Every reporter: Zhang Huaishui Zhou Chengcheng Every editor: Chen Xu

In recent years, my country's health industry has shown a vigorous development trend. The "Outline of the "Healthy China 2030" Plan" puts forward the goal that by 2030, the total scale of China's health service industry will reach 16 trillion yuan. China's big health industry has huge room for growth.

This year is the first year of the "14th Five-Year Plan". During the "14th Five-Year Plan" period, what opportunities will the development of the health industry face? How do digital economy and Internet+ empower the traditional health industry? How should the domestic health industry connect with the “Belt and Road”...

With this series of questions, on April 20, during the 2021 annual meeting of the Boao Forum for Asia, the "Daily Economic News" (hereinafter referred to as NBD) The reporter conducted an exclusive interview with Zhang Yuhui, deputy director of the Health Development Research Center of the National Health Commission.

On the core competitiveness of the health industry needs to be improved

NBD: What is the current scale of my country's health industry? During the "14th Five-Year Plan" period, what opportunities will the development of the health industry face?

Zhang Yuhui: According to our accounting research, the total scale of the national health service industry in 2019 was 7,014.8 billion yuan, an increase of 12.4% over 2018, and accounting for 7.08% of GDP. On the whole, my country's health industry is showing a positive and vigorous development trend.

As my country’s economy continues to grow, residents’ income levels continue to rise, and the consumption structure will be further upgraded. The new crown pneumonia epidemic has also significantly increased the health awareness of the whole society. Therefore, during the "14th Five-Year Plan" period, demand for health-related products and services will Significant growth, the accelerated release of new consumption such as Internet medical care, and the development of the health industry are expected to usher in further development opportunities and broad prospects.

specifically include: the rapid growth of the people's consumer demand for health care, protection, disinfection products and health services such as fitness, health care, online consultation, online pharmacy, etc., providing a broad space for the development of the health industry; the health industry With a wide range, long chain, and great relevance, the promotion of high-quality economic development has put forward inevitable requirements for the development of the health industry.

At the same time, the continuous optimization and improvement of the policy and institutional environment in terms of innovation-driven, expanding opening, promoting the development of advanced manufacturing and high-tech industries, strengthening the development of the service industry, and expanding domestic demand. It provides a good environment for the development of the health industry and lays a solid foundation; breakthroughs in the fields of precision medicine, gene editing, bioengineering technology and new materials provide technical support for the development of the health industry, as well as for the innovative development of integrated business formats and service models. An important foundation.

NBD: You mentioned that the current health industry development still faces some problems. So what are the outstanding issues that need to be resolved most?

Zhang Yuhui: While the health industry is booming, we must also note that there is still a certain gap between the development of my country's health industry and the growing health needs of the people.

First, the top-level design and overall planning still need to be strengthened.

In the early stage of the development of the health industry in many regions, there were "bottlenecks" such as the relatively lagging public service functions and public technology platform construction, or due to blind investment in the market, a large number of resources were idle and wasted, and the development of the health industry in some localities appeared to have the same market goals and overlap Conditions such as construction and homogeneous competition can easily lead to new structural problems, which are not conducive to the development of groups and the formation of joint forces.

The second is the insufficient supply of high-quality health products and services.

The supply structure of health products and services is relatively simple, and problems such as the imbalance of supply and demand structure are still prominent. Social medical services are generally based on low-end medical services, with weak comprehensive strength and core competitiveness. Commercial health insurance products are relatively single. Professional and standardized health consulting and management services for healthy and sub-healthy populations are still in their infancy , The high-end demand has seriously overflowed. The supply of high-quality health products is also insufficient, and the situation that advanced products are mainly imitation and imported has not changed.

In addition, the third is that the effect of industrial integration and cluster agglomeration needs to be improved; the fourth is the shortage of key elements of industrial development, among which the technological innovation capabilities and core competitiveness still need to be improved; the fifth is that the institutional standards and regulatory system need to be improved.

Talking about traditional Chinese medicine and encouraging corporate products to "go global"

NBD: In your opinion, how does the domestic health industry connect with the "Belt and Road" initiative?

Zhang Yuhui: A series of health cooperation forums integrating inter-governmental policy cooperation, inter-agency technical exchanges and health industry exchanges under the framework of the “Belt and Road” construction should be gradually formed. It is necessary to encourage qualified areas to develop medical tourism and health care services,Establish a cross-border telemedicine service network with neighboring countries to realize the sharing of high-quality medical resources.

At the same time, it is necessary to support powerful pharmaceutical companies to invest and set up factories abroad, and encourage the reduction of trade barriers on the basis of bilateral negotiations.

In addition, it is necessary to promote the service trade of Chinese medicine and promote the globalization of Chinese medicine health services. For example, encourage the development of Chinese medicine health tourism services and build Chinese medicine health tourism brands; encourage qualified Chinese medicine hospitals to establish an international medical department or foreign guest service department to provide overseas consumers with high-end Chinese medicine health care services; build ethnic medicine industry zones in border areas Wait.

On the other hand, it is necessary to strengthen the awareness of the quality of health products and services, improve the quality testing and evaluation capabilities of medicines and medical devices, strengthen the supervision of production quality, and ensure the quality of health-related products and services. Improve the national tourism publicity and promotion system, establish a multilingual national tourism publicity and promotion website, and strengthen the publicity of the national tourism image.

NBD: Where is the huge potential for developing the health industry with countries along the “Belt and Road”?

Zhang Yuhui: On the one hand, China’s own super-large-scale health service market advantage is conducive to actively introducing internationally marketable high-quality health products and services, which can play a role in the super-large-scale market while meeting the increasing domestic health consumption. Attract more global medical and health industry chain related companies to settle in China, join regional industry chain clusters, and continuously expand the domestic health industry to integrate into the global industry chain.

On the other hand, wisdom has developed rapidly and healthily, providing new opportunities for foreign service trade. China's new generation of information technology is at the forefront of the world in the application of health care. Relying on the rapid development of smart health services such as artificial intelligence, 5G, and cloud computing, the export market for domestic related service companies is increasingly opening up.

In addition, traditional Chinese medicine has shined in the fight against the new crown pneumonia epidemic, and has played an important role in adjusting health status and disease recovery. In the future, we should increase investment in scientific research, focus on the innovation and development of traditional services, and encourage enterprises to launch market-competitive "fist" products, and go out to expand the international market.
