Editor's note:
Recently, the First Institute of Oceanography of the Ministry of Natural Resources released the annual ten important scientific research progresses of the Institute's Coastal Zone Science and Marine Development Strategy Research Center in the field of marine space management and planning.
In 2019, the Institute of Marine Science and Technology integrated six research teams in the field of marine space management and planning research, and established the Coastal Zone Science and Marine Development Strategy Research Center (hereinafter referred to as the "Coastal Zone Center") in August of that year. Since its establishment one year ago, the Coastal Zone Center has focused on the major needs of national natural resource management and the construction of a maritime power, relying on the professional advantages of marine natural science and technology research at the Institute of Marine Science and Technology to "explore the scientific laws of coastal zones, support marine development strategies, and serve coastal economic development. " as the purpose and "inherit the tradition" , service management, focus on frontiers, and highlight key points" as the discipline development principles, it has achieved a series of new breakthroughs, cultivated a team that is particularly capable of fighting, and provided strong support for the "two unifications" responsibilities of the Ministry of Natural Resources and the construction of a maritime power. Scientific support, decision support, strategic analysis and technical consulting services.

is deeply involved in the top-level design of my country's natural resources and territorial spatial planning system
In January 2020, the Ministry of Natural Resources issued the "Guidelines for the Preparation of Provincial Territorial Space Planning" (Trial). This document is the first technical guidance document officially issued by the Ministry of Natural Resources after it comprehensively launched land spatial planning work. As a writing unit, the Coastal Zone Center participated in the preparation of the "14th Five-Year Plan for Natural Resources", the "Yangtze River Economic Zone Land and Space Planning", "National Land and Space Planning Outline", "Yellow River Ecological Zone Land and Space Planning" and legislation on land and space planning, wetlands Legislation and other work, and deeply participated in the writing and improvement of the maritime-related parts of the "Guidelines for the Preparation of Provincial Land and Spatial Planning" (Trial).
02
took the lead in carrying out the first batch of pilot practices for local spatial planning at different levels
The Coastal Zone Center took the lead in carrying out the first batch of pilot practices for local spatial planning at different levels of provinces, cities under separate state planning, prefecture-level cities and counties.
In 2019, the Coastal Zone Center undertook the first batch of pilot projects for coastal zone special planning. Taking the national pilot program of coastal zone planning in Shandong Province and Qingdao City as an opportunity, we carried out research on the basic theory and preparation methods of coastal zone protection and utilization planning, and established a regulatory chain based on "input, structure, process and function" and "spatial layout and A conceptual model of land and sea coordination focusing on "management measures", and based on this, the content focus and transmission mechanism of the coastal zone planning preparation of Shandong Province and Qingdao City were clarified. The preliminary results have passed expert review. In addition, pilot projects for territorial spatial planning have been carried out in Zhoushan, Zhejiang, Rongcheng, Shandong and other places, and relevant results have been formulated into legislative recommendations for coastal zone management and submitted to relevant national departments.
In 2020, in accordance with the overall deployment of the Ministry of Natural Resources on the pilot program for coastal zone protection and utilization, and in accordance with the work arrangements of the Shandong Provincial Department of Natural Resources and the Shandong Provincial Ocean Administration, the Coastal Zone Center of the First Institute of Oceanology compiled and completed the "Shandong Provincial Coastal Zone Protection and Utilization Plan" Utilization Planning Guidelines” (Draft for Comments). This guideline clarifies the status, role, preparation principles, planning scope and other basic provisions of provincial and municipal coastal zone protection and utilization plans, focusing on coastal zone protection and utilization pattern, resource conservation and intensive utilization, ecological protection, industrial layout, human settlement environment Wait for specific requests. At present, the "Guidelines" have been submitted in accordance with the procedures, and opinions from the Ministry of Natural Resources and the Shandong Provincial Department of Natural Resources are being solicited.
03
Continuously deepen international cooperation in global marine spatial planning
The Coastal Zone Center actively participates in the work of the Intergovernmental Oceanographic Commission of UNESCO (hereinafter referred to as "IOC"), participates in the preparation of international guidelines for marine spatial planning, and deepens cooperation with EU member states. , exchanges in the field of marine spatial planning with South Korea and other countries.
In 2019, the Coastal Zone Center participated in the IOC Global Marine Spatial Planning Project and was responsible for the preparation of some chapters of the International Guidelines for Marine Spatial Planning and the consultation on marine spatial planning in pilot areas.

In the same year, the Coastal Zone Center, as the leading unit, jointly launched the Marine Spatial Planning of Orchid Island in Thailand, jointly with the Department of Marine and Coastal Zone Management of the Ministry of Natural Resources and Environment of Thailand and Prince of Songkla University, which became the basic basis and guideline for regional sea and island management. This is also the first marine spatial planning case in the world that uses my country's technical methods. In addition, the Coastal Zone Center signed a memorandum of understanding on cooperation in the field of marine spatial planning with the International Maritime University of Panama, expanded the cooperative research on marine spatial planning in Madagascar and Papua New Guinea, and reached an intention to carry out substantive work to provide my country's marine space Lay the groundwork for the expansion of planning technology in countries such as the Indian Ocean and Pacific island countries.
This year, the Coastal Zone Center participated in the Marine Spatial Planning Project of the United Nations Environment Program and was responsible for assisting in the implementation background and status of marine spatial planning in nine member countries including China, South Korea, Thailand, Vietnam, Malaysia, Philippines, Singapore, Cambodia, and Indonesia. Evaluate. This shows that Ocean One’s research and work in the field of marine spatial planning is recognized by relevant international organizations and will further promote my country’s in-depth international cooperation in marine spatial planning.
04
Important progress has been made in the spatial analysis, simulation and assessment of my country's island coastal zones
Researchers from the Coastal Zone Center used typical islands of different types and climate zones in my country as research areas to analyze and simulate the island vegetation, soil and landscape under the influence of high-intensity human activities. The spatio-temporal response characteristics of key ecological elements such as phytozoic acid and other factors reveal the spatio-temporal changes in the health of island ecosystems, and initially establish a research system for island eco-geography in my country. From 2019 to 2020, relevant research results were published as the first author in more than 10 academic papers in SCI and SSCI journals such as "Geoderma", "Journal of Cleaner Production", "Science of the Total Environment", and "Land Use Policy".
Researchers at the Coastal Zone Center quantitatively assessed the positive, negative and net impacts of human activities on coastal zone ecosystems and their spatiotemporal characteristics based on long-term series of coastal zone ecological monitoring data, and proposed measures to strengthen total resource control and spatial rationality. Configuration policy recommendations. This research explores and builds a bridge between basic research and management practice, providing a practical basis for ecosystem-based coastal zone management. This year, the relevant research results were published in "Land Use Policy" (SSCI Region 1) as the first author. This is the first time that Ocean Institute has published an academic paper in a SSCI Region 1 journal as the first signed unit.
