(hereinafter referred to as China Steel Equipment ) and TOSYALI Group officially signed the EPCh general contract contract for , with the contract amount reaching US$1.096 billion (approximately RMB 6.986 billion).
This is another major progress made in international business after China Steel Equipment signed the TOSYALI Group Turkey 1800mm hot rolling project, and it is also a new step taken by China Steel Equipment to actively jointly build a green "Belt and Road".
seized the opportunity and broke out against the trend
At present, the global epidemic is ups and downs, the world economic recovery is still facing uncertainty, and international business has suffered multiple challenges and huge impacts in the "post-epidemic era". Since April 2021, China Steel Equipment and TOSYALI have conducted technical communication and business negotiations for half a year through remote means. At the end of October, Hua Guanglin, executive deputy general manager of China Steel International and general manager of China Steel Equipment, personally led a team to TOSYALI headquarters to consult with customers on key details such as the final technology business. In the end, China Steel Equipment successfully signed a project with its advanced process technology, rich and solid international engineering experience, a good cooperation foundation and high-quality services.
According to the contract, China Steel Equipment will build a direct restore iron workshop with an annual output of 2.5 million tons, a 2.3 million tons electric furnace steelmaking workshop and a 1800mm hot rolling production line for customers, responsible for project design, equipment and material procurement and supply, engineering construction, equipment installation, debugging services, etc.
Among them, the construction period of direct reduction iron project is 30 months, and the construction period of steelmaking and hot rolling project is 24 months. As the third low-carbon green comprehensive steel plant undertaken by China Steel Equipment overseas, after the project is completed and put into production, it will greatly enrich the customer's product line and improve its market competitiveness in Mediterranean and surrounding areas. TOSYALI Algerian Steel Plant will also become the largest steel manufacturer in North Africa region.

project will adopt the gas-based vertical furnace direct reduction iron-electric furnace steelmaking production route, greatly reducing environmental pollution and energy consumption generated by related processes, and significantly improving the green, efficient and clean production level of steel.
Direct reduction iron will use natural gas as the source of reduction supplementary gas. After being washed and compressed, the reduced gas is reformed and converted with the supplemented natural gas , and the carbon cycle utilization is realized. The proportion of hydrogen in the reducing gas exceeds 55%, and the carbon emissions of 1 ton of products are about 0.5 to 0.6 ton of carbon dioxide . Compared with the iron smelting process using coal as the reducing agent, the carbon emissions are reduced by about 60%. Using hot-installed HDRI, the power consumption of ton of steel will be reduced from 550kWh to 400kWh, the smelting time can be shortened by 17%, and the production capacity of electric furnace steel can be increased by more than 17%. This is also the fourth direct iron reduction project implemented by China Steel Equipment overseas.

hot rolling production line will adopt China's independent intellectual property rights and internationally advanced thermal rolling strip technology. It is not only equipped with AWC, powerful bending roller system, working roller slitting system and VCS working roller system, but also equipped with hot roll boxes for customer product specifications and steel types, but also adopt advanced width, thickness, straightness and upper and lower surface detection systems to control product quality; the project is also equipped with intelligent steel rolling systems such as online quality monitoring, energy optimization management system, and unmanned vehicle management. The overall process technology and equipment are at the world's advanced level.

Algeria 2.3 million tons comprehensive steel plant, which was constructed by China Steel Equipment , is a short-process low-carbon comprehensive steel plant integrating large-scale, modern, green and low-carbon, independent technology, and high-level advantages. It was put into production at the end of 2018. The project fully adopts a number of green technologies independently developed by China Steel Equipment, truly achieving efficient, safe, green and low-carbon production, continuously producing high-quality products, providing strong guarantees for the infrastructure in surrounding areas.
