Our party has always attached importance to education and talent training, and proposed that "cultivating the young generation to become socialist builders and successors with comprehensive development of morality, intelligence, physical fitness, aesthetics and labor is a major strategic task that concerns the future and destiny of the Party and the country, and is the common political responsibility of the whole party." The report of the 20th National Congress of the Communist Party of China pointed out that we should adhere to the priority development of education, self-reliance and self-improvement in science and technology, and accelerate the construction of a strong country in education, science and technology, and talent-strong country. Basic education is the foundation of this work. Over the past five years, under the strong leadership of the Party, the achievements made in the development of basic education have been comprehensive, historic, and far-reaching.
First, the Party’s leadership is comprehensively strengthened. Primary and secondary schools implement the principal responsibility system led by the party organization. The Party’s leadership over primary and secondary schools and kindergartens has been comprehensively strengthened, and the ideological position in the field of basic education has been further consolidated.
The second is to "5-education " and promote it in depth. Under the care and promotion of General Secretary Xi Jinping, a series of major measures have been taken to focus on the "five education". For example, further improve the Party’s education policy and strengthen labor education; issue documents for sports, aesthetic education and and labor education to strengthen weak links; strengthen scientific education and focus on cultivating students’ scientific literacy. Overall, a package of institutional arrangements have been formed to promote the "five education" at the same time, and the "five education" at the same time has become the educational practice of schools at all levels and types.
Third, basic education is fully popularized. Preschool education, compulsory education, and high school education have all been fully popularized. The long-standing problem facing countries around the world has been fundamentally solved, and the policy and value orientation of popularizing education have become more distinct.
Fourth, education reform is comprehensively deepened. Deepen the reform of the examination and enrollment system, steadily launch the comprehensive reform of the college entrance examination in 29 provinces (autonomous regions and municipalities), and initially form an examination and enrollment model of classified examinations, comprehensive evaluations, and diversified admissions. Comprehensively promote the reform of education evaluation and strive to reverse the orientation of one-sided emphasis on intelligent education, one-sided emphasis on scores, and one-sided pursuit of admission rates. The National Textbook Committee was established to make top-level designs for textbook construction, and new curriculum reform in primary and secondary schools took new steps. We will promote the " double reduction " with unprecedented strength and strive to create a good educational ecosystem.
Fifth, the conditions for running schools are comprehensively improved. The central and local governments have continued to increase their investment, vigorously strengthened the construction of public kindergartens and universal kindergartens, vigorously implemented the transformation of weak schools for compulsory education, vigorously improved the operating conditions of ordinary high schools, and significantly improved the operating conditions of rural schools in old, young, poor and poor areas, and school buildings have become the most beautiful buildings in many remote villages.
Sixth is a comprehensive guarantee for education for special groups. The "two-oriented" (i.e., the influx government and the incoming public schools are mainly guaranteed to ensure the children of migrant workers who have moved to the city) are fully implemented, and the boarding and living conditions of left-behind children in rural areas are strongly guaranteed. The enrollment rate of compulsory education for disabled children and adolescents in the country exceeds 95%, and the achievements of basic education development benefit the vast majority of groups.
7: The construction of the teaching staff is comprehensively strengthened. By implementing rural teachers' " Special Post Plan ", silver-age lecture plan, college students' teaching support, and counterpart support for , the contradiction of insufficient total teachers has been basically resolved. Teachers’ salary and benefits are guaranteed in accordance with the law with unprecedented efforts. The income of compulsory education teachers is basically the same as that of local civil servants, and some are slightly higher than that of civil servants, and the attractiveness of teachers’ profession has been significantly improved.
