The Ministry of Public Security held a press conference in Beijing on the 28th. National Immigration Administration reported at the press conference that the State Immigration Administration has issued 22 new measures to improve service management, which will be implemented in batches before the first quarter of 2019. Among them, mainland residents can apply for exchange (replacement) and issue entry and exit documents in other places across the country, and completing the entry and exit documents within 7 working days, including applying for entry and exit documents, five convenient measures will come into effect on September 1.
reporter learned from the press conference that this batch of innovative reform measures mainly includes six aspects: vigorously promote the use of modern scientific and technological information, and accelerate the full coverage of "online services" for immigration and entry and exit; vigorously improve the efficiency of service and certificate processing, and strive to reduce the burden on the people; improve inspection methods and further improve port customs clearance efficiency; innovate policies and measures, and actively serve the work of attracting investment and talent; promote the standardized construction of windows to provide the people with more and better quality services; innovate supervision methods, enhance management capabilities and improve service quality. Among them, the five new measures for convenience and benefiting the people have been introduced and implemented from September 1 are: Mainland residents can apply for (replacement) to exchange (replacement) for ordinary passports , Hong Kong and Macao pass, and Taiwan pass; Mainland residents can apply for a group travel visa from Hong Kong and Macao to Taiwan from any public security entry and exit administration agency nationwide; Mainland residents can apply for a group travel visa from Hong Kong and Macao to Taiwan from another place to another place; Mainland residents apply for a regular passport, Hong Kong and Macao pass, and Taiwan pass at their place of residence are shortened to 7 working days; Public security entry and exit administration agencies provide instant acceptance and approval convenience for foreign personnel who have lost their passports and need to re-apply visas and leave the country, and other emergency needs; international navigation ships or their agents can declare entry and exit border inspection procedures online.
It is reported that after this batch of new measures is fully introduced and implemented, it will achieve "online processing", "off-site processing", "near-level processing" and "easy processing" of entry and exit documents. It will make the entry and exit clearance of Chinese and foreign personnel and transportation more smoothly, and foreigners travel, work, business and entrepreneurship in China more conveniently.
Relevant person in charge of the National Immigration Administration said that since the establishment of the National Immigration Administration on April 2 this year, it has successively launched new policies such as visa-free entry and tourism for 59 Hainan countries, and the implementation of "only once" for passports and other entry and exit documents nationwide, the acceptance of Chinese citizens' entry and exit clearance and inspection for no more than 30 minutes, further improving the permanent residence qualification review mechanism, and providing convenience for academicians of the Chinese Academy of Engineering, Chinese Academy of Sciences. The introduction and implementation of a new batch of reform measures will further promote the transformation of functions in the fields of immigration and entry and exit, streamline administration and delegate power, improve efficiency, strengthen supervision, and continuously improve the management level of immigration and entry and exit services.
