Qin Shihuang climbed southward to Mount Langye. He was overjoyed and stayed there for more than three months. Later, he ordered 30,000 households to move in and exempt them from taxes and corvee for twenty years. Langye Tower was built and a stone tablet was erected to commend Qin's merits.
The general meaning of the inscription is that in 219 BC, Qin Shihuang had just ascended the throne, corrected his attitude and organized all the rule of law, commended meritorious people, and advocated filial piety from father to son. Qin Shihuang was a sage and benevolent man, proclaimed various truths, and personally visited the Eastern Land to comfort and inspect the soldiers. After the great cause of unifying the world was completed, Qin Shihuang began to tour around the world and take care of the important affairs of governing the country. Implement reforms, attach great importance to agriculture, and work day and night to make the people of the world prosperous.
Qin Shihuang unified the instruments of measurement and the writing of characters. Wherever the sun and moon shine, wherever carriages and horses pass, they all obey the orders of the First Emperor. All the officials governed properly and no unfair incidents occurred.
The people slowly began to become rich, and the people lived and worked in peace and contentment, no longer easily using force to solve problems, and the bandits were completely eliminated from then on. The world ruled by the Qin Empire was peaceful.
