He said that we will focus on the new tasks and requirements of energy development, conscientiously implement all decisions and deployments, while further consolidating the foundation for conventional energy supply, vigorously develop renewable energy, actively promote green and low-carbon transformation, and strive to provide strong energy guarantees for the high-quality development of the economy and society. Here we focus on doing five aspects of work:
First, we must focus on situation monitoring and operation management. Analyze and determine the supply and demand situation of electricity for peak summer and peak winter in advance, and make detailed and practical supply guarantee plans. Implement the national daily coal production scheduling mechanism and the monitoring mechanism for price and inventory, and strengthen the direct production scheduling of key coal enterprises. Urge all types of power units to open as much as possible to fully release the mutual assistance capabilities of the power grid across provinces and regions. Use market-oriented methods to guide users to avoid peak peaks.
The second is to coordinate and ensure the supply of power generation fuel. Sign and strengthen the "Coal Safety and Supply Responsibility Letter", provide policy incentives or constraints on the completion of production and transfer of output in relevant provinces and regions, and simultaneously strengthen supervision of medium- and long-term contract performance of electric coal. At present, the coal storage in unified power plants nationwide remains above 170 million tons, an increase of about 1 times over the same period last year, at a historical high.
The third is to strengthen the construction of coal power capacity. The national coal production in the first eight months of this year was 2.93 billion tons, an increase of 11% year-on-year. Since the 14th Five-Year Plan, all kinds of power supply installed capacity have exceeded 270 million kilowatts nationwide, and the newly added power transmission capacity to the central and eastern regions is more than 20 million kilowatts.
Fourth, promote the high-quality development of the oil and gas industry. Coordinate the construction of the production, supply, storage and sales system, vigorously improve the intensity of oil and gas exploration and development, and continuously improve the oil and gas import guarantee system. At present, domestic crude oil production has increased for three consecutive years, and the production of natural gas has increased by more than 10 billion cubic meters for five consecutive years. The oil and gas reserve capacity has steadily increased, and the confidence of stable market supply has been further enhanced.
5 is to vigorously develop clean energy. Steadily promote the construction of large-scale wind power photovoltaic bases and offshore wind power bases with focus on deserts, Gobi and desert areas, and accelerate the construction of large hydropower stations in the southwest, such as the completion and production of giant hydropower stations such as Wudongde and Baihetan , and actively and safely and orderly develop coastal nuclear power. Vigorously develop pumped storage power station , build new energy storage power stations, and continuously improve the system's regulation capabilities.
At present, the northern region is entering the winter heating period one after another. We are working with relevant parties to make every preparation and take multiple measures to enhance energy supply. Our goal is to ensure that the people spend the winter warmly and implement the spirit of the 20th National Congress of the Communist Party of China with practical actions.
