In recent months, under the commission of the National People's Congress Education, Science, Culture and Health Committee, the Chinese Medical Association has been investigating the revision of the "Practicing Physician Law" in various places. At the meeting, Deng Liqiang, director of the Legal Affairs Department of the Chinese Medical Association, summarized the results of the surveys in various places and introduced the feedback from the "Practical Physician Law".

He proposed the management model of "the industry must be returned to the meeting" and listed the results of the Shenzhen Medical Industry Self-Discipline Management Survey. 93.61% of the respondents believed that practicing physicians should join the Physician Association, and 88.69% of the respondents believed that joining the Physician Association would be conducive to the self-discipline and rights protection of physicians' practice. He believes that the physician management model in Shenzhen Special Economic Zone is worth promoting.

Deng Liqiang also pointed out that issues worth in-depth discussion in the amendment: physician qualification examination , physician salary system, physician practice registration issues, physician regular assessment , physician rights protection, physician team management status, etc. He explained the current situation in detail on the above issues and proposed a direction for thinking.

The "Practicing Physicians Law" amends

At the meeting, Zhang Yanling, president of the Chinese Medical Association, said that China has more than 4 million doctors, including rural doctors. The revision of the "Practicing Physicians Law" is a major event for doctors, a major event for health administrative department , and a major event for the whole country. China's "Practical Physicians Law" has played a significant role in the past 20 years. However, with the advancement of society and the development of the medical industry, the importance, necessity and urgency of its modification are obvious to all and need to be improved and supplemented urgently.

He said that China's largest mother law is the Constitution, and the mother law of China's health system is the "Basic Medical Health Law ". Therefore, the revision of the "Practical Physician Law" must be well combined with the mother method, and it must also play a certain guiding and promoting role.

Zhang Yanling used the classic line "If you don't be a good minister, you will be a good doctor" in the Northern Song Dynasty Fan Zhongyan to propose the purpose of revision of the "Practicing Physician Law", "to improve the dignity of doctors and the social status of doctors."

Regarding the revision of the "Practical Physician Law", Zhang Yanling pointed out that the following aspects should be focused on:

"Practice Physician Law" amendment

Liu Qian, deputy chairman of the Education, Science, Culture and Health Committee of the National People's Congress, said that the amendment of "Practice Physician Law" is an important measure to implement the decisions and deployments of the Party Central Committee and the State Council on the construction of a healthy China. It must implement the health and health work policy in the new era, and at the same time pursue rapid development to high-quality development. Medical safety and medical quality are eternal goals in the medical industry. The central government requires that the task of basic medical and health is to everyone enjoy basic medical and health, and it must reflect fairness and feasibility.

From the perspective of improving health performance, primary medical care must work.In countries where primary medical care does not play a role, the health performance level is relatively low.

The delegates at the meeting expressed their opinions on improving the qualification registration examination system for practicing physicians, how to standardize the practice of practitioners, salary system, protection of physician rights and interests, becoming the starting point of physician education, connection with legal systems related to traditional Chinese medicine, suggestions on the construction of primary doctors and rural doctor teams, and on the issue of "must return to the class" of doctors, Internet medical care, physician security, practicing physician insurance, establishing a specialist system, and protecting the rights and interests of patients. Based on their respective work functions, they put forward opinions and suggestions on the necessity, legality, and feasibility of the revision of the "Practicing Physician Law".

Secretary-General of the Chinese Medical Association and the host of the seminar, Li Songlin, said that China Medical Association will sort out the suggestions put forward by the seminar, further study the implementation plan, and report to the National People's Congress Education, Science, Culture and Health Committee.
