This drill simulates a sudden magnitude 5.9 earthquake in the waters near Yantian, Shenzhen. The earthquake affected the entire city. This drill adopts the "1+1+10" method, that is, the city's earthquake relief headquarters is set up in Yantian District, which governs the earthquake relief work in 11 districts. At the same time, Yantian District serves as the main drill field, and sets up sub-draft fields in 10 districts including Futian, Luohu, Nanshan, Bao'an, Longgang, Longhua, Guangming, Pingshan, Dapeng New District, and Shenzhen-Shantou Special Cooperation Zone. The combination of scene simulation and real response, and centralized display and multi-point presentation are adopted.

Shenzhen is located in the southeast coastal seismic zone. There are Wuhua-Shenzhen, Pearl River Estuary, Binhai and other fault zones distributed in and around Shenzhen, with geological tectonic background and potential threats for medium-strong earthquakes.
At present, Shenzhen has built 31 earthquake stations and 1 earthquake monitoring center, realizing the specialization of earthquake monitoring and standardization of earthquake network maintenance. The monitoring methods include earthquake measurement, strong earthquakes, and precursors. The network density and monitoring capabilities rank among the forefront of major cities in the country.
At the same time, the Shenzhen Emergency Management Bureau (Earthquake Bureau) also actively coordinated and cooperated with the Provincial Earthquake Bureau to implement the Guangdong sub-project of the National Earthquake Intensity Quick Reporting and Early Warning Project, and completed the infrastructure and equipment installation of 5 early warning stations and the installation of 14 early warning terminals. At the same time, we coordinated access to 7 earthquake platforms and 2 tsunami buoy monitoring data of the South China Sea Bureau of the Ministry of Natural Resources and the Nanhai District Comprehensive Information System.

In the drill subject, nearly 30 subjects were set up in this drill. The main drill field simulated earthquake consultation, emergency evacuation, personnel search and rescue, infrastructure emergency repair, disaster-stricken people resettlement, medical rescue, emergency delivery of materials, ground collapse disposal, etc. Subway suspension and evacuation, protection of important economic targets, hazardous chemical leakage treatment, bridge fault rescue, sea tourists trapped rescue, geological disaster treatment, "isolated island" communication repair and other subjects were drilled. In terms of capacity building of urban professional emergency rescue teams, Shenzhen has now built an emergency rescue team system with comprehensive fire rescue teams as the main force and professional emergency rescue teams as the backbone (constructed according to disasters and industry fields, mainly including 10 categories such as electricity, ecological environment, construction projects, transportation, flood prevention and rescue, forest fire protection, dangerous chemicals, special equipment, communication operations, maritime search and rescue), military emergency forces assaults, and social emergency forces as auxiliary. At present, 447 outdoor emergency shelters and 663 indoor emergency shelters are normally open in the city.
