According to the requirements of the Heilongjiang Provincial Epidemic Prevention and Control Command Office's "Guiding Opinions on Implementing the "Novel Coronavirus Pneumonia Epidemic Prevention and Control Plan (Ninth Edition)" (Black Epidemic Command No. 71 [2022]), in order to do a more scientific and accurate job in the prevention and control of the new coronavirus pneumonia in scenic spots, the adjustment of epidemic prevention and control measures is now announced as follows.
1. For those who have a history of travel in high-risk areas within 7 days, 7-day centralized isolation and medical observation will be taken, and nucleic acid tests will be carried out once every 1, 2, 3, 5 and 7 days of centralized isolation, and the management period will be calculated from leaving the risk area.
2. For people with a history of travel in medium-risk areas within 7 days, 7 days of home isolation medical observation will be taken, and nucleic acid test will be conducted once every 1, 4 and 7 days of home isolation medical observation; if the conditions for home isolation medical observation are not met, centralized isolation medical observation will be taken; the management period will be calculated from leaving the risk area.
3. For those who have a history of traveling in low-risk areas within 7 days, two nucleic acid tests will be completed within 3 days (sampling time interval is greater than 24 hours), and health monitoring will be carried out.
4. For persons with travel history in other counties (cities, districts, and banners) in prefecture-level cities (or municipalities) where medium and high-risk districts are located within 7 days, a free nucleic acid test will be conducted as soon as possible within 24 hours after arriving at the destination.
5. Completely cancel the epidemic prevention and traffic restrictions on freight vehicles from prefecture-level cities where the epidemic has not occurred, do not force verify nucleic acid testing certificates, do not seal the freight vehicles, do not restrict the flow of freight vehicles across regions, and there is no need to carry out preventive disinfection on the outside of the freight vehicle body.
6. For trucking vehicles with travel history in medium and high-risk areas within 7 days, holding a negative nucleic acid test certificate within 48 hours, a green Longjiang health code, normal body temperature test and meeting epidemic prevention requirements, they can implement closed-loop management measures such as early reporting and point-to-point transportation to ensure access. They are not allowed to be persuaded to return. They can conduct "nucleic acid + antigen" testing at the destination for free, and implement control measures in accordance with the first personnel control requirements. If preventive disinfection of freight vehicles is required, scientific evaluation must be carried out; for drivers and passengers with travel history in low-risk areas within 7 days, two nucleic acid tests will be completed within 3 days of arriving at the destination, and health monitoring will be done. No persuading or restricting passage will be allowed; for drivers and passengers with travel history in other counties (cities, districts, and banners) in prefecture-level cities (or municipalities) where medium and high-risk areas are located within 7 days, free nucleic acid tests will be carried out as soon as possible within 24 hours after arriving at the destination.
7. All highway epidemic prevention inspection stations are removed, and the highway checkpoints will no longer check the health code and itinerary code to pass directly. All types of transportation stations retain import and exit scanning health codes and temperature measurement measures, and no longer scan travel codes to improve personnel passage efficiency.
8. If a local epidemic occurs in a scenic spot, people in our district will not travel unless necessary. Those who really need to travel need to go green in Longjiang health code, normal body temperature test and provide nucleic acid test certificate within 48 hours.
9. People leaving the land border port that has been cleared must provide a negative nucleic acid test certificate within 48 hours, and people going to the land border port that has been cleared to undergo at least one nucleic acid test within 24 hours after arriving.
10.7 days of traveling in low, medium and high-risk areas or people arriving from counties (cities, districts, and banners) who have not adjusted the risk area but have a local epidemic have to report to their local community (village) and unit (if the temporary return is reported as early as possible), and report to their community (village) and unit (or hotel) as soon as possible after arrival and not exceeding 12 hours.
11. Close contacts take the management measures of "7-day centralized isolation medical observation + 3-day home health monitoring". Do not go out during home health monitoring. If you are seeking medical treatment, you must take personal protection when going out and try to avoid taking public transportation. Nucleic acid tests will be carried out on the first, second, third, fifth and seven days of centralized medical observation, and nucleic acid tests will be carried out on the third day of home health monitoring. When a large-scale epidemic occurs, the "5-day centralized medical observation + 5-day home isolation medical observation" measures can be taken. Nucleic acid tests will be carried out on the first, second, third and fifth days of centralized medical observation, and nucleic acid tests will be carried out on the second and fifth days of home isolation medical observation. The period of isolation management will be calculated after the last exposure. Fully closed management shall not be implemented for the building units where close contacts are located.Oropharyngeal swabs are collected by nucleic acid testing. There is no need to double examination before lifting centralized isolation and medical observation. It can be lifted if the three samples of personnel, objects and environment are negative.
12. Close contacts are subject to 7 days of home isolation medical observation, daily temperature and symptoms monitoring, and nucleic acid tests are carried out once every day on the first, fourth and seven days. If the nucleic acid tests of close contacts during home isolation and medical observation during medical observation during the medical observation period of close contacts are negative, and the corresponding close contacts are both negative for the first two nucleic acid tests during the medical observation period, they can be released from home isolation and medical observation on the 7th day; if the first two nucleic acid tests of close contacts have positive results, the close contacts of close contacts will be adjusted to close contacts and will be managed as close contacts. The building units where close contacts are located shall not be fully enclosed.
13. People exposed to the epidemic-related sites will be subject to home health monitoring for 3 days after the judgment, and conduct nucleic acid tests on the first and third days after the judgment, and lift the control with two negative nucleic acid results.
14. The directly incoming personnel in our province implements the management measures of "7-day centralized medical observation + 3-day home health monitoring". Nucleic acid tests are carried out on the first, 2, 3, 5 and 7 days of centralized medical observation, and nucleic acid tests are carried out on the third day of home health monitoring. Oropharyngeal swabs are collected by nucleic acid testing. There is no need to double examination before lifting centralized isolation and medical observation. It can be lifted if the three samples of personnel, objects and environment are negative. After the incoming personnel are released from quarantine, they should return to their residence (destination) in a timely manner. It is strictly forbidden to change their itineraries. Report to the local community after arriving at the destination. Do not go out during home health monitoring. If you need to go out for special circumstances such as medical treatment, you must take personal protection when going out and try to avoid taking public transportation. First, when returning from abroad who are not from our province, when returning to the province, the number of health monitoring days and nucleic acid testing frequency shall be filled in the prescribed time.
15. Entering key places (excluding transportation stations, separate regulations) and key institutions, you must scan the health code, itinerary code, temperature measurement, check the nucleic acid testing certificate during the interval period of normalized nucleic acid testing, and adjust it at any time according to the frequency of normalized nucleic acid testing. If the normalized nucleic acid testing is stopped, key places and key institutions will check the nucleic acid testing certificate and stop simultaneously.
