Fuxin West Mountain Water Tower is located at the top of the Xishan Mountain in Haizhou (now in the Fuxin Water Group Court). It is currently the tallest building on the surface of Fuxin. It is a historical witness of Japanese militarism's invasion of China and occupation of Fuxin. On April 8, 1933, the Japanese army invaded Fuxin. In the summer of 1936, large-scale construction began, and construction of the Xishan Water Tower and Hebei Water Source Well was started, and the construction was completed in the autumn of 1937. The only style of Fuxin Xishan Water Tower is in the country, and it is the oldest water tower still in use in China. In April 2015, the Xishan Water Tower was named Fuxin City Patriotism Education Base and has been protected as a cultural relic.
Xishan Shuita Park is also an important part of Fuxin City's implementation of the " Pocket Park " construction, and is also one of the "posting and taking charge" projects that the Municipal Party Committee and Municipal Government focus on implementing. The park is located at the highest point of the city, which is the top of the West Mountain. More than 30 functional places and landscapes are distributed in an orderly manner, including the Party History Museum, Weixi Lake, Tai Chi Garden, Wenxin Pavilion, Shuiyun Pavilion, Qingsong Station, a unique cave, and drinking water and thinking of the source.
