Carrie Lam shared her views on the relationship between administrative legislation, the relationship between "patriots governing Hong Kong" and good politics and the future of Hong Kong.
She said that the Hong Kong Special Administrative Region pursues an administrative dominant system with the Chief Executive as the core. The Chief Executive is not only the head of the administrative organs, but also the head of the entire Special Administrative Region. He must be responsible to the central and the Special Administrative Region at the same time. In addition to ensuring that the administrative organs perform their duties and manage the affairs of the Special Administrative Region, it also must safeguard the functions of the legislative organs and safeguard the power of the judicial organs to exercise independent judicial justice.
She recalled that when she attended the Legislative Council as the Chief Executive for the first time on July 5, 2017, she hoped that the Legislative Council would be a place to discuss matters and do practical things. However, at that time, the parliament was full of internal friction and tension, and she felt sad about it.

Carrie Lam continued to point out that the subsequent amendment storm proved that good administrative legislative relations must be based on the principle of "one country, two systems" and correctly grasp the relationship between the central government and the special administrative region.
