Then before entering elementary school, whether he goes to a special school or a general school, he can contact the local special school, which is the district-level resource center. , get their support, do some assessments to see if this child is more suitable for a general school or a special school. "

"Wind and Rain Life" pays special attention to "Special Education Resource Center to help you get equal admission." Please listen.

Nana: In last week’s program, we paid attention to two blind students from Chengdu Special Education School who took the single examination and single examination last year and this year respectively. They ranked first in China in the majors they applied for. Excellent results. During the program, whether it was the teacher's introduction or the students' sharing, we and the audience friends felt a kind of power, and at the same time we felt a strong teacher-student relationship.

Wu Jun: Yes. It can be said that their exchanges made us deeply aware of the meaning of education and the changes it brings to us. It is now mid-June. With the college entrance examination and high school entrance examination coming to an end, the annual enrollment process of special education schools is about to begin. Parents and friends in front of the radio who are planning to send their children to register, are you ready now? Where do you plan to send your children to school?

Nana: In fact, I just told you that we established a special education resource center in Chengdu in 2015. At present, special education resource centers have been established in various places relying on local special education schools , and special education resources have been set up in schools where students attend regular classes. classroom.

Wu Jun: Regarding the original intention of the establishment of the resource center and resource classroom, as well as some of the work carried out since its establishment, today we are very fortunate to invite a guest to have some exchanges with friends. Let’s get on the phone with Lei Ying, a teacher at Chengdu Special Education School, Chengdu Special Education Resource Center, and a visiting scholar at Perkins School for the Blind in the United States. Hello, Teacher Lei Ying.

Nana: Hello, Teacher Lei Ying.

Lei Ying: Hello host, hello everyone in the audience.

Nana: It’s a great honor to welcome you to our program. In fact, before going on the show, I heard some of your past experiences, Mr. Wu Jun, saying that you have been engaged in special education for more than 30 years, right?

Lei Ying: Yes, it has been a long time.

Nana: Yes, it is indeed not easy. First of all, we want to express our respect to you.I would like to ask Teacher Lei, what do you mainly teach in school?

Lei Ying: My major is teaching children with visual impairments. It used to be in primary school, but now it is mainly in preschool. I am also currently working in a special education resource center.

Nana: Currently working in the Special Education Resource Center. We would like to ask you to tell us about the background of the establishment of the Special Education Resource Center? Because in fact, everyone is familiar with special education now, but some friends may not know that there is a resource center. Please introduce it to everyone.

Lei Ying: Okay, okay, many people don’t know much about the Special Education Resource Center.

Nana: Yes.

Lei Ying: It was put forward based on the country’s special emphasis on the quality and development of special education in recent years. In 2014, seven departments including the Ministry of Education issued the special education improvement plan . This improvement plan requires us not only to provide support and services to special children in special schools, but also to provide support and services to children in ordinary schools and even at home. Therefore, in 2015, Chengdu was established Special Education Resource Center. The Special Education Resource Center in Chengdu is affiliated with the Municipal Education Bureau, but it is attached to a special education school. The establishment and construction of the Special Education Resource Center is a milestone. Why? Because it promotes basic education, it talks about balanced development, not only in rural and urban areas, but also in the balanced development of ordinary children and special children. It must ensure that children with disabilities have equal rights to receive education and the right to receive high-quality education. This is it A very important background. Another thing is that at present, many listeners or ordinary people may not have much contact with special education. They may not know much about it and think that all children with special needs are in special schools. In fact, the school structure of special education in Chengdu has already changed. A big change. It is mainly based on the form of studying with ordinary children in ordinary schools, that is to say, learning together with ordinary children. The other one is special schools as the backbone. Another method is to send education to the door. That is, some children with particularly serious conditions may not even be able to go to special schools. This method must be in the form of "sending education to the home" or "sending health care to the home". These three methods are mainly used. A form is a pattern. Among these three forms, the most important is to study with the class. Studying in private classes already accounts for more than 50%, close to 60%, of special education, special education schools account for more than 30%, and home-based education may account for about 10%. Because the situation may be different in different places and at each district level, there may be some differences.

Wu Jun: Yes, it can be seen that the proportion of students studying in the same class is very high. We are about to enter a commercial. Mr. Lei, can you wait a moment? The conversation continues after the commercial.

Wu Jun: Chengdu People's Broadcasting Station news broadcast, the ongoing weekly "Wind and Rain Life", a radio program for disabled friends, I am the host Wu Jun.

Nana: I am the host Nana. Welcome everyone to come back and listen to our program.

Wu Jun: During the live broadcast of the program every Saturday, the hotline is always open for you. The number is 84336757. If our disabled friends usually have any difficulties and need help, or if they have any questions that need consultation, you are welcome to call the charity hotline for disabled people. It is also the employment assistance hotline for disabled friends, 15108282311.

Nana: In this episode, we have taken over last week’s theme and launched a special focus on “Special Education Resource Center to help you get equal admission.”

Wu Jun: Our guest today is Lei Ying, a teacher from Chengdu Special Education School and Chengdu Special Education Resource Center, and a visiting scholar from Perkins School for the Blind in the United States. We will continue to invite teacher Lei Ying to return to the program.

Nana: Hello, Mr. Lei.

Lei Ying: Hello everyone.

Wu Jun: Teacher Lei, let’s keep coming back. You just talked about the proportion in the first half. Children with disabilities who receive integrated education should account for almost 60%, right? About 30% of the children receive special education in special education schools, and the remaining 10% should be children with severe or extremely severe disabilities, who are sent to education or even home-based rehabilitation, right? It can be seen from this that integrated education is indeed mainstream.

Lei Ying: Yes, integrated education is the mainstream development trend in the world now.

Wu Jun: Yes, it is also a direction for all of us to work together. So what are the main tasks currently being carried out by the city’s special education resource centers, including resource classrooms? Can you share and introduce it to us here?

Lei Ying: Okay. Let me first talk about our overall construction. Chengdu has built a three-level support system. Just now, there were three forms of resettlement. What are the three levels of the three-level support system we are talking about now? The first one we established is called the municipal resource center, and the other one is the district and county resource center. Currently, 22 district and county resource centers have been established, and the rest are within the region. Ultimately, we will Implemented in each school, so we also established school-level resource classrooms, which we call resource classrooms in ordinary schools. At present, Chengdu has a municipal resource center, 22 district and county-level resource centers, and more than 700 resource classrooms. It roughly looks like this. What work have we carried out? From the municipal level to the district level to the school level, we call it three-level linkage, and the division of labor at each level is different. At the municipal level, it may be more about overall planning, organizational guarantees, and the formulation of some policies, including some resources that may be shared by the whole city. The district level is a little more specific. It is responsible for the ordinary schools in each district, directly guides the assessment of children, and also undertakes research on the entire special education, etc. The school level provides very specific support to these special children in each school, including whether additional remedial courses, rehabilitation courses, etc. are needed. These are some of the things we have been doing since the third level. Of course, we still have a lot of work at the municipal and district levels, such as research, teacher training and so on. Because at present, special education schools are relatively mature, and special education in special schools is relatively mature and professional. However, accepting students with disabilities in ordinary schools is actually a huge challenge for school management and teachers. In order to better support these special children, we must support their teachers and support their parents, so now it is mainly at the district and municipal levels. In addition to policy guarantees and some resources, the other one is Training of talents and teachers. This is the main work.

Wu Jun: Just now you talked about the construction of the resource center, including the three-level model and three-level linkage.

Lei Ying: Yes, the three-level linkage mechanism.

Wu Jun: Especially when it comes to talent reserve and talent cultivation, right?

Lei Ying: Yes. What is more important to us in the past few years is the training of teachers.

Nana: This aspect is indeed scarce, but it is also a problem we face. Listeners who are listening and paying attention to our program now, especially parents of children with special needs, I wonder if you have some understanding of our special education resource center after hearing this? How is your child doing? Are you currently in school? Have you encountered any problems? If so, you can also call our program hotline and directly consult and seek advice from our senior special education teacher, Mr. Lei Ying. Our hotline is 02884336757.

Wu Jun: 84336757, this is the program hotline. During the live broadcast of the program, our audience friends, especially parents of children with disabilities, are welcome to call and consult our teacher Lei Ying. Teacher Lei, for those parents who have just learned that our city has a special education resource center, they happen to plan to send their children to enroll in school. What should they do at this time? You give me a suggestion.

Lei Ying: Okay.In fact, the host also mentioned just now that if parents happen to plan to send their children to school, I would like to correct or adjust the host's statement. In fact, every child is not just planning to send his or her child to school. It may be that he or she is going to elementary school, but it cannot be He said that he just planned to send himself to school, because it is the child's right to go to school.

Wu Jun: Yes, it is perfectly justified.

Lei Ying: This is one thing that every parent must do. It is the right of all children to go to school, and it is also their right for children with disabilities to go to school. If at this time, parents happen to be sending their children to first grade, perhaps to a new school or kindergarten, what preparations should we make? I'm thinking that the first one is to first understand various policy information. How to pay attention and understand it? Under normal circumstances, you can basically see some of the latest information in the WeChat official account of "Chengdu Education Release". Or you can see various information on the official website of Chengdu Education.

Wu Jun: This is a WeChat applet, right?

Lei Ying: It is a WeChat applet. There is a window here that can directly enter the official website of Chengdu Education, which has a lot of information. Therefore, for parents, they must first pay attention to and understand relevant policy information. For example, will their children go to school this year? If you say you don’t want to go to school or your child has poor abilities, we should ask for delayed admission. What procedures should be followed? This is the first one. Second, both parents and children must be prepared for school. First of all, let me tell you that parents’ preparation for school is very important. What is parents’ preparation for school? The first one is conceptual. Parents may try their best to adjust their mentality, because having such a child may bring various pressures in the future. Maybe our view of the child is not very positive and optimistic. Yes, they may think the child is pitiful or may be worried about discrimination. What should we do? The first is to adjust our mentality. We first think that our children can learn and do our best to cooperate with the teachers. We have a saying, "Only when parents come forward can children go well and go far." This is what I mean by parents who need to be mentally prepared and think that our children can learn and we can support them. His is positive and optimistic.

Nana: You must let go, and let go appropriately.

Lei Ying: Yes, we must be prepared so that children can learn. We cannot tolerate and spoil children just because we think they cannot learn. In fact, this deprives children of the opportunity to learn. This is conceptual. The second is action. Conceptually, we must treat the child as an ordinary, normal child and provide him with various opportunities. On the other hand, in terms of actions, we must also admit that children may have some special needs. Where are the special needs? We have to understand, find out the child's special needs, and then support him. Therefore, in this process, it is essential for us parents to learn. You need to know what the special needs of your children are, and then seek support from some professional organizations, including some parent alliance organizations. Just like under the Association for the Blind, host Wu Jun also has several organizations that can help parents. This is in action. The third material aspect is that for children, they may still need some assistive device support or other material things. For example, for children with visual impairment, do they need visual aids, , or electronic visual aids? Do you need a magnifying glass? Do you need a desk lamp? Do you need a dedicated desk? This all needs to be evaluated. Most children need it, and we must make these preparations as much as possible during their preschool years. This is what we parents may need to prepare before going to school. Another thing is that after arriving at school, we parents must also cooperate with the teachers. Because currently, when we are training teachers, teachers often say that the biggest confusion is not professional, but how to communicate with parents and how to obtain their support. In fact, if teachers spend their energy on communicating with parents and obtaining parents' support, it actually consumes the teacher's enthusiasm and energy. Therefore, we must trust teachers and support and cooperate with them. In this way, everyone can work together to create a better learning environment for children. This may be some preparations that we parents should make beforehand, so we talked about some general directions.

Wu Jun: It’s at the conceptual, behavioral and material levels. You just talked about a way, which is the official website of Chengdu Education Release or Chengdu Municipal Education Bureau . In addition to this approach, what other channels are there?

Lei Ying: Another one is to contact your local special education school. It doesn’t matter whether the child goes to a special school or not. This resource center is attached to the special school, so he can contact the special school or the special education resource center. , report that I have such a child, what is the child’s situation like, you can seek professional assessment and support from the resource center, and let them make a judgment and evaluate which school the child should go to, whether it should be a special school or a general school. This is You can communicate and cooperate with them.

Nana: Actually, this may be more convenient and more direct. Take the child or the parents to the school or the special education resource center to ask, so that the child's condition can be explained more clearly.

Wu Jun: Yes, after asking, we will make an assessment to determine whether the child is suitable for integrated education in a general school or a special education school for special education, right?

Lei Ying: Yes.

Wu Jun: Don’t have some conceptual misunderstandings. Do you think that going to the special education resource center means that my child will definitely go to a special education school? This is an incorrect understanding. Okay, we will continue to ask Mr. Lei to come and communicate with the audience friends after a commercial. The hotline will also continue to be opened for friends at 84336757. Come back later.

Wu Jun: The Chengdu People's Broadcasting Station news broadcast is currently broadcasting "Wind and Rain Life", a radio program for disabled friends. The hosts Wu Jun and Nana continue to serve the friends.

"First of all, I want to ask Wu You, how do you encourage yourself so that you can always maintain such a bright smile and such an optimistic attitude?"

"I will look at poems that can inspire me. I I also have some hobbies of my own. I like to play ukulele , Chinese ruan , and sing Peking opera . I will make myself happy through my hobbies. "

" Wu You is a person. Wu You is a very good child at a very young age, but he also grew up in an era where special education was particularly important. This enlightenment is also very important for the development of a special child. In addition, it is also inseparable from their family education parents. The combination of support, family education and school education has made Wu You what he is today.”

How can disabled students receive a good education like Wu You and grow up confidently and brightly?

"A Stormy Life" pays special attention to the "Special Education Resource Center to help you get equal admission" to continue.

Wu Jun: Welcome friends to continue to return to "Wind and Rain Life". Today we are launching a special focus on the "Special Education Resource Center to help you get equal admission." The guest we invite for friends today is a teacher from Chengdu Special Education School and Chengdu Special Education Resource Center. She is also a visiting scholar at Perkins School for the Blind in the United States. We will continue to invite teacher Lei Ying.

Nana: Hello, Mr. Lei.

Wu Jun: Let’s go back to the show. Just now we heard a recording of Wu You participating in CCTV's " Chinese Poetry Conference " last year. In fact, I think we have a lot of feelings when listening to this recording, right? I remember that in 2008, probably 14 years ago, Teacher Lei and another teacher, probably Teacher Guan, took Wu You, who was still 4 years old at the time, to participate in an event of the Blind Association. You are receiving preschool education, right?

Lei Ying: Yes, Wu You happened to be in preschool at that time.

Wu Jun: Yes.Thirteen years later, it should be said that last year Wu You appeared on the stage of CCTV's "Chinese Poetry Conference". I think at this moment it can be said that all disabled friends are proud of and excited by it.

Nana: Very stunning.

Wu Jun: Let’s listen to a recording, shall we? Reproduce Wu You's style at that time.

Wu You: I am Wu You, an ordinary girl, and I am here at the "Chinese Poetry Conference"!

Moderator: First of all, I would like to ask Wu You, how do you encourage yourself so that you can always maintain such a bright smile and such an optimistic attitude?

Wu You: I will read poems that can inspire me. I will also have some hobbies of my own. I like to play the ukulele, play Ruan, and then sing Peking Opera. I will change myself through my hobbies. Gotta be happy.

Host: Wow~ can we listen to a part of your concert today?

Wu You: Yes.

Host: Do you think the singing is good? Sometimes we say that when God closes a door for you, he will open a window for you. So what we see in you is full of positive energy, and we should give you applause for this. Entering Wu You's question-answering time, the first question is the immersive question. (Omit part) But before leaving, I have a surprise for you, please listen.

Teacher Xie: Youyou, your performance just now was wonderful. You showed your charm on the poetry conference stage. The teacher is particularly proud of you. I believe that in the days to come, as long as you keep this innocent heart, your life will be more exciting and your life will be better.

Host: Actually, Wu You is able to stand on our stage today because of the encouragement he received from Teacher Xie, right?

Wu You: I didn’t want to cry because the makeup was so ugly. I am especially grateful to Teacher Xie, because Teacher Xie helped me sign up for the Sixth Season Poetry Contest. If she had not helped me sign up, I would not have had the chance to come to this stage. Teacher Xie was always with me when I went to auditions and picked out clothes. It was she who used her hands to put me on this stage. I also have a poem that I want to send to all my teachers, "Pretty girls don't fight for spring, they only repay it when it comes. When the mountain flowers are blooming, she smiles in the bush."

Host: Actually, I think many friends are seeing this When Wu You was watching, she might have thought how great it would be if she could see her, because she was so optimistic and so strong. But I think that being able to be so optimistic and strong must have given her strength and someone to warm her during the countless long dark nights. I think it was poetry, literature, and those kind and loving people.

Wu You: Here I am also very grateful to the program team of the "Chinese Poetry Conference" and my friends from the Hundred People Group. They took care of me and gave me an equal opportunity like ordinary people, allowing me to stand up Let’s share the feast of poetry with everyone on this stage.

host: I hope every kindness will be fulfilled. So in the end I would like to send you a poem by Su Shi . I wish you will always be "indifferent, free from sorrow and joy, and never speak bitter words." Come on.

Wu You: Thank you Sister Long Yang, thank you all, I will continue to work hard. I have no regrets, because all the dreams I wanted to realize on this stage came true. I showed myself, met two very good teachers, and I was very happy. I hope that in the future I can go from the Youth League to the Hundred Lines Group, and from the Hundred Lines Group to the Family Group, so that I can grow up with the Poetry Conference.

Wu Jun: After listening to Wu You's performance at the "Chinese Poetry Conference", I think we were all very excited, and maybe many of the audience members were also in tears like Nana and Wu Jun.

Nana: This is really an outstanding and inspiring girl.

Wu Jun: That’s true. Hello, Mr. Lei, we recalled just now that you brought 4-year-old Wu You to the event 14 years ago. She was in preschool at the time. Now she is a freshman student at Binzhou Medical College. She is a very sunny person. girl.Based on the case of Wu You, she went from preschool education to elementary school, middle school and then university. You feel that she studied hard, grew up in sunshine, and got the opportunity to receive higher education. As a senior special education worker, you have been engaged in special education for more than 30 years. From your perspective, what inspirations do you think it brings to our teachers, parents, and students?

Lei Ying: Wu You is actually a real and vivid case, and a relatively typical and successful case. The success of this case is inseparable from the high-quality and professional education of the school and teachers, but in fact it cannot be attributed solely to the school's education. In fact, Wu You's development is inseparable from her good family education and increasingly fair social education. First of all, we can see that in the era of host Wu Jun, there were actually no opportunities like preschool, high school, or even college. Wu You's age has been through preschool, high school, and college. So I actually think that if the host had had the opportunity to go to college in his time, I believe you would have been able to go to college. If you could even become a graduate student now, I believe you would have been able to do so.

Wu Jun: Thank you, Mr. Lei, for your encouragement.

Lei Ying: But it didn’t exist in that era, so this is the era of her development, which is better. This is the first one. Second, in fact, I still have to mention that it is inseparable from the family's educational philosophy, because we will not talk about professional matters when she comes to school. Professional education and quality education in the school are what the school should do. , I won’t talk about it today, I will first talk about family education. In fact, when Wu You was a child, when she went to school, we had launched preschool education more than ten years ago, but not all parents had this awareness and sent their children to receive preschool education. This is a very important point in family education, which is to pay attention to children's education and their enlightenment education. At every stage, we parents must provide as much support as possible. This is family education. The other one is fair social education. You see, more and more poetry conferences are now open to our disabled people. Only then do we have such an opportunity to stand on such a stage, and only then do we have the opportunity to show ourselves. . So this is also a result of the joint action of social education, family education, and school education.

Nana: Teacher Lei, in fact, many people on the Internet are also very concerned about Wu You’s deeds. There is a high-profile comment I want to share with you. He said, "This is a manifestation of educational fairness and a reflection of the fairness of education." The protection of the right to education is worthy of praise. "I think this comment is particularly good and I would like to share it with everyone.

Lei Ying: Yes, this is very important. Because there are still many parents who don’t pay much attention to their children’s right to learn. In fact, children’s right to learn depends on the school and society, but the first thing they need to rely on is us parents.

Wu Jun: Just now, Teacher Lei summarized with us the reasons behind Wu You’s case. There are actually many factors supporting it. The most important ones are family education and the awakening of self-awareness, and what kind of person one wants to be.

Lei Ying: This is also inseparable from Wu You’s own efforts.

Nana: All parties work together to move towards a better future. Thank you very much for being a guest on our program today, Mr. Lei, for helping us gain a deeper understanding of special education, including the special education resource center. I wish you all the best. Here program editors and hosts Wu Jun and Nana would also like to thank their friends for their trust and listening.

Wu Jun: In this beautiful song, with the singing of "The World of Love", our program comes to an end. Today's volunteer guide is Luweila. Let's meet at the same time next Saturday and Sunday.

Nana: Goodbye.
