On October 1, founding ceremony was grandly held. Fu Zuoyi attended the ceremony as the leader of the New China.
On October 19, Fu Zuoyi was appointed Minister of Water Resources, which was later changed to the Ministry of Water Resources and Electricity. The reason why he held this position was actually his own wish, and this position was already settled in February.
What's going on?

In May 1948, Comrade Mao Zedong led his army to Xibaipo. At that time, Fu Zuoyi's attitude was still tit-for-tat, until later, Comrade Mao Zedong's telegrams made him slowly change his attitude and finally decided to accept the result of the peaceful liberation of Peking.
In February 1949, Fu Zuoyi got an opportunity to go to Xibaipo to meet Comrade Mao Zedong. As soon as he met, Fu Zuoyi apologized to Mao Zedong. Mao Zedong cordially held Fu Zuoyi's hand and told him that he is a meritorious minister now and that he did a great thing for the people. Even if he has made any mistakes, he is more merit than his faults. How can he apologize?
Fu Zuoyi was deeply moved and asked himself whether he would stay in Xibaipo or return to Peking. Mao Zedong had high hopes for Fu Zuoyi, so he was naturally very willing to return to Peking to develop, and asked Fu Zuoyi what work he was willing to do? In order to avoid suspicion and to express his willingness to obey the party's loyalty, Fu Zuoyi said that he was not suitable to go to the army again, and requested to go to the Yellow River to do water conservancy work.
When Mao Zedong heard that he was interested in water conservancy, he felt that Fu Zuoyi only cared about the Yellow River and would have to be the Minister of Water Conservancy for him in the future. After the founding of New China in , Chairman Mao really fulfilled his promise and let Fu Zuoyi serve as Minister of Water Resources.
So, why didn’t Fu Zuoyi choose anything else but water conservancy?
This is actually related to his childhood experience.
Fu Zuoyi was born in Anchang Village, Ronghe County, Shanxi Province (now Linyi County ). Next to the village is the Yellow River. He liked to swim in the Yellow River when he was a child. In his childhood, the Yellow River was an indispensable part. But in the same way, he also witnessed that the Yellow River devoured too many lives, so when he was able, he wanted to cure floods and benefit the people.
In addition to having childhood experience, Fu Zuoyi also made achievements in water conservancy in the early years.
1939, Fu Zuoyi was appointed as the deputy commander-in-chief of the Eighth War Zone by Chiang Kai-shek and led his army to Suixi Houtao. Although this place is vast, it is sparsely populated and a large amount of land has been abandoned, resulting in the lack of keeping up with the military's logistics.
In order to solve this big problem, Fu Zuoyi put forward the idea of "governing the army and water management at the same time" and began to build water conservancy, which can be said to be "promoting water conservancy and building settlements". However, Fu Zuoyi was not so mature in water management at that time. Later, after he presided over the administrative affairs in Suiyuan area, in order to promote the water conservancy industry more effectively, he specially established a water conservancy command in the army.
Fu Zuoyi attaches great importance to the development of water conservancy and also sent his own adjutant to govern migrant workers in his jurisdiction. Sometimes Fu Zuoyi would go to the scene in person to build water conservancy with the masses.
In this way, Fu Zuoyi gradually became half a water conservancy expert through a little bit of exploration. In the spring of 1943, in order to improve the water diversion facilities in Wuyuan and Yanjiang, Fu Zuoyi decided to let the army cooperate with migrant workers to dig the Fuxing Canal. If this canal is completed, it will expand the watering area and increase grain output, which is of great significance to the people.
Therefore, under the leadership of the superiors, the soldiers in the army dug ditches day and night and built canals, and Fu Zuoyi often visited the site to check it out. The conditions were very harsh and the environment was very harsh, but the soldiers were not afraid of hardship. They carried people's livelihood and hope on their shoulders. Supported by this belief, the Fuxing Canal was successfully built!
According to historical records, from 1941 to 1945, Fu Zuoyi led his troops to great achievements in water conservancy in the back of the Yellow River. They dug a dry area of more than 15 meters wide, with a total of more than 1,700 miles, and a branch canal of more than 3 meters wide, with more than 10,000 miles wide. These canal waters nourish the farmland for the people and provide a habitat for the people. The fish and shrimp raised in the ditches also ensure the supply of the seafood market. These crisscrossing ditches have brought great convenience to the people. The back-end is also known by the people as the "bridge to the south of the Yangtze River" and the "hometown of fish and rice".
Under the leadership of Fu Zuoyi, the production development in Suixi region has greatly improved and the economy has also flourished.
Fu Zuoyi also has a deeper understanding of water conservancy construction. His years of experience in water control have also laid a very solid foundation for him to build Yellow River water conservancy after the founding of the People's Republic of China.
When Fu Zuoyi was still a general of the Kuomintang, he actually visited the Yellow River and thought about managing the floods of the Yellow River. However, at that time, it happened to catch up with the civil war , and this plan was put on hold. It was not until the founding of New China that there was a chance again.
When Fu Zuoyi was the Minister of Water Resources, many people felt dissatisfied and felt that he was once a senior general of the Kuomintang and it was difficult for him to take on this important task. After hearing the objections of everyone to Fu Zuoyi, Chairman Mao said to everyone earnestly:

For this situation, Fu Zuoyi chose to prove himself with actions, because he also knew that his former identity was a bit special, and it is inevitable that someone would have any objections to him. But now Chairman Mao is willing to give him a chance to do it again, so he just works diligently, serves the party and the country wholeheartedly, and does his job well. One day, Chairman Mao and Fu Zuoyi talked in the Temple of Heaven Garden. After a greeting, Chairman Mao asked Fu Zuoyi: "Is anyone neglecting you?" Fu Zuoyi hurriedly said, "Where is there, I am already grateful if you don't cure me." After

In fact, Fu Zuoyi was able to devote himself to his work later because of Premier Zhou's meticulous care.
Premier Zhou has been to Fu Zuoyi's house three times in total, and each time he keenly discovered problems and made timely adjustments.
At that time, Fu Zuoyi lived in Xiaojiangfang Hutong, Beijing. One day, Premier Zhou was invited to visit Fu Zuoyi's home. But as soon as Premier Zhou came, he keenly discovered that the alley was full of heavily guarded troops, so he immediately ordered his secretary to withdraw all the troops and give Fu Zuoyi full trust. This is the first time Premier Zhou has come to Fu Zuoyi's residence.
When Premier Zhou came for the second time, he found that a section of the road was blocked by piled building materials on the way, so he had to get off the car and walk later. After learning from Duan Qingwen that Fu Zuoyi had to take the main road to work every day, Premier Zhou hurriedly asked someone to clear all the debris on the road and built the road to Fu Zuoyi's doorstep.
When Premier Zhou came for the third time, Fu Zuoyi had moved. Premier Zhou saw that his residence was a bit simple and the road was not easy to walk on, so he ordered some renovation.

1962, the central government asked Fu Zuoyi to go to Guangdong to recuperate. But Fu Zuoyi insisted on going to work, the Central Committee had no choice but to agree. After that, Fu Zuoyi worked in his post for nearly ten years while he was sick. It was not until 1972 that he had to resign from his position as Minister of Water Resources due to physical reasons.
