Lei Zhenglong pointed out that some centralized isolation points did not evaluate and check the risk of cross-infection in the isolation points after they were found to be positively infected; some places moved across regions after they were released from isolation, and did not achieve full-chain management, and the work connection between the entry and destination was not smooth; some inbound personnel did not strictly implement 3-day home health monitoring after they were released from centralized isolation, did not report actively, and even went out to participate in gathering activities during the home health monitoring period.
Lei Zhenglong said that these problems and hidden dangers increase the risk of incoming personnel being infected and triggering a local epidemic. All localities should strengthen the management of centralized isolation points, strictly follow the requirements of the ninth edition of the prevention and control plan, and ensure that the "7+3" control policies are implemented, implemented and detailed. In particular, the following points should be done well:
First, strengthen the standardized management of centralized isolation points. Centralized isolation points should strictly implement the requirements of "three zones and two channels", strengthen professional skills training for staff, implement closed-loop management and high-frequency and high-precision nucleic acid testing; standardize the health monitoring and nucleic acid testing of incoming personnel, and report in time if the "Top Ten" suspicious symptoms occur; strictly pick up meals during the isolation period to avoid conversations. After the infected person is found at the centralized isolation point, the epidemiological investigation should be traced back in time. If there is a risk of cross-infection, effective disposal measures such as extending the isolation period should be taken to strengthen risk control and prevent the spillover of the epidemic at the centralized isolation point.
The second is to achieve information push and full-process closed-loop management. Before the incoming personnel are lifted from centralized isolation, relevant information must be pushed to the destination and information sharing is done well. It is clear that incoming personnel are informed to return to their residence in a timely manner after being released from quarantine. They cannot change their itinerary. They must also take good protection on the way, wear N95 masks, wash their hands frequently or disinfect their hands. After arriving at the destination, they must report to the community and strictly abide by prevention and control regulations.
Third, we must strictly implement home health monitoring. Incoming personnel should improve their awareness of epidemic prevention and control, strictly fulfill their prevention and control responsibilities, and do not go out during home health monitoring. Health monitoring and nucleic acid testing should be carried out in accordance with the requirements. If you need to go out in special circumstances such as medical treatment, you must take personal protection, try to avoid taking public transportation, and actively report the entry quarantine and monitoring situation to the medical institution for treatment.
Lei Zhenglong emphasized that the "7+3" control policy is not to relax requirements, but to require more standardized and stricter management, so as to achieve effective prevention and control results.
