Aoyi News: In the past four years, you have submitted a total of 16 For this proposal, can you share with us an impressive experience you encountered in your professional career?

Su Quanke: Being a member of the Chinese People’s Political Consultative Conference has opened the door to a new world for me. Today's CPPCC members are very active. In addition to speaking at meetings and putting forward proposals during meetings, they will also participate in surveys of the National CPPCC or provincial CPPCC. During this period, I was able to communicate with CPPCC members from all walks of life, which opened up my mind.

I am engaged in road and bridge construction . In the past, I only considered engineering matters. After joining the CPPCC, my thinking began to expand to more dimensions, including looking upwards at top-level design issues and downwardly at industrial chain issues. For example, last year I was invited to participate in the "14th Five-Year Plan Smart Logistics Development Forum", and the organizer asked me to talk about how smart logistics will develop. I am not originally engaged in logistics, but because transportation infrastructure is now developing intelligent operation and maintenance, I have a certain understanding of smart transportation. So I combined my knowledge of intelligence with my understanding of comprehensive three-dimensional transportation, and prepared a speech to talk about how to develop smart logistics. As a result, the on-site speech script was not used, and the atmosphere of the discussion was lively. I was very inspired and impacted, which deepened my understanding of smart logistics and became more interested in this area.

Aoyi News: During your tenure, what issues did you promote to solve? What do you feel most deeply?

Su Quanke: Many proposals made by CPPCC members have received national attention and been effectively resolved. At the beginning of 2019, I submitted the "Proposal on Solving Legal Conflicts in Marine Water Management". The Ministry of Transport and the People's Government of Guangdong Province attached great importance to it and promoted the progress of the legislative work. On October 26 of that year, the 69th executive meeting of the provincial government passed the "Hong Kong-Zhuhai-Macao Bridge Navigation Safety Management Measures in Guangdong Waters", which came into effect on January 1, 2020, setting a record for the fastest legislation in Guangdong Province in the same year when the project was established. .

In 2021, I submitted the "Proposal on Supporting the Development of Beidou ETC for Trucks". The Ministry of Transport, the National Banking Regulatory Commission and other departments contacted me and relevant units many times. In November of that year, the Ministry of Transport, People's Bank of China, Bank of China The China Insurance Regulatory Commission jointly issued the "Notice on Further Improving ETC Issuance Services for Trucks", and comprehensively solved the related problems of . The "Proposal on Including Severe Overloading of Trucks into Penalties" was also supervised by the Legal Affairs Committee of the National People's Congress and the National Committee of the Chinese People's Political Consultative Conference in conjunction with relevant departments. Talk about Hong Kong-Zhuhai-Macao Bridge Digital Construction: Key technical bottlenecks have been basically broken

Aoyi News: We understand that you and your team are studying the bridge brain to build a digital Hong Kong-Zhuhai-Macao Bridge. This project was officially launched in 2019. What is the current progress?

Su Quanke: The Hong Kong-Zhuhai-Macao Bridge is the first joint construction between the mainland and the Hong Kong and Macau SAR governments. It is also the world's largest and most technically complex cross-sea cluster project. Its construction is not easy, but there is currently no relevant experience at home or abroad on how to maintain the cross-sea bridge in the long term after it is completed, how to ensure its 120-year service life, and whether unexpected situations can be sensed, predicted and issued in advance. At that time, the Ministry of Transport and the Ministry of Science and Technology began negotiations, hoping to empower transportation infrastructure through modern technologies such as artificial intelligence , big data, and the Internet of Things. The Hong Kong-Zhuhai-Macao Bridge is representative in terms of bridge structure and management. If its operation and maintenance level can be improved through intelligent means, its promotion and application value will be greater. At the same time, the operation and maintenance of the bridge is urgent and urgent, so the country has deployed a key research and development plan.

The plan was approved on December 20, 2019, more than two years ago, and has achieved the expected mid-term results. The equipment has now been completed and is being debugged. In terms of software, relevant evaluation software has been developed. In terms of standards, basic standards for intelligent operation and maintenance have been initially established, forming 36 standards. This standard has also been included in the first batch of Greater Bay Area standards. We are now integrating relevant data into the intelligent platform. The entire digital bridge includes some key technical bottlenecks, and we have basically broken through them.

Aoyi News: Will the digitalization experience of the Hong Kong-Zhuhai-Macao Bridge be extended to the whole country? What significance does the completion of its construction have on the development of transportation infrastructure in the Guangdong-Hong Kong-Macao Greater Bay Area and even across the country?

Su Quanke: While the technical bottleneck of the Hong Kong-Zhuhai-Macao Bridge is being broken through, related promotion work is also being carried out simultaneously. At present, we have successively integrated the data of bridges under construction in the Greater Bay Area into the Zhilian platform, striving to reach the international leading level in bridge digitalization. The completion of the digitalization project of the Hong Kong-Zhuhai-Macao Bridge will elevate the level of operation and maintenance of cross-sea integrated projects to a higher level. From the original reliance on manual labor to intelligent technology, it can reduce costs and increase efficiency, ensure safety, and more importantly, extend the life of the project. A project investment of hundreds of billions can extend the life by 50% through intelligent technology, which is of great value.

In the past, like Nanjing Yangtze River Bridge , it took about a year to paint from start to finish. Sometimes the quality of the product was not good, and it had to be painted again every other year. There are also some places where bridges are damaged, but if they are not detected in time, accidents may occur. Through intelligent technology, we can accurately grasp the condition of the bridge, ensure its safety, and ensure scientific maintenance. In the event of accidents or natural disasters, emergency linkage can be carried out to greatly reduce the loss of life and property of the people.

3 Talking about the current situation of transportation: various systems are not yet interoperable, and transportation development needs to be adapted to local conditions

Aoyi News: In your opinion, what is the current status of China's transportation system? How can we build a modern integrated transportation system ?

Su Quanke: Today’s transportation systems such as road transportation, railway transportation, and civil aviation transportation are independent, and management processes and technical standards are not interoperable. This does not meet the current requirements for the development of a comprehensive three-dimensional transportation system such as water, railway, highway multimodal transport. In this regard, the entire transportation network needs to be improved first. It is worth noting that, except for roads, railways, water transportation, and aviation, the utilization rate of pipeline transportation in my country is not high, and it is currently only used in the petroleum field. But in fact, pipeline transportation has many functions. For example, it can be used to solve the "last mile" problem of freight transportation. In the past, the "last mile" problem of people's daily commuting was prominent. Now, due to the emergence of shared bicycles, the solution to this problem has taken a big step forward.The "last mile" of goods is more arduous in comparison. The cost of the last mile is often similar to the cost of the previous hundreds of kilometers. How to link various transportation advantages, especially with pipeline transportation, to improve the role of transportation hubs is a question that relevant departments need to consider.

In addition, it is also necessary to establish a comprehensive three-dimensional transportation digital system, adopt the same set of standards, and include digital models of the five transportation modes. From the beginning of project planning and construction, to operation management, and finally to the linkage of multiple transportation modes, all are carried out under a digital background to achieve the best, fastest and most convenient results.

Aoyi News: What do you think of the situation in Guangdong Province in building a three-dimensional transportation system?

Su Quanke: The situation in Guangdong Province is the best in the country, especially rural roads, expressways and high-speed railways. In addition, various individual indicators in Guangdong are also among the best in the country, especially in recent years, which has made great progress. I came to Guangdong more than 30 years ago. Compared with the past, it is indeed much more convenient now. Guangdong's transportation has indeed played the role of a pioneer in modernization. But now there is a problem, which is how to establish a comprehensive three-dimensional transportation network in the Guangdong-Hong Kong-Macao Greater Bay Area, develop it in a coordinated manner, and jointly exert comprehensive benefits. This may require Guangdong to take the lead and central government coordination.

At the same time, although Guangdong is a major economic province, the economic development of various cities is not balanced. This is related to the geographical location and the development concepts of various regions. In fact, each place has its own advantages. What kind of transportation should be developed needs to be adapted to local conditions and correspond to the local economic form. All localities should consider how to optimize and integrate various transportation modes and transportation services to achieve differentiated development. For example, cities with rich tourism resources can consider focusing on the development of light transportation. Cities that are dominated by energy and heavy industry will focus on the development of railway ports or heavy-duty highways.

Aoyi News: my country is a transportation country, and now it needs to realize the transformation and upgrading from a transportation country to a transportation power. How do you think transportation can achieve high-quality development in the future?

Su Quanke: Transportation must achieve high-quality development and serve the economy while also serving people’s daily travel. In addition to improving the own construction of transportation infrastructure, attention must also be paid to improving related supporting facilities. For example, after the completion of the Hong Kong-Zhuhai-Macao Bridge, trucks from Hong Kong need to be replaced by mainland drivers after arriving in Zhuhai. However, there is a lack of service areas and transfer is inconvenient. At the same time, the cross-border logistics distribution center has not yet been built, which greatly reduces the efficiency of the bridge. Originally, the bridge toll for goods was only 120 yuan per container, which was a very low price. However, due to insufficient supporting facilities and high costs in other aspects, some companies gave up land transportation and chose water transportation.

At the same time, future transportation construction should pay more attention to environmental protection and greening, and think about how to integrate with the natural landscape so as not to add burden to the earth. In the past, when roads were built, they did not pay attention to details and did not consider whether they fit in with the surrounding environment. As a result, when tourism was developed, the roads became a disharmonious "sound" that interfered with the beautiful scenery during the journey. Moreover, future transportation development must consider how to build long-lasting, high-quality infrastructure: longer lifespan, with as little maintenance as possible, comfortable driving for passing vehicles, and easy switching without traffic jams. Not only the transportation industry, but now all industries in our country are facing upgrading issues. They must meet the people's better living and cultural needs and create their own high-quality brand products. Aoyi News: Building a transportation power requires the support of science and technology, and talents are an important force in promoting the development of science and technology. What do you think is the current status of my country's transportation talent training? What areas need improvement?

Su Quanke: In the past, talents in this field were divided into two categories. One category was responsible for "transportation" and building infrastructure; the other category focused on "transportation". The two categories of talents were independent of each other. But now in building a comprehensive three-dimensional transportation system, the first task is to link these two types of talents to serve and cooperate with each other.

Secondly, with the development of science and technology, transportation is more closely connected with other industries, such as water conservancy, marine environment, meteorology, geology, chemical industry, machinery manufacturing, etc. Therefore, transportation talents need to have cross-industry and cross-field collaboration capabilities. Especially now that the country advocates the development of smart transportation and new infrastructure, this requires civil construction engineering talents to learn information technology-related knowledge. Therefore, I suggest that colleges and universities can increase the study of electronic information technology related courses at the undergraduate and master levels of civil engineering majors, and integrate dual disciplines to solve complex problems in the context of new infrastructure. I think this is the only way to cultivate talents in the future transportation field.
