Yang Yongchang, male, born in March 1978, Han nationality, joined the Communist Party of China in January 2001, has a postgraduate degree and a bachelor's degree in management. After graduating from university in July 2001, he was recruited to work at the Guangxi Border Defense Corps of the Armed Police. He retired to the local area in 2007, and has worked in the General Office of the Autonomous Region Government, the Emergency Office of the Autonomous Region Government and the Emergency Department of the Autonomous Region. He is currently the director of the Autonomous Region Emergency Rescue Center.
As a retired soldier, Yang Yongchang has always maintained his true nature, loves his job, is dedicated to his work, shoulders heavy responsibilities, cares about the masses, and is strict with himself. He performs his duties loyally and works silently in his ordinary positions, and devotes his youth and passion to all work. Due to his outstanding work, he was successively rated as the Outstanding Instructor of the Socialist New Rural Construction in the Region by the Leading Group of the Autonomous Region Party Building in 2009. He was Rongji's third-class individual merit twice, rated as the Pioneer Position of Model Party Members in 2011-2012. He was rated as the Outstanding Communist Party Member of the Autonomous Region Emergency Department by the Autonomous Region Government Office as the Outstanding Communist Party Member of the 1999-2000 department of the Autonomous Region Government Office; the Comprehensive Archives Office of the General Office of the Autonomous Region Government and the Coordination and Disposal Department of the Autonomous Region Government Government Emergency Office were respectively rated as the Second-class collective merit of the Archives System in the Region and the Second-class collective merit of the Emergency Management System in the Region.
"I have been influenced by the saying "Glorious in the army, defend the country" since I was a child. Like many children, I have a dream of joining the army." Talking about the original intention of joining the army, Yang Yongchang said that he wanted to take the military academy when he graduated from high school, but his wish was not fulfilled. After graduating from university in 2001, the army was recruiting college students. He couldn't help but feel thrilled and signed up immediately and finally successfully joined the army. As a college student soldier, Yang Yongchang was sent to the Kunming Border Defense Command School of the Armed Police for a 6-month enlistment training after joining the army.
"I was busy training every day at that time and kept tightening my strings." Looking back now, Yang Yongchang said that although it was very hard at that time, it was the training that had been the result of his decisive and banned military style, and also laid a solid foundation for his later work and life.
"I have worked in many positions, and each position has its own characteristics. I feel very lucky. I have met many good leaders and colleagues along the way. Their personal charm, work style and work ability have deeply influenced me." After Yang Yongchang retired, he worked in six different positions, including the General Office of the Autonomous Region Government, the Party Committee of the Organization, the Eighth Secretariat, the Emergency Office of the Autonomous Region Government, the Command Center of the Autonomous Region Emergency Department, and the Rescue Center. What he changed is his position, what remained unchanged is his original intention. At work, he always insisted on doing things, loving things, exploring things, humbly learning from colleagues, taking the initiative, and being good at accumulating experience and methods from different positions.
"I think my task is to publicize the party and the country's "agriculture, rural areas and farmers' policies to the masses, understand and grasp the people's thoughts and expectations, clarify the ideas for village development, and then bring back the major difficulties and problems encountered in work, and rely on the collective strength of the support unit to coordinate and solve them." Yang Yongchang said that he was born in a peasant family in the province and was well aware of the hardships of rural conditions. In 2009, he responded to the call of the party organization and volunteered to go to Wudong Village, Gaoling Town, Du'an County, Hechi City to serve as the instructor for the construction of a socialist new countryside.During his tenure, he went deep into the local rural life and understood the difficulties faced by the local new rural construction. In response to the difficulties and problems encountered, he coordinated from multiple parties and actively asked for instructions and reported to the support units to help solve the needs of the people. He implemented more than 3 million yuan in infrastructure construction and industrial development for Wudong Village, and built 7 village-level roads, solving the problems of difficulty in pedestrians, difficulty in going to school, and difficulty in using electricity in the local area. At the same time, he also introduced a breeding industry for Wudong Village, and invited experts from the autonomous region to teach villagers how to raise pigs, sheep and plant two-season mountain grapes. He cultivated a group of experts in raising pigs, sheep and planting wine-making mountain grapes and leaders in getting rich, and injected strong impetus into the people's poverty alleviation and prosperity through the development of the breeding industry.
"Dangerous situation is an order, and the position is a position." Yang Yongchang said that since he started emergency management in 2017, he has been charging forward and shouldering heavy responsibilities in preventing and responding to accidents and disasters, especially in the prevention and control of the new crown pneumonia epidemic, flood control, rescue and disaster relief, and handling major and sensitive incidents.
For example, in various types of emergency management work, he fully carries forward the fine tradition of the army's not afraid of hardships and hard work and the fine style of strict discipline, dares to fight and work hard, and truly assumes the role of an authoritative information hub and a command and disposal hub. He often works overtime and stays at his post day and night, and conscientiously collects, analyzes, organizes, reports, and tracks and supervises accident and disaster information. Always keep a close eye on rain, water, flood situations, dangerous situations, and disaster situations, dispatch and grasp the flood prevention and disaster relief work in key areas, track and understand the progress of emergency response, and promptly organize and report information to ensure smooth information, smooth contact, and smooth government orders, provide strong support for leaders' decision-making and command, and play an active role in responding to and handling various disasters and accidents. We have successively assisted leaders in promoting the establishment of a long-term mechanism for the joint meeting on preventing non-occupational carbon monoxide poisoning at the autonomous region, city and county levels, and properly handled more than 30 major emergencies, including the "4.21" dragon boat overturning incident in Taohua River in Guilin, the "10.28" mine collapse accident in Nandan County, Hechi, the "5.20" bar collapse accident in Youjiang District, Baise City, the dangerous situation of dam collapse in five reservoirs in Guilin, the "Zhongyun 7" oil tanker leakage fire accident in Qinzhou Port area of the Free Trade Zone, the "9.10" tunnel collapse accident in Baise Leye, and the "11.2" fire accident in Beihai LNG Company, which maximizes the safety of people's lives and property and maintains the overall economic and social stability of the whole region.
