Some officials believed that Yuanyou and Shaosheng had made mistakes and that prejudice should be eliminated and contradictions should be resolved. So it was changed the following year to the establishment of the Yasukuni State, to show that "the foundation is neutral and the government is established", "to show our aspirations, and always succumb to the people." But the conflict between the old and the new has not ceased but intensified. In November of the first year of the founding of the Jingguo (1101), Deng Xunwu pioneered Huizong’s answer to Shenzong’s saying, attacked the leftist Han Zhongyan and recommended Cai Jing as the prime minister. He was supported by the ruling Wen Yi and was adopted by Huizong. It was first decided at the end of the same month. The next year will be the first year of Chongning, and it will be clearly announced to abandon the reconciliation policy and change to the Chongfa Xining Reform.
The Huizong period was always dominated by Cai Jing and his party members. They used the banner of Shaoshu Shenzong reform as a cover to reject dissidents and attack opponents. In September of the first year of Chongning, 120 people including Yuanyou and Wen Yanbo and Sima Guang who restored the old law in the third year of Yuanfu were first called Yuanyou gangsters and Yuanfu gangsters. At the same time, he overhauled the civil engineering and set up a "rice field service" to collect the peasants' public land money. In the end, it was difficult for the people to maintain their livelihoods, and the uprisings continued to erupt, the largest of which was the Fangla Uprising. The Song Dynasty's combat capability was very weak, and it was defeated many times by the Jin and Liao soldiers, and it was almost destroyed. At this time, Song Huizong knew that he might not be the emperor, and he didn't want to be the king of the country, so he passed the throne to his son Song Qinzong. The first half of Song Huizong's life was extremely rich and noble. The man who occupied the name of the emperor but did nothing, spent his life on pleasure, and ultimately defeated the Song Dynasty, was finally punished in the second half of his life.
