In the process of promoting the great cause of socialism with Chinese characteristics and the new great project of party building, the Chinese Communists, with Comrade Jiang Zemin as the main representative, scientifically analyzed the domestic and international situation, and on the basis of scientifically judging the historical orientation of the Party and summarizing historical experience, and on the basis of building the great practice of socialism with Chinese characteristics, they deeply thought about the new situation and new problems they faced, deepened their understanding of what socialism is, how to build socialism, what kind of party to build, and how to build the Party, and formed the important thought of "Three Represents".
The important thought of "Three Represents" is a complete ideological system that has gone through a process from brewing, forming to gradual deepening. The Fourth Plenary Session of the 13th Central Committee of the Communist Party of China put forward the requirement of vigorously strengthening party building and resolutely punishing corruption. In August 1989, the Central Committee of the Communist Party of China issued the "Notice on Strengthening Party Building." Jiang Zemin made a profound discussion on "further strengthening the construction of the Communist Party of China" at the conference celebrating the 70th anniversary of the founding of the Communist Party of China. The 14th National Congress of the Communist Party of China systematically discussed the issue of strengthening party building and improving party leadership. At the 15th National Congress of the Communist Party of China, Jiang Zemin put forward the overall goal of the new great project of Party building in the new era: "Build the Party into a Marxist party that is armed with Deng Xiaoping Theory, serves the people wholeheartedly, consolidates ideologically, politically and organizationally, can withstand various risks, always be at the forefront of the times, and leads the people of the whole country to build a socialism with Chinese characteristics." Focusing on this major theoretical and major practical issues, Jiang Zemin visited Guangdong, Jiangsu, Zhejiang, Shanghai and other places, conducted investigations on strengthening Party building in the new era, and made systematic and scientific answers to major theoretical and practical issues related to the overall situation of Party building work in the new era, and put forward the important thought of "Three Represents".
From February 21-25, 2000, Jiang Zemin gave a relatively comprehensive explanation of the "Three Represents" for the first time during his inspection work in Guangdong. He pointed out: "The reason why our party has won the support of the people is because in all historical periods of revolution, construction and reform, our party always represents the development requirements of China's advanced productivity, represents the direction of China's advanced culture, represents the fundamental interests of the vast majority of the people of China, and has worked tirelessly to realize the fundamental interests of the country and the people by formulating correct lines, principles and policies." On May 14, Jiang Zemin further pointed out in Shanghai that always being the "three representatives" is the foundation of our party, the foundation of governance, and the source of strength. On June 9 of the same year, Jiang Zemin pointed out for the first time at the National Party School Work Conference that the important thought of "Three Represents" should answer and solve the major issue of "what kind of party to build and how to build the party".
On July 1, 2001, Jiang Zemin systematically elaborated on the important thought of "Three Represents" in his speech at the meeting celebrating the 80th anniversary of the founding of the Communist Party of China. He pointed out that our party must always represent the development requirements of China's advanced productive forces, that is, the party's theory, line, program, principles, policies and various work. It must strive to comply with the laws of the development of productivity, reflect the requirements of continuously promoting the liberation and development of social productive forces, and especially reflect the requirements of promoting the development of advanced productive forces, and continuously improve the living standards of the people through the development of productivity. Our Party must always represent the direction of China's advanced culture, that is, the Party's theory, line, program, principles, policies and various work. We must strive to reflect the requirements of developing the national scientific and socialist culture that is oriented towards modernization, the world, the future, and the nation, promote the continuous improvement of the ideological and moral quality and scientific and cultural quality of the whole nation, and continuously provide spiritual motivation and intellectual support for my country's economic development and social progress.Our Party must always represent the fundamental interests of the overwhelming majority of the people of China, that is, the Party’s theory, line, program, principles, policies and various work. We must insist on taking the fundamental interests of the people as the starting point and destination, give full play to the enthusiasm, initiative and creativity of the people, and enable the people to continuously obtain practical economic, political and cultural interests on the basis of the continuous development and progress of society.

The 16th National Congress of the Communist Party of China comprehensively elaborated on the scientific connotation and fundamental requirements of the important thought of "Three Represents". The conference emphasized that the important thought of "Three Represents" was proposed on the basis of scientifically judging the historical orientation of the Party. It is the inheritance and development of Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory. It reflects the new requirements for the work of the Party and the country by the development and changes of the contemporary world and my country. It is a powerful theoretical weapon to strengthen and improve Party building and promote the self-improvement and development of socialism in our country. It is the crystallization of the collective wisdom of the whole Party. The conference pointed out that the key to implementing the important thought of "Three Represents" is to keep pace with the times, the core is to uphold the Party's advanced nature, and the essence is to uphold to govern for the people. Always attaining the "Three Represents" is the foundation of our party, the foundation of governance, and the source of strength. To this end, the whole Party must always maintain a spirit of keeping pace with the times and constantly open up new realms for the development of Marxist theory; it must regard development as the party’s top priority in governing and rejuvenating the country, and constantly create a new situation for modernization construction; it must mobilize all positive factors the most extensive and fullest to continuously add new strength to the great rejuvenation of the Chinese nation; it must promote Party building with the spirit of reform and continuously inject new vitality into the party’s body.
The important thought of "Three Represents" is a basic summary of the historical experience of our party always maintaining advanced nature. It not only adheres to the basic principles of Marxism, but also reflects the new requirements of the development and changes of the contemporary world and China on the work of the party and the country. It also inherits, enriches and develops Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory with new ideas, views and judgments. It is a powerful theoretical weapon to strengthen and improve party building and promote the self-improvement and development of socialism in our country.
