Zhang Wei pointed out that the National Pipeline Network Group thoroughly implements General Secretary Xi Jinping’s new energy security strategy of “Four Revolutions, One Cooperation”, conscientiously implements the corporate purpose of serving the national strategy, serving the needs of the people, and serving the development of the industry, actively participates in and integrates into the construction of the “Belt and Road” and the development of the Western Development , and promotes the construction of oil and gas pipeline infrastructure with a high sense of political responsibility and a sense of mission of central enterprises, and promotes the construction of oil and gas pipeline infrastructure with high quality, high level and high efficiency. Since its official operation on September 30, 2020, a number of national strategic projects have been started, including the southern section of the China-Russia East Line and the middle section of the West-East Gas Pipeline Third Line, to accelerate the weaving of the "national one network", significantly improving the pipeline and transmission capacity of my country's natural gas pipeline system.
West-East Gas Pipeline Fourth is another major energy strategic channel connecting Central Asia and China after the first, second and third pipelines of the West-East Gas Pipeline. It is a major measure to promote the joint construction of green energy in the new era. It is of great strategic significance for my country to make full use of international oil and gas resources and realize energy security under open conditions. The project starts from Yilkishtan, Ucha County, Xinjiang on the Sino-Kyrgyz border, with a total length of the pipeline, a pipe with a diameter of 1219 mm and a design pressure of 12 megapas. After the project is completed, it will be jointly operated with the second and third lines of the West-East Gas Pipeline. At that time, the annual transmission capacity of the West-East Gas Pipeline System can reach 100 billion cubic meters, which will effectively enhance the reliability and flexibility of the gas supply of the pipeline system, improve the risk resistance of energy transmission, further promote the optimization of the energy structure in the eastern and western regions, and help the economic and social development and green and low-carbon transformation along the pipeline.
Since the beginning of this century, according to the country's major decisions and deployments on the development of the western region, the first, second and third lines of the western and eastern sections of the West-East Gas Pipeline System have been completed and put into production one after another. As the earliest natural gas pipeline system with the largest pipeline capacity, the West-East Gas Pipeline System has become one of the " four major projects " distributed across regions in my country's natural resources. The total transportation capacity is 77 billion cubic meters per year. Since its completion, it has transported about 750 billion cubic meters of natural gas, making outstanding contributions to optimizing my country's energy consumption structure, improving the atmospheric environment, promoting the development of related industries and promoting economic development.
As a key project of the national "14th Five-Year Plan" oil and natural gas development plan, the fourth line of the West-East Gas Pipeline Project is built in segments according to the principles of unified planning and step-by-step implementation. The Turpan-Zhongwei section, which started construction this time, is a core part of the project. It is 1,745 kilometers long and passes through 17 counties (cities) of Xinjiang, Gansu and Ningxia. The annual design output of the pipeline is 15 billion cubic meters, and it can reach 30 billion cubic meters after the increase and transformation. It is expected to be completed and put into production in 2024, which can effectively smooth the rear path of domestic gas resources in Tarim , alleviate the peak monthly load state of the West-East Gas Pipeline System in winter, and protect the people's warm winter. During the implementation of the fourth line of the West-East Gas Pipeline Project, the West-East Gas Pipeline Project will comprehensively promote and apply scientific and technological innovation achievements in pipeline construction in combination with the project's characteristics, difficulties and key points.The first large-scale application of 18-meter extended pipes is expected to reduce more than 8,000 welds, and the reduction of ring welds by 33.3%, effectively improving the inherent safety of the pipeline; the entire line adopts digital ray detection technology (DR) to realize the automation of detection data acquisition and digitization of storage; promote the construction method of double-connected pipes in large diameter pipelines, saving the welding period for a single kilometer by 4 days, greatly improving construction efficiency. Strictly implement the "three simultaneous" system of designing, constructing and putting into production at the same time in environmental protection facilities and main projects, laying supporting facilities and in-service pipelines in parallel, giving priority to the use of existing roads and facilities to reduce resource waste and ecological damage.
