Sichuan Province and the Hong Kong Special Administrative Region reached new consensus on strengthening cooperation in 12 fields. At the
meeting, the two sides reviewed the progress of work since the first meeting in 2018, signed the "Memorandum of the Second Meeting of Sichuan-Hong Kong High-Level Meeting and the "Shibo-Hong Kong Cooperation Conference"", and agreed on specific cooperation measures between Sichuan and Hong Kong in 12 areas including the construction of the "Belt and Road" and economic and trade, finance, aviation and shipping and logistics, innovation and technology, and legal professional services. The relevant departments of Sichuan and Hong Kong have also signed cooperation documents in key areas such as education, economy and trade, and traditional Chinese medicine.
Hong Kong Special Administrative Region Chief Executive Carrie Lam said that since the establishment of the new Sichuan-Hong Kong cooperation mechanism, cooperation between the two places has been elevated to a new height. Under the new development pattern of domestic and international dual circulation, Hong Kong can further strengthen its role as an "intermediary" in the international circulation, while focusing on business opportunities in the mainland market, expanding the domestic sales market, and actively becoming a "participant" in the domestic circulation. The SAR government will actively strengthen support for Hong Kong businessmen in Sichuan, promote exchanges and cooperation among Sichuan and Hong Kong industries, and help Sichuan enterprises "go global" to explore a larger market. We hope that Hong Kong will take advantage of the east wind of , Chengdu-Chongqing Twin Cities Economic Circle, to jointly seek cooperation, so that the development of Sichuan and Hong Kong will flourish.
Sichuan Provincial Party Secretary Peng Qinghua said that Sichuan-Hong Kong cooperation emerged from the wave of the reform and opening up of the , developed in the Pan-Pearl River Delta regional cooperation mechanism, deepened in the post-disaster reconstruction of the Wenchuan earthquake, and matured in the establishment of the "Shuzhou-Hong Kong Cooperation Conference" mechanism. With the joint efforts of the two places, the cooperation between the two sides has become increasingly close in the fields of industry, science and technology, education, talents, people's livelihood, etc. has produced fruitful results, laying a solid foundation for further deepening exchanges and cooperation. In May 2018, the Sichuan-Hong Kong High-Level Meeting and the First Meeting of the "Shuzhou-Hong Kong Cooperation Conference" were held in Chengdu, marking the establishment of the "Shuzhou-Hong Kong Cooperation Conference" mechanism. Over the past three years, Sichuan has regarded Hong Kong as an important support for the southward opening-up of the strategic arrangement of "four-way expansion and all-region opening-up", and has focused on building a new pattern of cooperation. The economic and trade relations between the two places have continued to deepen, cultural exchanges have become increasingly close, and the areas of cooperation have been continuously expanded.
Hong Kong is the largest source of foreign investment and overseas investment destination in Sichuan Province. As of the end of 2020, Hong Kong has established a total of 5,816 foreign-invested enterprises in Sichuan, with a total of US$71.889 billion in funds; Sichuan has a total of 29 listed companies in Hong Kong, with a total market value of approximately HK$150.3 billion. In the past three years, Sichuan Province has added 729 new Hong Kong-funded enterprises, with nearly US$20 billion in actual funds added.
