Wang Dongjin, who was transferred from CNOOC Group to CNOOC Group in April last year, was promoted from general manager of CNOOC to chairman and secretary of the company. So far, Wang Dongjin, 57, has completed two leaps in , CNOOC's position in one and a half years: from director, deputy secretary of the party group, to general manager, to chairman and secretary of the party group.

On the afternoon of October 24, China National Offshore Oil Corporation held a meeting of middle-level and above management personnel. Relevant responsible persons from the Organization Department of the CPC Central Committee announced the Central Committee’s decision on the adjustment of the chairman and party secretary of China National Offshore Oil Corporation: Comrade Wang Dongjin was appointed as the chairman and party secretary of China National Offshore Oil Corporation, and removed him from his position as general manager of China National Offshore Oil Corporation. The appointment and removal of the above positions shall be handled in accordance with relevant laws and articles of association.
CNOOC was founded in February 1982 and is headquartered in Beijing. Since the signing of the first overseas cooperation project in 1994, CNOOC’s current business covers more than 40 countries and regions, forming five major business segments including oil and gas exploration development, professional technical services, refining and sales, natural gas and power generation, and financial services. Public information shows that in 2018, CNOOC produced 74.06 million tons of crude oil and 27.7 billion cubic meters of natural gas, imported 26.42 million tons of liquefied natural gas, generated 21.6 billion kWh of natural gas, processed 41.32 million tons of crude oil, and the oil trade volume exceeded 100 million tons. Last year, the company produced 32.05 million tons of crude oil and 11.7 billion cubic meters of natural gas overseas.
Not long ago, in early September, Yang Hua , who had worked for CNOOC for 37 years and served as chairman for more than 4 years, suddenly landed in China Sinochem Group Co., Ltd. as general manager. The personnel changes are quite rare since the top leader of the same deputy ministerial-level central enterprise were transferred to the second leader. After taking office as general manager of Sinochem Group, 58-year-old Yang Hua became partners with 61-year-old Ning Gaoning, the helm of the star state-owned enterprise known as "China Morgan". It is generally expected in the industry that this unusual personnel adjustment may be related to the ongoing restructuring of the "two-in-one" (Sino Chemical Group, China Chemical Group).
After Yang Hua left his post, Wang Dongjin began to perform the role of chairman of a Hong Kong-listed company under CNOOC .
Wang Dongjin has more than 30 years of working experience in the oil and gas industry, and most of his time worked for China National Petroleum Natural Gas Group Co., Ltd. (hereinafter referred to as China National Petroleum Group). Before being promoted to the deputy general manager of , CNPC Group and member of the Party Group, Wang Dongjin had been working in the field of oil and gas exploration and development for a long time, with his overseas business experience.
In early April this year, China National Petroleum Natural Gas Co., Ltd. ( China National Petroleum , 601857.SH; 00857.HK) announced that Wang Dongjin resigned from his positions as vice chairman, director and president due to job adjustments, and also resigned as chairman of the Board of Directors Investment and Development Committee. At the same time, the official website of CNOOC announced Wang Dongjin's resume after taking office: In March 2018, he served as director and deputy secretary of the Party Committee of China National Offshore Oil Group Co., Ltd.
Public information shows that Wang Dongjin graduated from the Department of Petroleum Drilling in 1982 from the Department of Development of East China Petroleum Institute of Petroleum and started working in Jiangsu Oilfield . In August 1994, he became the Party Secretary of the First Oil Production Plant and became the Deputy Director of Jiangsu Petroleum Exploration Bureau in July 1995. Since then, he has served as deputy general manager of China National Petroleum Natural Gas Exploration and Development Company, general manager of CNPC International (Nilo) Co., Ltd., and CNPC International (Kazakhstan) Co., Ltd.
Wang Dongjin is a "veteran" in the overseas business expansion of CNPC Group. In 1996, PetroChina won the bid for the Sudan 1/2/4 block project. The following year, it jointly established a joint business company - Greater Nile Petroleum Operations Co., Ltd. (GNPOC) with Malaysian Petroleum Corporation, Canadian SPC Corporation and Sudan National Petroleum Corporation.In December 1997, Wang Dongjin served as deputy general manager of China National Petroleum Natural Gas Exploration and Development Company, president of Greater Nile International Operations Company (Sudan), and general manager of CNPC International (Nile) Co., Ltd. The exploration and development company is a subsidiary of PetroChina Group, which is specifically responsible for overseas oil and gas projects.
Since December 2000, Wang Dongjin has served as the deputy general manager of China National Petroleum Natural Gas Exploration and Development Company and the general manager of CSKO International (Kazakhstan) Co., Ltd. and Akjiubin Oil and Gas Co., Ltd. The Akjiubin project is the first oil and gas cooperation project obtained by PetroChina in Central Asia. In June 1997, PetroChina took over Akjiubin Company through its shareholding acquisition, kicking off the cooperation between China and Central Asia Oil and Gas.
In October 2002, Wang Dongjin served as general manager and deputy secretary of the Party Committee of China National Petroleum 3 Natural Gas Exploration and Development Company. In April 2004, he became the assistant general manager of CPC Group and vice chairman, general manager and party secretary of CPC Natural Gas Exploration and Development Company. In September 2008, Wang Dongjin became a member of the Party Leadership Group and deputy general manager of Petroleum Group, and has held important positions in the listed company China Petroleum Natural Gas Co., Ltd. since 2011.
The three major oil central enterprises, including CNOOC , are facing the top priority currently to increase the reserves and production of oil and gas resources. To this end, the "Seven-Year Action Plan" for Strengthening Domestic Exploration and Development in " compiled by CNOOC proposed that by 2025, the company's exploration workload and proven reserves will double.
Under the background of the country's demand for vigorously increasing the intensity of oil and gas exploration and development, pairwise cooperation and joint exploration between state-owned oil enterprises have frequently occurred. In July this year, China National Petroleum Corporation Chemical Co., Ltd. (Sino Chemical Corporation, 600028) signed a cooperation framework agreement with CNOOC (China) Co., Ltd., a subsidiary of China National Offshore Oil Corporation Co., Ltd. for the Bohai Bay, Beibu Gulf, South Yellow Sea and North Jiangsu Basin. According to the cooperation framework agreement, the two parties will cooperate in different waters within three years through joint research, joint exploration and facility sharing. China National Offshore Oil Corporation and China National Petroleum jointly developed offshore oil and gas blocks simultaneously. In April this year, China National Offshore Oil Corporation (China) Co., Ltd. signed a cooperation contract with China National Petroleum for the Beibu Gulf 23/29 block and Beibu Gulf 24/11 block.
The pace of external cooperation is also accelerating. In December last year, CNOOC signed strategic cooperation agreements with 9 international oil companies including the British and Dutch Shell, the United States Chevron , the United States ConocoPhillips , France Total, Norwegian Petroleum, Kuwait Overseas Oil Company, Canada Husky, Australia Locke Oil Company, and South Korea SK signed strategic cooperation agreements in Beijing. The strategic cooperation area is located in the Pearl River Estuary Basin of China National Offshore Oil Corporation, including two areas: deep water and deep layer.
