The Second Congress of the Communist Party of China Shangnan County

The Communist Party of China (hereinafter referred to as the Communist Party of China) The Second Congress of the Communist Party of China was held in the county from May 26 to 30, 1954. 91 representatives of the party members who should attend the meeting were absent for some reason, 8 of them were actually present, and 8 of them were actually present, and 20 representatives were present, representing 797 party members of 74 party branches in the county.
Presidium of the conference is composed of 13 people including Gao Mingyue . The main tasks of the meeting are: to convey and implement the "HTM4 Resolution on Enhancement of the Party's Unity " passed by the Fourth Plenary Session of the Seventh Central Committee of the Communist Party of China and the spirit of the National Congress of the Communist Party of China, the Northwest Bureau of the Communist Party of China and the enlarged meeting of the Shaanxi Provincial Committee of the Communist Party of China, and to carry out criticism and self-criticism on the basis of unifying thoughts and raising awareness, focus on checking the issues of unity and ideological problems in the cadre team, and discussing mutual assistance and cooperation movements and agricultural production work. On the basis of fully promoting democracy, the Conference elected the Second Committee of the Communist Party of China Shangnan County, composed of 11 members including Gao Mingyue, Yuwen Rang, Tan Daopeng, Wang Jincai, Wang Youchun, Guo Shiqing, Wang Shouye, He Kunrong, Yang Renhe, Tang Jiayu, Gou Jinsheng, etc.
On May 29, the Second Committee of the Communist Party of China Shangnan County held its first plenary committee meeting, electing five comrades Gao Mingyue, Yuwen Rang, Wang Youchun, Tan Daopeng and Wang Jincai as the Standing Committee members of the County Party Committee, and electing Comrade Gao Mingyue as the Secretary of the Second Committee of the Communist Party of China Shangnan County, and Yuwen Rang and Wang Youchun as Deputy Secretary.
On May 30, County Party Secretary Gao Mingyue delivered a summary speech at the conference, calling on the party organizations of all districts and townships in the county to carry out criticism and self-criticism on the basis of implementing the spirit of the Fourth Plenary Session of the Seventh Central Committee of the Party and the National Party Congress, and strengthen and improve the Party’s leadership. At the same time, party organizations at all levels are required to strengthen their leadership over the mutual aid and cooperative movement, vigorously improve and consolidate the mutual aid and cooperative organization, and unite and rely on the masses to work hard to complete the first five-year plan. The conference also discussed and passed the "Draft 12-Year Plan of Shangnan County". Since Gou Jinsheng and Guo Shiqing were transferred from , Shangnan in August and October of the same year, the Provincial Party Committee approved the second Shangnan County Party Committee in October of the same year, which consisted of only 9 members.
In February 1955, Gao Mingyue was transferred from Shangnan, Yuwen Rang was appointed as the county party secretary, and Wang Youchun was appointed as the county party secretary.
After this Party Congress in Shangnan County, party organizations at all levels in the county have carried out criticism and self-criticism in conjunction with the conveying and implementing the spirit of the Fourth Plenary Session of the Seventh Central Committee of the Communist Party of China, the enlarged meetings of the Northwest Bureau of the Communist Party of China and the Shaanxi Provincial Party Committee, the spirit of the Shangluo Regional Party Congress and the County Party Congress, and have generally carried out criticism and self-criticism, inspiring and guiding the majority of party members to self-examine their words and deeds that are not conducive to the unity of the party, and their work style of pride and complacent, and forced orders. Through carrying out criticism and self-criticism, the ideological understanding of the majority of Party members has been improved, the unity and unity of the Party have been enhanced, and the combat effectiveness of the Party has been enhanced. It has laid a reliable foundation for ensuring the implementation of the Party’s general line during the transition period, and for winning the victory of the socialist transformation of agriculture, handicrafts and capitalist industry and commerce.
In order to strengthen the Party’s leadership over socialist transformation, especially in the socialist transformation of agriculture, in early October, the Communist Party of China Shangnan County Committee issued the "Preliminary Opinions on Improving the Leadership Methods of County, District and Township". According to the new historical tasks of the Party in rural work in the transition period, Party committees at all levels must strengthen their leadership over the agricultural production increase movement centered on mutual assistance and cooperation, so that it becomes the overwhelming central task in rural areas and the leadership focus of Party committees at all levels. The county party committee decided: the county party committee leaders and middle-level leaders with strong work ability will also serve as the first secretaries of each district party committee, and will be divided into sections and points to strengthen rural leadership; the county, district and township cadres will be trained with the main content of building a society to welcome the climax of the cooperative movement. The county party committee’s "Opinions" were fully affirmed by the Shaanxi Provincial Committee of the Communist Party of China, and approved it in November of the same year for reference and implementation.
