Less than 6 kilometers south of Wang's community is Dalian Dagushan Peninsula New Port Wharf . Dalian Dayaowan Bonded Port Area is located here, and CNPC International Storage and Transportation Co., Ltd. crude oil tank area is also located here. The crude oil tank area has a total of 20 crude oil storage tanks, of which 17 are column-type floating-top crude oil storage tanks of 100,000 cubic meters, and the other three are 50,000 cubic meters of crude oil storage tanks, with a total reserve of 1.85 million cubic meters. Therefore, this place is also called " Dagushan Oil Depot " .
The east and north of the crude oil tank area are also stored in other units of crude oil, liquid chemical raw materials and hazardous chemicals, and to the south are buildings such as liquefied natural gas receiving stations, residential areas, port units and gas stations that were still under construction at the time.
On July 15, 2010, the Liberian-born "Cosmic Gem" VLCC tanker (300,000 tons) to which Singapore Pacific Cruise Company was transported crude oil fuel to the crude oil tank area of CNPC National Storage Company in Dalian Xingang. These crude oil fuels were imported from CNPC Zuata crude oil commissioned by CNPC Fuel Co., Ltd. (affiliated with CNPC Holdings) to China United Petroleum Co., Ltd. at that time. At that time, these crude oils were imported into the crude oil tank area of CNPC National Storage Company.
The hydrogen sulfide content of these crude oils is relatively high, and desulfurizer is required. For this reason, China National Oil Fuel Co., Ltd. entrusts Tianjin Huishengda Petrochemical Technology Co., Ltd. to add crude oil desulfurizer for operations. However, the desulfurizer used by Huishengda Petrochemical Technology Co., Ltd. does not have any production and manufacturing license, nor has it been approved by the production safety supervision department.
What’s worse is that Fixeda Petrochemical Technology Co., Ltd. actually commissioned the Dalian Branch of Shanghai Xiangcheng Product Inspection Technology Service Co., Ltd., which does not have operating qualifications, , to carry out on-site operations on the oil pipeline channel of the crude oil tank area of Dagushan Oil Depot!
Small flash breaks through the fire safety line in the tank area
During the process of Xiangcheng Company's operators injecting desulfurization agent into the oil pipeline, due to the high pressure in the oil pipeline, overpressure bubbling occurred in many places of the filling hose, causing repeated falls at the connections to cause the desulfurization agent leakage, etc., which eventually led to the total interruption of the desulfurization agent operation for up to 4 hours, so that the desulfurization operation could not be completed within the planned 17 hours.
At 1 pm on July 16, the tanker carried out crude oil washing and oil collection operation, stopped oil transfer to the oil tank, and closed the control valve between the ship and the shore. At this time, the production dispatcher of China National Reserve Company also notified Xiangcheng Company's staff that "the oil discharge has stopped on the ship." However, the staff of Xiangcheng Company did not stop the injection of desulfurizer and continued to add 22.6 tons of desulfurizer .

At 6 pm, after injecting all 88 cubic meters of desulfurization agent, the on-site operators began to flush the desulfurization agent pipeline with the fire water pump on the east side of the oil tank No. 1103. However, the fire water pump is not used for many years and has produced a large amount of rust . Therefore, after watering, a large amount of iron ions were produced. At that time, no one could think that these iron ions could react with the desulfurization agent . After the
flushing liquid entered the oil pipeline through the additive port, less than two minutes later, the oil pipeline suddenly exploded. It was such a small flash explosion that defeated the Dagushan Oil Depot's known as "high-quality" fire safety system and caused a fire . After the flash explosion, the storage tank valves, oil transfer pump rooms and power systems near the explosion point were damaged in large quantities, and crude oil leaked in large quantities, and the fire also spread rapidly with the leakage of crude oil.
As the oil pipeline exploded, dirty crude oil soared from the crack, reaching more than 20 meters in height. After rushing to the highest point, the ignition columns scattered and fell, as if there was a rain of fire. After landing, the burning crude oil did not dissipate, but instead burned while flowing, just like magma after the volcano eruption, spreading across the trenches and dam protection.

This accident reminds people of the 1989 Shandong Huangdao Oil Depot fire. That time, a small "land mine" detonated the oil storage depot of Huangdao Oil Depot, causing an astonishing fire. After firefighters fought 17 hours with the desperate battle of the ruthless fire , they finally put out the fire. The pollution caused by the leaked crude oil on the bay also took emergency measures to block the recycling as soon as possible, among which a large number of fishermen and fishing boats played a huge role.
It turned out that after the accident, about 1,500 tons of crude oil entered the sea, but at that time, the oil spill emergency response capacity of Dalian City was only 200 tons, so local fishermen were urgently mobilized to recover the oil spill.
