On November 7, Xihua University intellectual property standards passed the national standard review and certification of the "Guidelines for Intellectual Property Management Standards of Higher Education Institutions" and obtained the certification certificate issued by China Regulatory (Beijing) Certification Co., Ltd., and is the first university in Sichuan Province to pass the "Guidelines" certification of intellectual property rights.
In 2020, Xihua University was selected as a national intellectual property pilot university and Chengdu high-value patent cultivation center. In order to respond to the national call, comprehensively improve the school's intellectual property management level, and strengthen the intellectual property protection awareness, the school launched the "standard implementation" of intellectual property rights in 2021, established an advanced technology transfer and transformation office, and organized intellectual property rights standards training in batches, benchmarked against the content of the "Intellectual Property Management Standards for Colleges and Universities" and checked for omissions and filled in. After more than half a year of hard work, Xihua University has gradually formed an intellectual property management system and model that adapts to national standards.
From October 26 to 28 this year, China Regulatory (Beijing) Certification Co., Ltd. sent three experts to form a certification expert group to Xihua University. After three days of intense work, through reviewing materials, investigating evidence, reviewing archive documents, organizing seminars and following up reviews, the audit team carefully reviewed the relevant materials in accordance with the standard terms and recorded them in detail, and put forward improvement opinions and suggestions. In the end, Xihua University successfully passed the final review of the certification agency on November 7 and obtained the certification certificate.
At the first meeting of the certification and review of the implementation of the "Specifications for Intellectual Property Management in Higher Education Institutions" held by Xihua University on October 26, the principal Liu Shugen pointed out that the school has a total of 51,916 valid invention patents, including 785 invention patents. The school has cultivated 10 high-value patent incubation teams, and some team results have been transformed. The school will continue to implement standards, check for omissions and fill in gaps, improve the level and ability of intellectual property management, and constantly explore new ways of creating, managing, protecting and applying intellectual property rights in colleges and universities.
It is reported that Xihua University has newly compiled 16 normative documents including intellectual property management manual, intellectual property management system, information retrieval and analysis control procedures, and intellectual property control procedures. The school's intellectual property management standards have gradually emerged, strengthening the full-process management of intellectual property rights, effectively integrating intellectual property rights into the school's scientific research, social services, talent training, and cultural inheritance and innovation; taking the intellectual property management system as a starting point, the school's intellectual property management capabilities and risk control capabilities have been improved; standardizing innovative management has promoted the transformation of results; enhancing the awareness of intellectual property protection has effectively protected the school's legitimate rights and interests.
