall environment to improve. Since 1999, private enterprises in Zhejiang have developed rapidly, and the throughput capacity of Ningbo Port has been continuously enhanced, and the various bottlenecks that restrict industrial cities no longer exist.

Cai Yucheng built an industrial city in Yuyao and became famous. Taiwanese businessmen who want to invest in the mainland often "seek lessons" from him. "My son went to the United States to study after elementary and middle school in Yuyao. Now he has returned to Yuyao to work and is preparing to take over my class.
