:00 on January 3, 2019, the Xi'an Heavy Pollution Weather Emergency Command Office launched a red emergency response to heavy pollution weather, predicting that the air quality AQI index will be 305-355 on January 4. According to the relevant provisions of the "Xi'an Heavy Pollution Weather Emergency Plan" (Municipal Office [2018] No. 110) and the "Implementation Plan for the Heavy Pollution Weather Emergency Response Work" (Municipal Education Office [2018] No. 428), primary and secondary schools and kindergartens in the city have launched the second-level emergency response Ⅰ. The following notice is hereby issued on relevant matters:
Level I and Level I response time
will be implemented from 18:00 on January 3, 2019.
2. Flexible suspension scope
kindergartens and primary schools in the city for the first and second grades ; other grades are suspended for all outdoor courses and activities.
3. Specific response measures
1. After reporting to the local people's government, the education administrative departments of each district and county will organize kindergartens and primary schools in their jurisdiction to suspend classes in the first and second grades in accordance with the heavy pollution weather emergency plan formulated by their respective heavy pollution weather; construction of the school infrastructure construction site will be stopped; heavy pollution weather response notice boards should be set up at the school gate to clarify the response level and measures taken. Other grade students stop all outdoor classes and activities.
2. During the response period, education administrative departments and schools at all levels should keep the emergency information channels open, closely monitor the instructions of the Municipal Heavy Pollution Weather Emergency Command Office, and make relevant work and preparations for resumption of classes.
3. During the response period, the inspection team of the Municipal Education Bureau will supervise the implementation of the suspension of classes in districts, counties and schools.
4. Directly affiliated primary and secondary schools and kindergartens implement all work according to their local management.
5.Xi'an Education TV station timely announces relevant announcements and response measures. (III) Level I three levels: When the daily average of AQI is predicted on the next day ≥500, kindergartens, primary schools, junior high schools and special education schools with the same degree will be suspended in the city; boarding schools will be suspended without holidays; students who are intern in secondary vocational schools will not stop internships; heavy pollution weather response notices should be set up at the school gate to clarify the response level and emergency response measures taken; schools in remote areas (mountain areas) can take corresponding measures based on the actual air quality of their location.
