RT reported that in response to the draft resolution, Russia's permanent representative to the United Nations, Vasily Nebenzia said in a statement against the United States: "Do you seriously predict that Russia will consider and support such a draft? If not, then it turns out that you are deliberately pushing us to use the veto power and then exaggerating and advocating Russia's abuse of this right."
The five permanent members of the UN Security Council (China, the United States, the United Kingdom, France and Russia) have veto power. RT said that since the outbreak of the Russian-Ukrainian conflict in February, Russia has used this power many times to prevent Western condemnation of the country's special military operations in Ukraine. On the other hand, RT also stressed in the report that the United States has used this power more times since 1970 than any other permanent member, most often in the use of resolutions about criticizing Israel.
RT mentioned that US President Biden in his speech at UN General Assembly last week advocated that the UN Security Council should add new permanent members and rotating members, including countries with long-term support from the United States to win permanent seats, as well as African, Latin America and Caribbean countries. In addition, Ukrainian President Zelensky called on the UN Security Council to deprive Russia of its veto.

Regarding China's voting position, Zhang Jun made the following explanation:
First, China's position on the Ukraine issue is consistent and clear. The sovereignty and territorial integrity of all countries should be maintained, the purposes and principles of the UN Charter should be observed, the reasonable security concerns of all parties should be taken seriously, and all efforts that are conducive to a peaceful resolution of the crisis should be supported.
Second, the Ukrainian crisis has been delayed for more than seven months. The crisis and its spillover effect have brought widespread negative impacts. The crisis is increasingly showing a long-term and expanding prospect that is worrying, and China is deeply concerned about this. We believe that the most urgent task is to make every effort to ease the situation, guide the parties to restart diplomatic negotiations as soon as possible, open the door to political settlement, incorporate their respective reasonable concerns into the negotiations, put feasible options on the table, and make efforts to cease fire as soon as possible.
Third, as the core of the international collective security mechanism, the Security Council should uphold an objective and fair position, give priority to making good use of the mediation and mediation tools granted by the UN Charter, and play a responsible and constructive role in political resolution of the Ukrainian issue. Any action by the Security Council should be truly conducive to easing the situation and resolving the crisis, rather than intensifying contradictions and intensifying confrontations.
Fourth, the Ukrainian crisis has developed to this point, which is the result of the long-term accumulation and superposition of various contradictions. Facts show that political isolation, sanctions and pressure, adding fuel to the fire and confrontation of the group will not bring peace, but will only worsen the situation and make the problem more complicated and difficult to solve. China calls on all relevant parties to maintain restraint and avoid taking actions to aggravate tensions and leave room for resolving the problem through diplomatic negotiations.
