Chapter 1 General Provisions
Article 1 [Purpose basis] In order to ensure the smooth implementation of the pilot project for Ecological Protection and Restoration of Lands, Forests, Fields, Lakes and Grasslands in Jiangsu Province, complete various performance indicators as scheduled, and improve the quality and efficiency of project construction, according to the "Notice on Implementing the Pilot Projects for Ecological Protection and Restoration of Lands, Forests, Fields, Lakes and Grasslands" (Su Huanban [2019] 56 This Measures shall be formulated in the "Guidelines for the Management of Provincial Special Financial Funds in Jiangsu Province" (Jiangsu Provincial People's Government Order No. 63) "Guidelines for the Ecological Protection and Restoration of Mountains, Rivers, Forests, Fields, Lakes and Grasslands (Trial)" and relevant provisions on the management of national and provincial engineering projects.
Article 2 [Concept Definition] Jiangsu Province's pilot project for ecological protection and restoration of landscape, forest, fields, lakes and grasslands (hereinafter referred to as the "pilot project") refers to a project that has received special funds from the Provincial Department of Finance, the Department of Ecology and Environment, and the Department of Natural Resources. The pilot projects involve Gaochun District, Yixing City, Jiawang District, Xuzhou City, and Jintan District, Changzhou City. The construction content includes comprehensive system management and restoration, water environment protection and governance in the basin, biodiversity protection, land reclamation and pollution restoration, and mining environment governance and restoration.
Article 3 [Overall Requirements] Pilot projects should be organized and implemented in accordance with the goals and tasks specified in the "Implementation Plan for the Ecological Protection and Restoration of Mountains, Rivers, Forests, Fields, Lakes and Grasslands" (hereinafter referred to as the "Implementation Plan"). They should follow the integrity, systemicity, dynamicity and internal laws of the natural ecosystem. They should use natural-based solutions to comprehensively use science, law, policy, economy and public participation to coordinate and integrate projects and funds, and adopt various measures such as engineering, technology, and biological to protect and restore various natural ecological elements such as mountains, rivers, forests, fields, lakes and grasslands to comprehensively improve the quality of national and regional ecological security barriers, and promote the virtuous circulation and sustainable use of the ecosystem.
Chapter 2 Organization and Management
Article 4 [Organizational Structure] Provincial and relevant cities and counties (districts) of pilot projects have established leading groups for ecological protection and restoration of mountains, rivers, forests, fields, lakes and grasslands, and offices are set up at all levels.
Article 5 [Provincial Responsibilities] The provincial level is mainly responsible for studying and formulating relevant measures and supporting relevant policy mechanisms for the overall promotion of the pilot projects, reviewing the implementation plans organized and prepared by relevant prefecture-level cities, counties (districts), supervising the implementation of goals and tasks in each stage, carrying out phased assessments and putting forward rectification opinions, and studying and solving key and difficult problems encountered in the process of promoting the work.Relevant provincial member units are responsible for guiding prefecture-level cities, counties (districts) to prepare implementation plans, project fund docking support, project technical guidance and tracking management according to industry categories.
Article 6 [Local Responsibility] The people's governments of prefecture-level cities and counties (cities) are the first responsible entities for pilot projects within their jurisdiction and are responsible for project management and special funds in their jurisdiction. Organize the preparation of implementation plans and clarify the goals and tasks of each project construction. Coordinate the overall promotion of the construction content of the engineering project in the jurisdiction, implement dynamic management of engineering projects, regularly schedule and analyze and report work progress, timely grasp the progress of the project construction and the in place and use of funds, establish a system of interviews and notifications, and take a multi-pronged approach to promote the implementation of the project as planned. Article 7 [Responsibilities of the Leading Unit] The leading unit of the project is mainly responsible for the organization and implementation of specific projects, and carry out project management, project establishment, bidding, implementation, acceptance and other links in accordance with relevant engineering management regulations, and implement specific project construction tasks to the construction unit, construction unit, specific responsible person and specific time. Article 8 [Social Participation and Information Disclosure] Local people's governments at all levels shall strengthen publicity and education on ecological protection and restoration of mountains, rivers, forests, fields, lakes and grasslands, improve the public's participation mechanism, and protect the public's right to know, right to participate and right to supervise. Disclose the construction information, approval procedures, review standards, review time limit, approval progress, etc. of the pilot project to the public in accordance with the law and regulations, and accept supervision.
Chapter 3 Project Implementation and Management
Article 9 [Construction Management] According to the implementation plan, planning and design and annual plan, the units that implement the pilot project organize and implement the project construction, strengthen the full supervision of the implementation of the pilot project, strengthen construction site management, strengthen project quality control, and ensure clear responsibilities and in place supervision. During the implementation of the project, follow-up inspections in system construction, project construction, fund raising and use, and target completion status will be organized in a timely manner. During the implementation of the project, the construction should be strictly in accordance with the implementation plan, planning, planning, design and construction should not be changed without authorization.
Article 10 [Last-stage management and maintenance] Establish a post-stage management and maintenance system based on actual conditions. After the project is accepted, the infrastructure will be operated and maintained according to the ecological protection goals and standards; the tracking and maintenance of the ecosystem succession process will be strengthened, improper human interference will be strictly controlled, and the health, stability and integrity of the ecosystem will be protected, and ecosystem services will be improved. Actively explore the establishment of a large-scale, professional and socialized operation management and maintenance mechanism. By signing the
management and maintenance agreement, clarify the management responsibilities and obligations, implement the responsible persons and funds for management and maintenance, ensure that the project plays a long-term ecological, social and economic benefits and achieves sustainable utilization.
Article 11 [Project Change] If the pilot project undergoes major changes in the implementation environment and conditions during the implementation process, and it is necessary to adjust the implementation plan, the principle of not reducing the project goals should be adhered to, and the county (city, district) finance, ecological environment, natural resources and other departments shall be reviewed and submitted to the provincial finance, ecological environment, natural resources and other departments for filing after approval by the county (city, district) people's government.
Article 12 [Archive Management] During the construction of the pilot project, relevant management, technical and other documents, engineering construction, quality supervision and other process materials, technical achievements, etc., must be archived in a timely manner to ensure the complete, true and accurate archived documents. The main technical achievements include implementation plans and accessories, related materials for engineering design and construction involved in the implementation of the project, acceptance reports, relevant information on monitoring and supervision, risk control, performance management and adaptability management, as well as basic information and databases such as survey data, drawings and other materials in the process.
Chapter 4 Fund Management
Article 13 [Fund Allocation] The funds for the pilot project are mainly local investment, and provincial special financial funds will be appropriately supported. The allocation of special funds shall be handled in accordance with the provisions of the centralized payment system for the fiscal treasury.
Article 14 [Matching Funds] Prefecture-level cities and districts (counties) should effectively integrate and coordinate the arrangement of various types of funds for ecological protection and restoration, ensure the implementation of supporting funds for pilot projects, actively innovate funding methods, and encourage and guide social capital and financial capital to increase investment in pilot projects.
Article 15 [Accounting Management] Engineering construction units should strengthen the accounting and management of funds and consciously accept supervision and inspection by finance, audit, discipline inspection and supervision and superior competent departments. Special funds shall be accounted for exclusive funds and special accounts, and shall not be intercepted, squeezed or misappropriated.
Chapter 5 Project Scheduling Evaluation and Acceptance
Article 16 [Routine Scheduling] Provincial competent departments should strengthen supervision and management of pilot projects, carry out routine scheduling, and timely grasp the progress of the project. Pilot areas should fill in and report the "one picture and two tables" as required (the overall project layout diagram, project progress chart, and project funding chart).
Article 17 [Project Acceptance] Establish a completion acceptance system. In accordance with the principle of "whoever establishes a project will accept it", the completion acceptance of the project will be organized in a timely manner. After the sub-project is completed, experts in finance, ecological environment, engineering, animals and plants, soil, forestry, soil and water conservation, geological disasters, land planning, land management and other aspects must be organized in a timely manner in accordance with relevant management regulations and technical requirements, in accordance with the binding and guiding goals, performance indicators and project construction content determined by the implementation plan, and in combination with the monitoring and evaluation situation, and timely organize experts in finance, ecological environment, engineering, animals and plants, soil, forestry, soil and water conservation, geological disasters, land planning, land management and other aspects to carry out completion acceptance. After the completion and acceptance of all project sub-projects, a complete experience and collection will be organized, and a comprehensive summary of the completion of project construction tasks, relevant system construction status, fund raising, fiscal fund allocation and use, and engineering construction results.
Article 18 [Evaluation and Assessment] Establish an evaluation and assessment system. After the project is completed, the comprehensive project results assessment should be carried out, and the results of natural resource protection and utilization, ecological environment governance improvement, and ecosystem service functions improvement should be conducted, from project decision-making, project management, output, and project implementation should be conducted.
Chapter 6 Attachment
Article 19 [Document Interpretation] This regulation is interpreted by the Provincial Department of Ecology and Environment, the Provincial Department of Finance, and the Provincial Department of Natural Resources.
Article 20 [Local Measures] Prefecture-level cities and counties (cities) may, in accordance with the relevant requirements of these Measures, study and formulate specific implementation measures that meet the actual situation of the region, promptly report them to the provincial competent department for filing, and announce them to the public for supervision.
Article 21 [Reference and Implementation] If there is no special management method for ecological protection and restoration funds issued by the central government, if there is no special management method, the measures shall be implemented in accordance with these measures.
Article 22 [Implementation Date] This Measures shall come into effect on the date of its publication.

Article 3 The basis for interim assessment:
(I) Relevant national laws and regulations, relevant policies of the Party Central Committee and the State Council on promoting ecological civilization construction and coordinating the systematic governance of mountains, rivers, forests, fields, lakes and grasslands, and relevant regulations, systems, methods, guidelines and documents for ecological protection and restoration projects of mountains, rivers, forests, fields, lakes and grasslands formulated by the Ministry of Finance, the Ministry of Natural Resources, and the Ministry of Ecology and Environment.
(II) Documents such as project funds, performance goals issued by the state and provincial levels.
(III) Documents such as work plans, management systems, assessment methods and other documents formulated by prefecture-level cities and counties (districts) to promote the implementation of ecological protection and restoration projects in their jurisdiction.
(IV) Project engineering management information and accounting information.
(V) Other related information.
Chapter 3 Organizing and implementing
Article 4 The main evaluation objects of the interim assessment are the implementation plan for the ecological protection and restoration of mountains, rivers, forests, fields, lakes and grasslands approved by the provincial competent department, which should include all engineering projects included in the plan.
Article 5 Pilot areas should entrust experts or third-party independent institutions to conduct mid-term assessments according to relevant requirements and submit assessment reports to provincial competent departments.
Article 6 The Provincial Department of Finance, the Department of Ecology and Environment, and the Department of Natural Resources will organize random inspections and re-evaluation of the self-evaluation results in a timely manner based on actual conditions, focusing on evaluating the authenticity and accuracy of the self-evaluation results.
Chapter 4 Evaluation content and application
Article 7 Interim evaluation matters shall include but are not limited to the following contents:
(I) System construction;
(II) Project progress;
(III) Fund raising and use;
(IV) Target completion;
(V) Main results and experience;
(VI) Problems;
(VII) Next work plan. Article 8 The focus of the interim evaluation is fund performance evaluation. Referring to the Ministry of Finance’s project expenditure performance evaluation method, the completion of performance goals determined by the implementation plan is evaluated from the aspects of project decision-making (project basis adequacy, project establishment procedures standardization, performance goals rationality, performance indicators clarity, and fund allocation rationality), project process (funding rate, budget execution rate, fund use compliance, management system soundness, and system implementation efficiency), project output (quantity, quality, timeliness, cost), project benefits (ecological benefits, social benefits, economic benefits, social satisfaction), etc. For projects that have not completed their performance goals or have large deviations from their performance goals, we should analyze and explain the reasons, and study and propose improvement measures.
Article 9 Strengthen the application of mid-term assessment results, summarize experience, practices and existing problems, provide basis and reference for provincial-level special funds for subsequent ecological protection and restoration of mountains, rivers, forests, fields, lakes and grasslands, and also propose targeted suggestions and improvement plans for further promoting the pilot project.
Chapter 5 Responsibility and Accountability
Article 10 If relevant staff abuse their power, neglect their duties, commit fraud and other illegal and disciplinary acts during the evaluation and organization and implementation process, they shall be held accountable for the corresponding responsibility in accordance with relevant laws and regulations; if they are suspected of committing a crime, they shall be transferred to judicial authorities for handling in accordance with relevant regulations.
Chapter 6 Attachment
Article 11 This Measures shall be interpreted by the Provincial Department of Finance, the Provincial Department of Ecology and Environment, and the Provincial Department of Natural Resources.
Article 12 This Measures shall come into force on the date of its publication.
