On October 11, the Propaganda Department of the Henan Provincial Committee of the Communist Party of China held a special session on the theme of "Henan's Ten Years" Human Resources and Social Security, focusing on interpreting the relevant situation of the development of human resources and social security in our province since the 18th National Congress of the Communist Party of China.
Li Zhen, member of the Party Leadership Group, Deputy Director, and first-level inspector of the Henan Provincial Department of Human Resources and Social Security, introduced that employment for young people such as college graduates is related to people's livelihood, economic development and the future of the country, and has always been the top priority that the Party, the government and all sectors of society pay attention to.
In the past ten years, the total number of college graduates in our province has hit a new high, ranking first in the country for many years, reaching 817,000 in 2022, an increase of 332,000 from 2012, with an average annual growth rate of about 7%, and the total pressure has been very high. Over the past ten years, the employment rate of college graduates in the province has remained at a high level. Even under the economic downturn and the complex and severe external environment, the overall employment rate of fresh college graduates is still higher than 90%.
In the past ten years, human resources and social security departments at all levels have always regarded employment for young people such as college graduates as the top priority, especially for graduates in need, actively taking warm measures and implementing actions that warm people's hearts. A total of 379,500 graduates in need have been helped to find employment and start businesses.
Li Zhen introduced that employment of college graduates carries the happiness and hope of thousands of households, and is also a major political responsibility that must be shouldered. In the next step, in accordance with the decisions and deployments of the provincial party committee and the provincial government, we will adhere to the "two-headed grasp" of supply and demand, and through the "four key points", we will promote the employment situation of college graduates and other youths to continue to be stable and improve.
First, it focuses on building a platform. The human resources and social security department will further strengthen the collection and release of recruitment information, increase the allocation of employment service resources for college graduates, and continue to carry out a series of special recruitment activities "'Jobs' See the Future in Henan''Henan'" to promote accurate connection between graduates and employers.
The second is to broaden channels. Maintain the frequency, intensity and moderation of active employment priority policies, make good use of policies such as job hunting and entrepreneurship subsidies, flexible employment social insurance subsidies, stabilize the scale of recruitment (employment) of policy positions such as government agencies and institutions, and promote flexible employment and self-employment of college graduates through multiple channels.
The third focus is on cultivating the market. Adhere to the same direction of stabilizing enterprises and promoting employment, increase efforts to absorb one-time employment subsidies and one-time job expansion subsidies, and strive to improve the awareness, coverage and convenience of support policies such as entrepreneurship guarantee loan interest subsidies, entrepreneurship training subsidies, and entrepreneurship incubation, so as to ensure that enterprises have a greater role in the "main channel" of employment absorption and the role of entrepreneurship in driving employment remains unabated.

For graduates in difficulty, "four" work measures will be taken, namely: in-depth docking and contact, real-name services, in-house protection, and in-house placement.
