According to Taiwanese media reports, the Taoyuan International Airport Company in Taiwan applied to the US Customs and Border Protection Agency to join the overseas pre-customs clearance program in 2020. Taiwan entrusted the US political PR Ye Wanghui to lobby the US side. Ye's company only made two calls to the US Senate and the State Department, and the Taiwan authorities' "Representative Office in the United States" paid US$105,000 (about RMB 705,000, 3.1 million NT$2). Taoyuan Airport also paid a Washington public relations company $30,000 (about 201,000 yuan, NT$890,000) through Ye's company, and helped Taoyuan Airport write a few emails and make a few phone calls to US Congressmen. However, the application case was quickly returned by the US side. The DPP authorities spent millions of NT$1,000 , and achieved nothing in the end.
Ye Wanghui serves as CEO of DC International Consulting Company. He was a staff member of the Republican Party Vice President Cheney , and is friendly with the DPP. In recent years, he has had contacts with Deputy Taiwan leader Lai Ching-te. On the night before the election of Tsai Ing-wen, Taiwan leader Tsai Ing-wen in January 2020, Ye Wanghui also attended. In October of the same year, Ye received the lobbying case at Taoyuan Airport.
Taoji joining the US customs clearance is a project of the "Internal Propaganda for Foreign Affairs" by the DPP authorities. In 2018, the Taiwan Foreign Affairs Department promoted it and cooperated with the "Ministry of Transportation". It only started to make specific progress in October 2020. Taiwan asked Ye Wanghui to lobby, but Taoji Company sent the Legislative Yuan's budget for 2020 and 2021, and there was no entrusting political public relations lobbying to join the budget project of overseas customs clearance.
Taoji Company General Manager Dan Zhaobi said that the matter was sensitive and he was not convenient for him to comment. Taoji Company had entrust US political public relations, but did not pay. Taoji Company cooperated with the policy.
The application files of the US Department of Justice are consistent with Dan Zhaobi's statement. Taiwan entrusts Ye Wanghui to lobby. Taoji only made a name for himself. In 2020, Wu Zhixian, the first-class secretary of the "Representative Office in the United States", sent Ye Wanghui's first signing of the contract on October 29, and Ye Wanghui's public relations company signed on November 3, indicating that the two companies did not sign the contract on the same occasion. Ye Wanghui's declaration of collecting Taiwan's money was "Representative Office in the United States".
The Ministry of Justice archives show that after Wu Zhixian facilitated Taoji to sign a contract with Ye Wanghui, he lobbled with the Global Navigator Company. The company's application documents show that this work was transferred by Ye Wanghui Company.
According to the U.S. Department of Justice archives, the political PR lobbying for Taoji, Ye Wanghui's company's contact activities was filed on December 10 and 16, 2020. There were two calls, one to the U.S. Senate and the other to US State Department . The Global Navigator Company has made a public declaration, and from January to April 2021, it wrote a total of 26 emails and made three calls to members of Congress, and received $30,000.
According to U.S. Department of Justice documents, Ye Wanghui receives US$15,000 in Taiwan every month, and a total of US$105,000 in seven months. He nominally serves Taoji Company, and the actual payment to Ye Wanghui is the "Representative Office in the United States".
