On October 13, the "Announcement of Candidates for Winning the PPP Project of the New Ningbo-Zhoushan Railway" was released at the Zhejiang Provincial Public Resources Trading Center, and the project is about to enter the official construction stage.
Ningbo Railway is 76.4 kilometers long and has a designed speed of 250 kilometers per hour. Although the line is less than 100 kilometers, it will have two world-class bests: "one tunnel" and "one bridge":
, with a total length of 16.18 kilometers, Jintang Undersea Tunnel, which has a total length of 16.18 kilometers, will become the world's longest undersea high-speed railway tunnel after completion; Xi'anmen Super Bridge with a main span of 1,488 meters will become the largest road-rail joint bridge in the world's similar projects.

New Ningbo (inclusive) to Zhoushan (inclusive) railway main line is 76.396 kilometers long, of which the new line is 70.137 kilometers long, and the existing line is 6.259 kilometers long, including Ningbo hub, Zhoushan area related projects and road joint construction of roads and railways.
line is located in , the eastern coastal area of , Zhejiang Province, starting from Ningbo East Station in the west, passing through Yinzhou District of Ningbo, Beilun District of Ningbo, to Jintang Island , Chezi Island and Zhoushan Island.
36 large and medium bridges in the whole line 31.391km (including 27 main line left bridges 28.643km, the Xi'anmen Super Bridge, Taoyaomen Bridge and Fuchimen Super Bridge in the cross-sea section are dual-purpose bridges for road and railway, and the Jintang Waterway is a railway tunnel), 17 tunnels are 34.660km, and the bridge-tunnel ratio is 90.26%.
has 7 stations on the entire line, including 4 new stations (Beilun West, Jintang, Ma'ao , Zhoushan), and 3 existing stations (Ningbo East, Qiuai , Yunlong). Qiuai Station is a connecting station, and the rest are intermediate stations for passenger transport services. Set up a Zhoushan EMU storage parking lot at Zhoushan Station .
has 5 new site buildings on the entire line and 1 rebuilt station. Among them, the newly built Yunlong Station station house (5,000 square meters), Beilun West Station Station house (5,000 square meters), Jintang Station Station house (3,500 square meters), Ma'ao Station house (5,000 square meters), and Zhoushan Station house (20,000 square meters); the Ningbo East Station Station house (3,950 square meters) will be rebuilt.
2, engineering investment
Feasibility study on the newly built Ningbo-Zhoushan railway is estimated to be approximately 270,0297 million yuan, and the estimated total investment within the range of PPP is approximately 2671699 million yuan; the total preliminary design estimate is 269,8931 million yuan.
This project Xi'anmen Bridge , Taoyaomen Bridge and Fuchimen Bridge adopts the same layer-level construction plan as the Ningbo-Zhou Expressway double-track road. The preliminary design approval estimate for the joint construction section of is approximately 11.08 billion yuan (all of which are static investments of ). The joint construction part is calculated as 50% of each railway and highway (about 5.504 billion yuan). The investment in the joint construction section of the road shall be borne by the highway department and shall not be included in the PPP scope of this project.
2. Bidding scope and construction content

New Ningbo-Zhoushan Railway PPP project (including construction), investment, financing, construction, operation, maintenance, transfer, etc., after the cooperation period expires, all facilities and equipment of the project and related assets of the project company will be transferred to the government or government designated agency free of charge according to the quality standards agreed in the PPP project contract.

Construction content is divided into 9 work areas:
(1) YZSG-1 work area: Ningbo-Zhou Railway main line DK0+000~DK14+533.00, upward orbiting line YDK0+000~YDK3+010.495, the new line in the construction area is 14.530 kilometers long (in addition, the upward orbiting line is 3.01km long).
This work area contains 8 bridges - 15.098 kilometers (4 double-lines - 12.091 kilometers, 5 single-lines - 3.007 kilometers); 2 new 4-line elevated stations 1 (including platform wall construction, excluding platform paving); 390 holes of prefabricated beams, 70 holes of cast-in-place beams (including 28-hole platform beams), and 22-connected special structures.
has a new main line paving length of 141.246 track paving kilometers, including ballast track paving track 81.94 track paving kilometers (including track adjustment before opening), CRTS double-block ballastless track paving track 59.306 track paving kilometers (excluding fine adjustment); station line paving track 18.95 track paving kilometers (including 50kg track 7.13 track paving kilometers, and 60kg track 11.82 track paving kilometers). 1 beam yard and 1 track laying base. It also includes sound barrier , contact network basic embedding, comprehensive grounding and other front-station and back-station interface projects.
also contains related projects in Ningbo hub, namely Ningbo East Station and Yunlong Station will start passenger operations, and add passenger-related equipment and adaptive transformation projects for existing facilities.
(2) YZSG-2 Working Area: Ningbo-Zhou Railway DK14+533.00~DK23+110, the new line in the construction area is 8.577 kilometers long.
This work area contains 8.577km of tunnel (dual line), including 3.617km of mine method tunnel, 4.94km of undersea tunnel in shield section, 24,750 pieces of pipe segments, 1 working well (58m deep), 1 double-lane inclined shaft (640m), and 1 evacuation passage (113.61m), and does not include tunnel ventilation and lighting projects.
laying CRTS double-block ballless track bed length is 16.77 track laying kilometers, and ballless track fine adjustment is 16.77 track laying kilometers. It also contains sound barrier, contact network foundation pre-embedding, comprehensive grounding and other front-station rear interface projects.
(3) YZSG-3 Working Area: Ningbo-Zhou Railway DK23+110~DK36+915.62, the new line in the construction area is 13.806 kilometers long.
This work area contains 3 double-line bridges - 1.623 kilometers, 1.224 km of roadbed, submarine tunnel (double-line) 7.603 kilometers (including 1.313 km of mine tunnel, 6.27 km of shield section undersea tunnel, 1 working well (20m), 1 double-lane inclined shaft (263m), and 1 evacuation passage (166.65m)), and 31,400 pieces of pipe segments are made.

(4) YZSG-4 Working Area: Ningbo-Zhou Railway DK36+915.62~DK40+033.85, the new line in the construction area is 3.118 kilometers long.
This work area contains Xi'anmen road and railway dual-purpose bridge road and railway joint construction section and railway guide bridge part, including 2664m of road and railway joint construction section, 181.15m of Jintang side guide bridge, and 272.076m of Cezi Island side guide bridge. Including the main structure of the bridge, the bridge attachment structure, etc. main bridge adopts (70+112+406+1488+406+112+70)m cable-stayed suspension cable collaboration system bridge.
road-rail joint construction bridge and road part includes: Xi'anmen Bridge DK37+096.774~DK39+760.774 sections of the road-rail joint construction section and highway bridge deck ancillary projects, including anti-collision guardrail , wind barrier, bridge deck paving, expansion joint , drain pipes, bridge deck lighting, etc., and does not include highway signs, markings, monitoring, signal lights and other traffic engineering design content. It also includes sound barrier, contact network basic embedding, comprehensive grounding and other front-station and back-station interface projects.
(5) YZSG-5 Work Area: Ningbo-Zhou Railway DK40+033.85~DK48+004.31, the new line in the construction area is 7.971 kilometers long.
This work area contains 2 double-line sea-span bridges - 3.259 kilometers, 4 land bridges - 0.832 kilometers, 0.463 km of roadbed, and 4 land tunnels - 3.417 kilometers; 46 cast-in-place beams, including sound barriers, contact network foundation pre-embedding, comprehensive grounding and other front-station and back-station interface projects, and does not include tunnel ventilation and lighting projects. The length of the CRTS double-block ballless track bed is 4.3 track paving kilometers, and the ballless track is finely adjusted to 4.3 track paving kilometers.
Taoyaomen dual-purpose cross-sea bridge bridge is 1533.595m long, the same floor as the road and railway, and the road and railway combined section is 1066m. The main bridge adopts (35+2×49+67) +666+ (67+2×49+35)m cable-stayed bridge.
Fuchimen dual-purpose cross-sea bridge bridge is 1725.76m long and the road and railway are the same layer. The road and railway combined section is 788.6m, and the (66+160+388+112+60)m cable-stayed bridge across the Fuchimen waterway.
Highway-rail joint bridge and road part includes the main structure of the road and the highway bridge and the auxiliary projects of the road, including anti-collision guardrail, wind barrier, bridge paving, expansion joint, drainage pipe, bridge lighting, etc., and does not include highway signs, markings, monitoring, signal lights and other traffic projects.
(6) YZSG-6 Work Area: Ningbo-Zhou Railway DK48+004.31~DK70+144, the new line in the construction area is 22.14 kilometers long.
This work area contains 12 double-line land bridges - 6.805 kilometers, 3.642 km of roadbed, 9 to 11.693 kilometers of land tunnels; 175 prefabricated beams, 154 cast-in-place beams (including 56-hole platform beams), 14 special structures, 2 new 8-line ground stations, 1 4 7-line elevated stations, 3 6-line inventory vehicles, and 1 6-line inventory vehicles, including sound barriers, contact network foundation pre-embedding, comprehensive grounding and other front-station rear interface projects, excluding tunnel ventilation and lighting projects.
laying CRTS double-block ballless track bed length is 17.704 track laying kilometers, and ballless track fine-tuning 17.704 track laying kilometers.
(7) YZSG-7 Work Area: This work area contains the four electricity and related projects of the newly built Ningbo-Zhoushan Railway.
This work area mainly includes tunnel ventilation and lighting, communication, signal, information, electricity, electrification and disaster monitoring projects, four-electric independent houses (4255 square meters), police areas along the line (3 offices) and guard posts (35), existing line renovation and related transition projects.
(8) YZSG-8 Work Area: This work area contains Yunlong, Ningbo East and Beilun West Station buildings, production and living houses in the station and related projects on the Ningbo side, among which Yunlong Station Station building is 5000 square meters , produced and produced in Yunlong Station. 1940 square meters of living houses; Ningbo East Station Station Adaptive Renovation 3950 square meters , 3330 square meters of production and living houses in Ningbo East Station; Beilun West Station House 5000 square meters , 2890 square meters of production and living houses in Beilun West Station.
(9) YZSG-9 Work Area: This work area includes Jintang, Ma'ao, Zhoushan station buildings, production and living houses in the station and related projects. Among them, Jintang Station house is 3500 square meters , 10,552 square meters of production and living houses in Jintang Station; Ma'ao Station house is 5,000 square meters , 2517 square meters of production and living houses in Ma'ao Station; Zhoushan Station house is 20,000 square meters , 15,330 square meters of production and living houses in Zhoushan Station; 902 square meters of production and living houses in Zhoushan Storage Park.
