Lei Ying: It was put forward based on the country’s special emphasis on the quality and development of special education in recent years. In 2014, seven departments including the Ministry of Education issued the special education improvement plan . Therefore, in 2015, Chengdu was established Special Education Resource Center. Lei Ying: Yes, integrated education is the mainstream development trend in the world now.
Wu Jun: Yes, it is also a direction for all of us to work together. So what are the main tasks currently being carried out by the city’s special education resource centers, including resource classrooms? Can you share and introduce it to us here?
Lei Ying: Okay. Let me first talk about our overall construction. Chengdu has built a three-level support system. Just now, there were three forms of resettlement. What are the three levels of the three-level support system we are talking about now? The first one we established is called the municipal resource center, and the other one is the district and county resource center. Currently, 22 district and county resource centers have been established, and the rest are within the region. Ultimately, we will Implemented in each school, so we also established school-level resource classrooms, which we call resource classrooms in ordinary schools. At present, Chengdu has a municipal resource center, 22 district and county-level resource centers, and more than 700 resource classrooms. It roughly looks like this. What work have we carried out? From the municipal level to the district level to the school level, we call it three-level linkage, and the division of labor at each level is different. At the municipal level, it may be more about overall planning, organizational guarantees, and the formulation of some policies, including some resources that may be shared by the whole city. The district level is a little more specific. It is responsible for the ordinary schools in each district, directly guides the assessment of children, and also undertakes research on the entire special education, etc. The school level provides very specific support to these special children in each school, including whether additional remedial courses, rehabilitation courses, etc. are needed. These are some of the things we have been doing since the third level. Of course, we still have a lot of work at the municipal and district levels, such as research, teacher training and so on. Because at present, special education schools are relatively mature, and special education in special schools is relatively mature and professional. However, accepting students with disabilities in ordinary schools is actually a huge challenge for school management and teachers. In order to better support these special children, we must support their teachers and support their parents, so now it is mainly at the district and municipal levels.
