Later, we found that his so-called "fake certificate" was called the "Registered Professional Qualification Certificate" in the housing and urban-rural construction industry. It is only one word different from the housing and urban-rural construction industry registration certificate we are currently examining, which is indeed easy to confuse. In fact, this incident had a reason and even caused a lot of sensation.
On April 23, China Personnel Examination Network issued a statement on the illegal issuance of "Registering Practice Qualification Certificate" , pointing out the problem of the subject of its behavior "JYPC National Vocational Qualification Examination Certification Center".
On March 16, 2022, our department issued the "Notice of on Carrying out Special Governance of "Counterfeit Certificates" in Technical Skills" (Ministry of Human Resources and Social Security [2022] No. 25). Since the special governance was launched, many people have reported that the "JYPC National Vocational Qualification Examination and Certification Center" of Jiangsu Yingcai Vocational Skills Appraisal Co., Ltd. has organized the issuance of the so-called registration professional qualification certificate . The following statement is hereby declared on relevant issues:
1. According to the "Notice of the General Office of the State Council on Cleaning Up and Standardizing Various Professional Qualifications Activities" (Guobanfa [2007] No. 73) and the "Notice of the Ministry of Human Resources and Social Security on the Announcement of the National Professional Qualification Catalog" (Ministry of Human Resources and Social Security [2017] No. 68), the so-called professional qualifications set up by the "JYPC National Vocational Qualification Examination and Certification Center" do not belong to the national professional qualifications. The examination and certification activities it carries out belong to the matters of setting and implementing professional qualification licenses and certifications outside the National Vocational Qualification Directory , and the various certificates issued do not belong to the national recognized professional qualification certificates. The "National Professional Qualification Catalog (2021 Edition)" can be found on the Ministry of Human Resources and Social Security official website (http://www.mohrss.gov.cn).
2. "JYPC National Vocational Qualification Examination and Certification Center" uses the words "national" and "professional qualifications" and the national emblem , which violates the relevant provisions of the "Notice of the General Office of the State Council on Cleaning Up and Standardizing Activities of Various Professional Qualifications" (Guobanfa [2007] No. 73) and the "Notice of the Ministry of Human Resources and Social Security on the Announcement of the National Vocational Qualification Catalog" (Ministry of Human Resources and Social Security [2017] No. 68).
3. The professional qualification examination network (http://www.zgks.net) established by the "JYPC National Vocational Qualification Examination Certification Center" and other websites do not belong to the professional qualification examination and certificate inquiry websites authorized by the Ministry of Human Resources and Social Security or the relevant industry competent departments. National professional and technical personnel professional qualification examinations and certificates can be checked through the China Personnel Examination Network (http://cpta.mohrss.gov.cn) affiliated to the Ministry of Human Resources and Social Security or the official website of relevant industry authorities.
4. The so-called registered professional qualification certificate issued by the "JYPC National Vocational Qualification Examination and Certification Center" does not have corresponding qualifications and cannot be used as the basis for professional title evaluation, job recruitment of state enterprises and institutions, promotion of position, registration and practice, continuing education, points settlement, personal income tax deduction, etc.
specifically calls on the general public, employers, and relevant colleges to be vigilant, enhance their discernment ability, and beware of being deceived.
