During the Northern Song Dynasty, it was under the jurisdiction of Taizhou on Huainan East Road. It included Hailing, Xinghua, Rugao, Taixing counties, and the state government was located in Hailing.

During the Southern Song Dynasty period, the Song and Jin Dynasties were in conflict and belonged to the sphere of influence of the Southern Song Dynasty. They were under the jurisdiction of Taizhou, Yangzhou and Gaoyou armies on Huainan East Road respectively. Taizhou had two counties, Hailing and Rugao, and the state government was located in Hailing; Taixing The county belongs to Yangzhou; Xinghua County belongs to Gaoyou Army.

During the Yuan Dynasty period, Yangzhou Road and Gaoyou Prefecture were under the jurisdiction of Jiangbei Province in Henan Province.
