China Tibet Network News On April 28, the Party Central Committee and the State Council decided to award Bai Yongming and 2,064 national model worker honorary titles and 904 national advanced workers honorary titles. This is the highest standard commendation of this group after 36 years after 1979. Among them, 35 people in the Tibet Autonomous Region won the honorary titles of National Model Workers and National Advanced Workers. According to statistics from China Tibet Network, there are also 15 outstanding Tibetan representatives from the working class and the working masses from Sichuan Province, Gansu Province, Qinghai Province, and the Supreme People's Court to receive this honor.
At the commendation meeting, General Secretary of the CPC Central Committee, President of the People's Republic of China, and Chairman of the Central Military Commission Xi Jinping delivered an important speech. Li Keqiang presided over the conference, Zhang Dejiang, Yu Zhengsheng, Wang Qishan and Zhang Gaoli attended, and Liu Yunshan read out the "Decision of the Central Committee of the Communist Party of China and the State Council on Commendation of National Model Workers and Advanced Workers." A total of 35 workers in Tibet won the honors of national model workers and national advanced workers, of which 26 are Tibetans. National model workers include 23 people including Tudeng Yixi, 6 are women, including 17 Tibetans, 1 Luoba people, 1 Naxi people, and 4 Han people; national advanced workers include 12 people, including 5 women including Xilozhuma, including 9 Tibetans and 3 Han people.
In addition, 12 outstanding Tibetan workers from Qinghai, Sichuan, Gansu and other provinces have won the title of National Model Worker. Jin Fuchao (Tibet), secretary of Caopo Township Committee, Wenchuan County, Aba Prefecture, Sichuan Province, and Dan Zhengcao (female, Tibetan), a doctor in Dajiutan Health Center, Sangke Township, Xiahe County, Gannan Prefecture, Gansu Province, and in the system of the Supreme People's Court, Cai Rang Wangjie was awarded the title of National Advanced Worker.
According to statistics, in this year's model workers' selection and commendation, front-line employees of the enterprise accounted for 67.5% of the enterprise candidates, 10.5 percentage points higher than the prescribed proportion, 5.1 percentage points higher than the previous session; enterprise leaders accounted for 16.9% of the enterprise candidates, 3.1 percentage points lower than the prescribed proportion, 4.3 percentage points lower than the previous session; migrant workers accounted for 30.4% of the farmers, 5.4 percentage points higher than the prescribed proportion, 17.7 percentage points higher than the previous session.

1950 and 1956, the Central Committee of the Communist Party of China and the State Council (State Council) carried out national model workers' commendation activities twice. From top to bottom, the country has carried out model workers' selection activities at different levels, and model workers' commendation has been further institutionalized and standardized. The elected model worker has become a spiritual model that has inspired and influenced generations of Chinese people. From 1977 to 1979, the Central Committee of the Communist Party of China and the State Council held five consecutive meetings to commend model workers.
On the eve of the May Day of 2010, the National Conference on Commendation for Model Workers and Advanced Workers was grandly held in the Great Hall of the People in Beijing. All the Ninth Standing Committee members of the Politburo at that time attended the meeting, and Hu Jintao, the then supreme leader of China, delivered a speech. The commendation meeting was chaired by Wen Jiabao, then Premier of the State Council.
2010 commendation conference specifications look quite similar to those on the 28th. But in fact, it is still very different. In 2010, the State Council commended the commendation, so the commendation decision was read by Zhang Dejiang, then member of the Politburo and Vice Premier of the State Council. The commendation on the 28th was jointly made by the Central Committee of the Communist Party of China and the State Council, and the commendation decision was read by Liu Yunshan, a member of the Politburo Standing Committee.
According to recent practices, model workers are basically commended once every five years. Before 2015 and 2010, the State Council held a model worker commendation meeting in 2005, and several members of the Politburo Standing Committee attended the meeting and the Supreme Leader spoke.
